Meeting was called to order at 7:00 P.M. by Mayor Sammons.

Joe Bonner moved that the July 25, 2022 minutes be accepted. Bev Bolser seconded the motion. Motion carried 100%.
Joe Bonner moved that the August 16, 2022 Special meeting minutes be accepted. Bill Deters seconded the motion. Motion carried 100%.
TREASURER’S REPORT
The Treasurer’s Report is available at the Village office.
PAY THE BILLS
Bill Deters made a motion to pay the bills. Fran Romweber seconded the motion. Motion carried 100%.
MAINTENANCE SUPERVISOR’S REPORT
Joe Bonner read the Maintenance Supervisor’s report in Rick’s absence. Rick is working on the permits for the steel buildings. The hearing is Monday, September 12, 2022 at 6:00pm.
There was a discussion regarding Nathan Redding. Dave Moorman made a motion to hire Mr. Nathan Redding as a seasonal employee to North Bend’s maintenance staff for $15.00 per hour. Bill Deters seconded the motion. Motion carried 100%. Joe welcomed Nate Redding to North Bend. They started to catch up on mulching and clearing back the honeysuckle and brush along U.S. 50. The pickup truck front end repairs were made; damage occurred during snow removal. Replacement security cameras were installed last Friday (6 out of 8 are working). Preventive maintenance on trees on U.S. 50 from deer damage. We are still working on obtaining the 75 tons of salt from Consolidated.

DEPUTY CLERK’S REPORT
Marilyn reported that FES came on August 15th to inspect all of our fire extinguishers. We purchased two additional extinguishers; one for the lift truck and one for the maintenance office. We mailed the residential rental letters, applications and checklists to all owners of rental property. We’ve received 7 out of 18 completed applications. I’ll be sending out second notice letters next week. Election Day, August 2nd went smoothly. Our We Thrive Wellness Committee meeting is scheduled for Friday, September 23 at 10:00am. I contacted Chief Lacey regarding setting up a Friday evening for North Bend’s Safety Day in September or October. He will get back to me soon. Lowe’s new installation company will contact us by the end of August to confirm a date for the office door installation. Steve Johns, Hamilton County Planning, will send us a contract for 2023 as soon as it’s available.
POLICE REPORT
Sgt. Carney reported there were 41 calls for service for the month of July, 258 YTD. Three cases were sent to detectives and no auto accidents. Mayor Sammons stated there is a trailer with a deck and a water tank on property on Three Rivers Parkway. If this is a business, Mayor Sammons stated it must be visible from the street. Mayor Sammons stated he will accompany Sgt. Carney to this residence/business to check on the owner. Mayor Sammons also stated he has seen a person with a shopping cart near the BIERmarkt and thinks he may be living in that wooded area. Sgt. Carney said he has checked that area out and no one is living there.
GUESTS
Bill and Judy Christian and Vicki Schwertman are with the KIO Ski Club. They have rented the land located off Harbor Drive for camping since 1974 and they have 24 members. They attended our meeting today to ask about the future plans for this property. Mayor Sammons advised them that Hamilton County has approved the grant for the purchase of the Cleves property. North Bend intends to place a new park, a dog park, an interpretive center for learning about our rich history, and more that will all tie in to the President William Henry Harrison burial site. He advised them they are fine for now; we must give them a 90-day notice to vacate the premises.
FIRE REPORT
Chief Lacey stated they had 4 Fire runs and 14 EMS details for the month of July. There are three investigations; two in Cleves and one in Miami Township. There will be a dedication for the new fire house on Saturday, September 10th from 11:00am - 2:00pm. Mayor Sammons asked about the delay of the roundabout at Shady Lane and Bridgetown Road. Chief Lacey said they have been working on this project for six years. A pertinent architect left the company that was in charge of this project and that’s what is delaying this project, however, the company has assured them the employees on hand are aware of the project details.
THREE RIVERS SCHOOL
Superintendent Ault reported there are 35 more students than in 2021. Three Rivers School is working with "Future Think" to project enrollment and space for the district. Five hundred students attend School Fest in early August. The school gave out backpacks, shoes and haircuts for students in need. On September 7, their Finance Building Committee will meet. On September 8, their Citizen Advisory Network and resource officer will meet to make sure their security plans are in place. September 9th is homecoming. On September 17th there is a Premier Band Contest involving 17-20 school marching bands from Ohio, Indiana and Kentucky. On September 24th the Nick Cordrey Memorial Garden ceremony will take place.

