Meeting was called to order at 6:00 P.M. by Mayor Sammons.

MAYOR’S OPENING STATEMENT

Mayor Sammons introduced North Bend’s new council member, Mr. Mark Weadick and swore him in office.

Mayor Sammons spoke about the Hamilton County $33,750 grant awarded to North Bend for a new pickleball/basketball court, netting, new trash cans and a painted 4-square and hopscotch.

Dave Moorman moved that the March 27, 2023 minutes be accepted. Bill Deters seconded the motion. Motion carried 100%.

TREASURER’S REPORT

In Marta’s absence, Dave Moorman read the Treasurer’s report. Please send any 2024 budget expenses to Dave or Marty by June 1, 2023. We will have a budget meeting immediately prior to our June 26th council meeting.

PAY THE BILLS

Fran Romweber made a motion to pay the bills. Bev Bolser seconded the motion. Motion carried 100%.

MAINTENANCE SUPERVISOR’S REPORT

Nate stated grass cutting in the village has begun. Our crew has been working at the Harbor Drive location clearing the riverfront land. Mayor Sammons is having fill dirt from Duke’s substation delivered to the Harbor Drive location. The tractor is getting the land shark attachment and will be delivered this Thursday. All maintenance personnel will be trained on this equipment. Nate talked about the auto accident on US 50 at Shady Lane, where one vehicle damaged a Duke Energy pole and the signal light. Mayor Sammons and Nate along with Hamilton County Police directed traffic for more than eight hours. Mayor Sammons will contact Duke Energy as he was told North Bend is responsible for the damaged pole.

DEPUTY CLERK’S REPORT

Marilyn stated that we had our Riverfront Development meeting on April 1, 2023. Our next meeting is Saturday, May 13th at 10:00am, immediately after we plant flowers in the maintenance garage. Marilyn met with Nicole Key regarding the grants we received from Hamilton County for our pickleball court. All paperwork has been completed and filed. Our We Thrive meeting met April 21st. We discussed partnering with Miami Township to host our Safety Day event together. The 2021 census determined North Bend has 1,056 residents. We have increased our population by 219 residents. Our next meeting is Friday, June 16, 2023 at 9:30am.

The Hamilton County Residential Recycling Incentive program generated $223.15 for our 2022 recycling efforts. Hamilton County only takes curbside and tire recycling tonnage which was 13.1 tons for the payout. After speaking with Gage Bradford, our representative with Hamilton County, he assures me that he is addressing this issue and implementing a minimum award of $5,000 to qualifying communities next year.

POLICE REPORT

Sgt. Carney reported there were 28 calls for service for the month of March. There were no criminal reports and no cases were assigned to detectives. There were 17 non-billable reports. There were three auto accidents.

GUESTS

Mr. Bob Czanik, 3 Abbey Hill, asked about the new business on Sunset Avenue and the fact they asked North Bend to vacate the road. Law Director, Scott Sollmann reached out to the owner and they advised him no specific plans have been decided. Mayor Sammons stated we just repaired that road. Fran Romweber and Dave Moorman asked if public notice is required when a street is vacated. Fran also thought the company may want to attend a council meeting and advise North Bend about their business and future plans. Scott will reach out to them again.

FIRE REPORT

Lt. King stated there was one fire detail and eight EMS runs for the month of March. They had 22.75 EMS training hours. They purchased a new engine to be used as back-up equipment. They will also be checking fire hydrants for the next few months. Mayor Sammons asked about the leadership at Miami Township Fire Department and has there been any update regarding Chief Lacey. Lt. King stated they have no updated information on Chief Lacey; however, the situation is being investigated by two entities. Currently, the ethics investigation is ongoing. The department is pushing forward and Assistant Fire Chief, Rob Street, is in charge.

THREE RIVERS SCHOOL

Principal, Holly Simms, reported state testing is taking place for grades 3-12. They are hiring ten staff members for the elementary school. Six students were awarded state art scholarships. The sixth grade will attend Camp Kern. Students will be going on the Washington, DC trip. Graduation is May 22nd at the Cintas Center with 181 graduates.

COMMITTEES:

Finance - Mr. Moorman

Dave gave a presentation on North Bend’s Electric Aggregation. Our new company is Energy Harbor with a fixed rate of 6.74 per kWh. This rate is in effect May, 2023 – May, 2025. Duke Energy’s variable rate is over 10 cents per kWh. Bev Bolser asked about the approval process and if council could receive this information prior to mailing it to our residents so council members are prepared to answer questions. Mayor Sammons stated he approves the information with Energy Harbor prior to mailing.

Maintenance - Mr. Bonner

There was a discussion of Resolution 2023-08 last month regarding this amendment to the agreement between ODOT and North Bend for the removal and control of snow and ice.

Joe Bonner made a motion to declare Resolution 2023-08 an emergency and to dispense with the requirement that this resolution be read on three separate days and be adopted upon its first reading. Bill Deters seconded the motion. Motion carried 100%.

