Meeting was called to order at 7:00 P.M. by Mayor Sammons.

MAYOR’S OPENING STATEMENT:
Mayor Sammons celebrated the career and passing of Neil Armstrong. He also read a speech dated September 12, 1962 by John F. Kennedy at Rice University.
MINUTES:
Ron Nunnery moved that the July 30th, 2012 Minutes be accepted. Dave Moorman seconded the Motion. Motion carried 100%.
TREASURER’S REPORT:
The Treasurer’s Report is attached.
Mr. Bill Welch made motion to pay the bills. Mrs. Fran Romweber seconded the motion. Motion carried 100%.
MAINTENANCE SUPERVISOR’S REPORT:
Ron Hartoin’s Maintenance Report is attached.
The signs that were damaged by the Papa John’s driver have been repaired.
Shirley Smith asked the Mayor if the curb in front of her house could be repaired.
Fran Romweber questioned the large number of "Todd Portune" signs and asked if a portion of them could be removed. Mayor Sammons recommended calling the Portune Committee.
POLICE REPORT:
Sgt. Daugherty stated for the month of July, there were 62 calls, 7cases assigned and 1 has been closed. Bill Welch asked that the light at Route 128 and US 50 be manually controlled during Gravel Rama. Mayor Sammons asked about a train that blocked access to Gravel Rama. Sgt. Daugherty will address these issues.
The Mayor stated that the Village seemed quiet this month.
Additional patrols will be at home football games.

FIRE REPORT:
Chief Ober reported there were 8 fire details and 7 EMS runs for the month of July. Many of the fire details were due to the storms.
All hydrants were checked and Cleves Water Works were made aware of any issues. Chief Ober is working directly with the Cleves Water Works director.
There was a fourth squad unit delivered. Two were assigned to Mt. Nebo Station. This station serves North Bend.

Ron Hartoin asked to go into Executive Session to discuss a back-up plan for manpower needed to provide snow removal and salting.
Ron Hartoin asked former Maintenance Committee for advice on getting cracks in roads sealed.
Ron discussed repairs on the Village pick-up truck headlights. Haag-Ford referred us to MGF. Ron is investigating.
Police & Fire
On Thursday, August 30, 2012 at 7:00p.m. tours will be given at the Sheriff’s station on Hamilton Avenue. Council members are to call Tim to reserve your attendance.
Tim Boll requested information from Chief Ober as to the number of runs historically.
Mayor Sammons discussed the desire of Miami Township to reopen the Fire Contract. Details will follow after the Village meeting with Miami Township and Police and Fire Committee meetings.

Property maintenance report was distributed to Council members.
Dave Moorman reviewed Mr. Weber’s procedures and complimented Mr. Weber 's performance so far.
Mayor Sammons reviewed, for the public, that North Bend has hired a Zoning and Code Enforcer. Dick Weber works for the Village the first Tuesday of each month.

Beautification
The Committee met on August 11th and decided to prepare a three-year budget plan for presentation to Council.
Fran Romweber reviewed some of the ideas regarding "Welcome Signs" and landscaping.
The Mayor reviewed the signs previously proposed. They were from Chataman, Massachusetts. Fran actually viewed those signs and was highly impressed.
COUNCIL OLD BUSINESS :

LAW DIRECTOR OLD BUSINESS:
Jim Reichert asked Ron Hartoin to provide the costs for Resolution Numbers 2012-06, 07, 08 and 09 which authorized expenditures for the Municipal Building improvements at the next meeting and Ron agreed.
Resolution #27 to either Authorize Bids or to Suspend All Activity with respect to Summit Avenue repairs was discussed and Council decided against going ahead and passed Resolution 27 - Directing the Village Engineer to Suspend Activity for Summit Avenue Repairs. Ron Hartoin made motion to accept Resolution 2012-27 and Fran Romweber seconded. Motion carried 100%.
Resolution 2012-28 Authorizing Village Engineer to Solicit Bids for Washington Avenue Drainage Repairs was discussed and Bill Welch made motion to accept Resolution 2012-28 and Tim Boll seconded. Motion carried 100%.
Dave Moorman brought up the Resolution putting Aggregation on the November Ballot. He asked how the public will be informed. Mayor Sammons is working with Duke as well as Cleves, Addyston and Miami Township who will also have it on the ballot, to prepare mailings for residents. Dave Moorman suggested a review at the October meeting to inform the public and will put it on our website. Dave will consider putting the meeting videos on our website also.

LAW DIRECTOR NEW BUSINESS:
Mayor Sammons discussed the possible conveyance of a property on Three Rivers Parkway and the adjacent vacant lot to the Village. If this happens, the Port Authority would demolish the property at no cost to the Village. This procedure is being tabled until issues are resolved. No Resolution on this issue was proposed at this meeting.
Jim Reichert discussed the agreement with the owner about the North Bend sign on US 50 and asked about an agreement for use of property at US 50 and St. Annes. This is currently under negotiation.

MAYOR’S NEW BUSINESS REPORT:
The Mayor discussed his monthly expenses. He spent $62.00 for our Post Office Box as required.
The Mayor also discussed the framing of the Village pictures which are going to cost approximately $629.00.
OPEN TO THE FLOOR:
There was a resident in the audience and he stated on the Brower Road overpass, the walkway has a slick spot of about 30 feet in length. This is an ODOT responsibility. The resident asked if someone could contact ODOT or perhaps the Village could fix this problem. Ron Hartoin will investigate.
The same resident asked if the old Miami Fort blue sign can be removed.
A question was asked if the Chili Cook Off will be in October. Mayor Sammons will consider it. There was a discussion and general agreement to have it. The Mayor will contact the former Mayor for advice. Dave Moorman will assist the Mayor and a date will be chosen.