THREE RIVERS SCHOOL, Continued
Dr. Ault reported they have a full teaching and bus driver staff, however, their substitute teaching pool is low. They have relaxed their requirements; you need a high school diploma and one day of training from the Education Center. Mayor Sammons volunteered to become a substitute teacher. Dr. Ault said they have 2,169 students attending TRS. Joe Bonner asked how many students attend from other districts. Dr. Ault stated there are 238 open enrollment K-12 students. Confirming open enrollment students is on a first come, first serve basis.
COMMITTEES:
Finance - Mr. Moorman
Dave talked about our Rumpke contract. The four-year term ends December, 2022. We have a one-year option with Rumpke and Dave will get this quote for waste and recycling pick up by mid-September. Dave contacted two other waste companies; Republic does not pickup in this area and Best Way does not offer recycling services.
Dave talked about our gas aggregation pricing of 0.839/Ccf with AEP Energy, October, 2022 through October, 2024. Opt out letters will be mailed by early September. Our electric aggregation contract is with Dynegy until end of May, 2023.
Light, Water and Sewer - Ms. Romweber
Fran asked about the progress on Sunset Avenue. Joe Bonner stated HUSAC should begin work no later than Monday, September 12th.
Maintenance - Mr. Bonner
Joe talked about the water runoff at the landslide area. An example of a possible solution is located on Bridgetown Road in Green Township (by Kennings) leading down to Taylor Road where a trough-like system is used to take care of the runoff. The water would go into the catch basin and the residue could be shoveled off the trough to avoid the sidewalk.
Mayor Sammons talked about the email we received from Three Rivers School stating they had students that wanted to volunteer for projects. Mayor Sammons is meeting with Bev Meyers, President of the Harrison-Symmes Memorial Foundation and Erin Bartlett with the Ohio History Connection on September 9th at 10:00am to talk about cleaning up Congress Green Cemetery and keeping the WHH burial site clean. Dave Moorman said he has reached out to Tina Cole with TRS and there are 15-20 students that can volunteer after school or on Saturdays. Scott will get a waiver for them to sign before any work begins.
Police & Fire – Mr. Deters
No Report. Bill is still waiting to hear from Hamilton County Sheriff’s Office regarding a police contract.
Planning & Zoning - Mrs. Bolser
Bev stated there is a hearing scheduled for Monday, September 12, 2022 at 6:00pm to vote on the installation of two steel buildings for North Bend.
Bev also talked about a trailer, deck and a water tank located on Three Rivers Parkway property. Mayor Sammons said he will accompany Sgt. Carney and visit that property along with the property adjacent to the BIERmarkt.

Max talked about a complaint we received regarding tall vegetation at 154 Miami Avenue. Mayor Sammons stated we need to send Mr. Tisch a letter stating, as a condition of our mutual agreement, please maintain the property located at 154 Miami Avenue.

LAW DIRECTOR’S OLD BUSINESS
Scott discussed the updated Employee’s Handbook. The major change is that full-time employees may carry over 10 vacation days to the following year. Part-time employees may carry over a maximum of 5 vacation days.
Scott also stated we will need to pass more resolutions related to the Opioid Settlement.

COUNCIL’S NEW BUSINESS
There was a discussion of the Hamilton County Public Health Stipend Agreement. This funding is in the amount of $3,750.00 and can be used to support ongoing community resiliency. Dave Moorman made a motion to authorize the Mayor to sign the Stipend Agreement. Max Morgan seconded the motion. Motion carried 100%.
Mayor Sammons talked about the grant writing opportunity with Hamilton County. Joe Bonner and Bev Bolser stated the topics for this particular grant writing opportunity did not apply to North Bend, however, we will look forward to any future opportunities.
LAW DIRECTOR’S NEW BUSINESS
After a discussion of allowing dispensaries, cultivators and processors in North Bend, Dave Moorman made a motion to declare Resolution 2022-25 an emergency and to dispense with the requirement that this resolution be read on three separate days and be adopted upon its first reading. Fran Romweber seconded the motion. Motion carried 100%.
Dave Moorman made a motion to adopt Resolution 2022-25 Imposing a Fifth Extension of an Additional One Year Moratorium on the Issuance and Processing of any Permits Allowing Retail Dispensaries, Cultivators, or Processors of Medical Marijuana within the Village of North Bend, Ohio. Fran Romweber seconded the motion. Motion carried 100%.