Joe Bonner made a motion to adopt Resolution 2023-08 Authorizing Mayor to Execute Amendment to Agreement between the State of Ohio Department of Transportation and the Village of North Bend for the Removal and Control of Snow and Ice. Bill Deters seconded the motion. Motion carried 100%.

There was a discussion regarding hiring National Pavement Analysis company to analyze each road in North Bend and assign a repair process. This is a long-term planning tool for the preservation of our roads.

Joe Bonner made a motion to hire National Pavement Analysis company for the cost of $2,500-$3,000 to complete an analysis of North Bend’s roads. Bev Bolser seconded the motion. Motion carried 100% as an ARPA Funds expense.

Mayor Sammons stated we hired two part-time maintenance employees, Jeff Wickman and Michael Dirr. They will work between 25-30 hours per week. Mayor Sammons also stated Nate took down the electric line at Harbor Drive and maintenance is clearing the riverfront property. Nate said he will clear the steps at Congress Green Cemetery.

Planning & Zoning - Mrs. Bolser

Bev stated one of our Board of Zoning Appeals members, Ms. Phyllis Kugler, requested her resignation from the committee. Bev Bolser made a motion to approve Ron Coffaro, Cliff Road, as her replacement. Dave Moorman seconded the motion. Motion carried 100%.

Bev also stated that the variance hearing regarding 410 Three Rivers Parkway will be Monday, May 15th, 2023 at 5:30pm in council hall.

Bev also stated the tenants at 348 Three Rivers Parkway have left the property and the property owners need to remove the remnants.

Beautification – Mrs. Romweber

All volunteers will meet in North Bend’s garage area at 9:00am on Saturday, May 13th to plant our flowers. At 10:00am the Riverfront Park Development committee will meet in council hall.

Scott stated Mr. Howard Seaver’s son is donating two parcels of land to the Village of North Bend. After a discussion, Fran Romweber made a motion to accept the donation of parcel 573-0004-0179-00 and parcel 573-0004-0001-00. Bev Bolser seconded the motion. Motion carried 100%.

OPEN TO THE FLOOR

Mr. Josh Miller, 9 Lakeview and Mr. West, 21 Lakeview spoke to council regarding the clogged drain pipe at 17 Lakeview. This has caused damage to the neighbor’s property. Mayor Sammons asked Nate to speak with Mr. Addison, E. Harrison Avenue as Mayor Sammons would like to meet with the neighbors to solve this issue.

MAYOR AND COUNCIL ANNOUNCEMENTS, COMMENTS

Our next council meeting is Monday, May 22, 2023 at 6:00pm.

The FEMA CCO meeting is Tuesday, May 23, 2023 - 3:00-4:30pm for elected officials and community consultants. Flood Map Information Open House for the public is 5:30 – 7:30pm.

TREASURER’S REPORT

April 24, 2023



To Council Members for Your Information and Review



The Tax Budget is due by July 20, 2023. Please send me any large or capital expenditures expected or being considered for 2024. The budget will be prepared and the required Public Hearing will be advertised as a special meeting just prior to the June meeting. The tax budget submitted in July is used by the Hamilton Co. Auditor’s office to certify available 2024 appropriations funds. The 2024 annual budget is created and approved the end of the year.



We received the balance of our 1st half real estate tax revenue. Total amounts received per fund are: General Fund - $207,160.13, Life Squad - $108,689.83 and Public Safety - $45,381.90.



I submitted the Village’s annual ARPA report due by 4/30/23 on 4/20/23. Included in my report is a spreadsheet showing revenue and expenses through 4/24/23.



We issued 6 purchase order this month: #16-2023, Hamilton Co. Regional Planning Commission, $1,520.90, zoning services; Miami Township Trustees, $107,285.58, 1st half RE tax for the Emergency Services Fund; Cincinnati Sportscapes, LLC, $29,700.00, park rehab; BC16-2023, $3,473.19, Profession and Technical Svcs.; BC17-2023, $5,083.87, Repairs and Maintenance; and BC18-2023, $1,300.58, Office supplies and materials.

DEPUTY CLERK’S REPORT April 24, 2023 Marilyn Kramer



We had our Riverfront Development meeting on April 1, 2023. The minutes are attached for your review. Our next meeting is Saturday, May 13th at 10:00am.


That same date, our flowers will be ready to plant. All volunteers will meet in the maintenance garage at 9:00am. All are welcome.


I met with Nicole Key regarding the two grants we were awarded from Hamilton County totaling $30,000 for the pickleball court. All of the required paperwork has been filed with Hamilton County by the due date of April 14th.
Our We Thrive Wellness Committee met again on April 21 with Nicole Key and we discussed the new pickleball court and the Riverfront Development project in detail. We will ask Miami Township if North Bend (Cleves and Addyston) can join them in having Safety Day in the fall at the fire department’s location. We also discussed adding new members to the Wellness Committee. The 2021 census shows 1,056 people residing in North Bend. Our next meeting is Friday, June 16, 2023 at 9:30am in council hall.
