MAYOR’S OPENING STATEMENT
Mayor Sammons read the Gettysburg Address in recognition of the April, 1865 death of President Lincoln. The Mayor reviewed the background of the Address and recommended everyone try to visit Gettysburg.

Bill Welch moved that the March 25th, 2013 Minutes be accepted. Fran Romweber seconded the motion. Motion carried 100%.
TREASURER’S REPORT
The Treasurer’s Report is attached.
The following Resolutions are prepared as required by our ongoing audit.
Resolution 2013-05 Establishing Fund #4901 for the Cliff Road Capital Project Fund
Resolution 2013-06 Transferring $3,117.25 from the General Fund to the Cliff Road Capital Project Fund
Resolution 2013-07 Establishing Fund #4902 for the Brower Road Capital Project Fund
Resolution 2013-08 Transferring $3,404.85 from the General Fund to the Brower Road Capital Project Fund
Resolution 2013-09 Establishing Fund #4903 for the Lakeview Drive Capital Project Fund

MAINTENANCE SUPERVISOR’S REPORT
See Attached Report
There was a discussion of the catch basin issue on St. Annes. Temporary repairs have been made.
Rick is working with Harold Duncan of Cleves Maintenance to repair larger potholes.
Rick reviewed the requirement for new reflective street signs that will be required by 2015. Stop signs are currently being phased in.
Beautification Committee planting is scheduled for this coming Saturday, May 4th.
Ron Hartoin asked about US 50 drain problems at St. Annes. ODOT advised Rick that it is North Bend’s responsibility. Mayor Sammons recommends contacting our State Representative, Mr. Blessing.
POLICE REPORT
Sgt. Daugherty stated that for the month of March we had 72 calls and 5 citations. Five (5) cases were criminal investigations and one (1) has been closed.
Ron Hartoin questioned why Addyston Police would be driving through Aston Oaks. Sgt. Daugherty had no explanation; however, it could be traffic pursuit.
The break-in at St. Annes is still under investigation.
GUESTS
Mr. Howard Seaver is a member of the American legion and the Kiwanis Club. The American Legion sponsors the Ohio Boys State program which selects two boys interested in government and sends them to Bowling Green University where they experience "operating as a village" for one week. The boys, sponsored by the Kiwanis Club, were selected from Taylor High School and they are here to experience a Village Council Meeting. They are Tim Rapking and Luke Roberto. Mr. Seaver reviewed the program and introduced the candidates. Each candidate addressed Council and spoke a little about themselves. There was a discussion between Council and the candidates about how to promote the qualities of North Bend.
Ms. Bev Meyer talked about the Presidential Pathway that runs through North Bend. It begins at Shawnee Lookout and runs for sixty (60) miles to Oxford, Ohio. She gave background on the project. This is the 27th byway in Ohio. Bev’s group worked for three years to establish the Pathway. She passed out a brochure (attached) and also discussed upcoming events that will take place along the Pathway (announcement is attached). Also, on September 7th, North Bend United Methodist Church will host a picnic for North Bend’s community.
FIRE REPORT
Chief Ober stated that for the month of March there were two (2) fire details (both auto accidents) and eleven (11) EMS runs. The fire inspections are ongoing. Three (3) hydrants need to be replaced. This is the responsibility of Cleves Water Works.
Chief Ober reviewed the West Texas explosion. The Chief said the Brower Road facility is not processing the same material so there is not the same explosion hazard. Chief says the Brower Road facility is extremely safety conscious. Mayor Sammons asked Chief Ober if he has had any discussions about the proposed fire levy. Chief said they are aware North Bend is considering a levy.

Ron Nunnery reminded residents that the Rumpke levy will be on the ballot May 7th. The levy does not address recycling; that must be done by contacting Rumpke. This levy will result in a $67.00 per $100,000 valuation charge.

Beautification – Fran Romweber
The Beautification Committee has designated Saturday, May 4th as our "planting" date of our flowers into North Bend’s new planters. Planting will begin at 9:00am behind the Maintenance Department. Fran reviewed the Beautification plans for the summer. She recognized the quality work of Rick and Joe on the planters.
Fran also reviewed the littering situation in North Bend. She asked all residents of North Bend to act as "watchdogs" to help keep North Bend clean.

LAW DIRECTOR’S OLD BUSINESS
Ron Nunnery made motion for Resolution 2013-15 Authorizing Natural Gas Aggregation Issue for November Election and seconded by Fran Romweber. Motion carried 100%.
In regards to the Symmes Avenue sidewalk repair, Mayor Sammons asked Nemann Construction Company to contact the apartment owner to see if they might want them to do the repairs during the Washington Sewer project.
Dave Moorman summarized the key elements of Ordinance 2013-1 which is repealing and replacing former Title 16. 1) Program will be continued 2) All landlords need a rental permit 3) No inspection fee 4) All previous fees will be refunded 5) Checklist is available on website or at North Bend office 6) Self-inspection or use Code Enforcer 7) Landlords must complete inspections and sign permit application 8) Status of rental will be published on North Bend’s website 9) Subject to $150.00 fine if no permit is issued 10) Permit is valid for three years.

LAW DIRECTOR’S OLD BUSINESS, Cont’d.
Dave Moorman made motion for Ordinance 2013-01 Repealing Former Title 16 and Enacting a Replacement Title 16 of the North Bend Revised Code of Ordinances Relating to Rental Unit Policy and Bill Welch seconded. Ron Nunnery – Nay. Ordinance passed 4-1.
Dave Moorman made motion for Resolution 2013-13 Authorizing the Mayor to Extend the Contract for the Property Maintenance Code Enforcer and Residential Rental Unit Inspector and Bill Welch seconded the motion. Motion carried 100%.
Dave Moorman made motion for Resolution 2013-14 Authorizing Refund of Fees Paid by Owners of Rental Units for Inspections and Bill Welch seconded the motion. Motion carried 100%.

LAW DIRECTOR NEW BUSINESS
Resolution 2013-04 Authorizing Acquisition of Vacant Land at 430 Three Rivers Parkway was previously passed 6-0.
MAYOR’S NEW BUSINESS REPORT
Again this year we will have North Bend’s Spring Clean-Up. It will take place Saturday, May 11th through Sunday, May 26th. The dumpster will be located behind our Municipal building’s Maintenance Department on Post St. All yard waste is welcome. The items that are NOT permitted are listed: no tires, no liquids, no hazardous waste, no items with Freon (refrigerators or air conditioners) and no paint.
North Bend’s Chili Cook-Off possible dates are October 5th or October 12th, 2013.
Because of the Memorial Day holiday our May Council meeting will take place on Tuesday, May 28th at 6:00p.m.
OPEN TO THE FLOOR
Travis Keeton, 29 Muirfield, commented on the waste levy. He questioned that the cost of the levy is being based on property value. He believes it should be a "per unit" cost. Ron Nunnery stated this is a five-year levy and that may be considered toward the end of the levy. Ron said there is a meeting on May 1st at 7:30p.m. at the Miami Township Center to share information on this proposed levy.
Mr. Keeton also commented on the poor quality of Time Warner’s broadcast of North Bend’s council meetings.
MAYOR AND COUNCIL ANNOUNCEMENTS, COMMENTS
Bill Welch stated that Honor Flight Tri State takes WWII and Korean veterans to Washington, D.C. to visit their memorial. Mr. Welch attended a flight as a chaperone. He asked people to go to their website: Honor Flight Tri State.com to make a donation or sign up a veteran for a flight.
