Members Present: Mayor: Mr. Sammons Law Director: Mr. Sollmann Fiscal Officer: Ms. Fryman, excused Councilpersons: Mr. Moorman, Mr. Deters, Mr. Bonner, Mrs. Romweber, Mr. Hartoin, Ms. Smith, excused MAYOR’S OPENING STATEMENT Mayor Sammons thanked everyone for attending his gift gathering party and attending our Breakfast with Santa event. We have numerous toys left over and Mayor Sammons asked council if they knew of anyone that might be in need of toys this Christmas to contact Marilyn. MINUTES Joe Bonner moved that the November 26, 2018 minutes be accepted. Dave Moorman seconded the motion. Motion carried 100%. TREASURER’S REPORT In Marty’s absence, Dave Moorman read the Treasurer’s Report. Dave Moorman made a motion to adopt Resolution 2018-30 Authorizing Pay Increases. Bill Deters seconded the motion. Motion carried 100%. Dave Moorman made a motion to adopt Resolution 2018-31 Authorizing Incentive Bonuses to Village Employees. Bill Deters seconded the motion. Motion carried 100%. Dave Moorman made a motion to adopt Ordinance 2018-05 Appointing the Village Law Director for the Period January 1, 2019 through December 31, 2019. Bill Deters seconded the motion. Motion carried 100%. Dave Moorman made a motion to adopt Ordinance 2018-06 Re-Appointing Village Engineer & Village Public Works Administrator for the Period January 1, 2019 through December 31, 2019. Joe Bonner seconded the motion. Motion carried 100%. MAINTENANCE SUPERVISOR’S REPORT In Rick’s absence, Ron Hartoin read the Maintenance Supervisor’s Report. The Maintenance Supervisor’s Report is available at the Village office. DEPUTY CLERK’S REPORT The Deputy Clerk’s Report is available at the Village office. POLICE REPORT Sgt. Raker reported there were 30 calls for service for the month of November. Two cases were assigned to detectives and two cases were closed. There was one domestic violence report. Mayor Sammons stated that drug issues have diminished in the village because letters from our Law Director were sent to owners of properties known to have these issues. GUESTS John Niehaus attended our meeting to state he will repair village road damage after all construction is completed on Shady Lane, across from Aston Oaks. He would like to begin construction in the spring, 2019. Scott Sollmann drafted Ordinance 2018-07 stating the Village of North Bend will abandon paper streets in order for John Niehaus to proceed with construction after an agreement is in place whereby any damage which occurs to village roads due to the construction is repaired. This was a draft of Ordinance 2018-07 and Scott will submit the final Ordinance to council after finalizing the wording. There was a discussion and Dave Moorman made a motion to waive the requirement of three readings. Joe Bonner seconded the motion. Motion carried 100%. Dave Moorman made a motion to adopt Ordinance 2018-07 Vacating Paper Streets of Crescent Street and Dale Street and Authorizing the Mayor to Enter into an Agreement Whereby the Village Accepts Consideration for Those Vacations. Joe Bonner seconded the motion. Motion carried 100%. FIRE REPORT Chief Ober reported there were nine EMS details and two fire runs for the month of November. There was a water main break at Sunset and St. Annes in early November. They contacted Cleves Water Works and it was repaired. THREE RIVERS SCHOOL No Report COMMITTEES: Finance - Mr. Moorman The contract with Rumpke has been approved. They will issue quarterly invoices to residents. The mailer has been sent to all residents and Marilyn has been fielding all calls. On residents’ tax bill, the “Township” line amount will be reduced. Rumpke has assured North Bend that they will pick up resident’s waste even if the bill is not paid and will deal directly with the resident. Each resident will be billed quarterly. Minutes, December 17, 2018 Finance, Continued Dave mentioned that the aerial pictures of President William Henry Harrison’s monument site taken by Mr. Herman Heine have been posted on our website for everyone to enjoy. Dave also mentioned that he will finalize the Duke Energy Agreement regarding the street lights in the Historic Village soon and give to Mayor Sammons to sign. The Aston Oaks street light field work and agreement progress is slow, but Duke should be able to reconcile the number of lamps in early January, 2019. Minutes, December 17, 2018 MAYOR’S NEW BUSINESS/ REPORT No Report OPEN TO THE FLOOR Chief Ober asked about the number of fire hydrants needed in John Niehaus’ new development on Shady Lane. Mayor Sammons stated no final plans have been submitted as of yet, however, John Niehaus stated there will be four houses and the cul de sac may be approximately 250’ in length. Final plans will be submitted through Hamilton County and North Bend’s Planning and Zoning soon. MAYOR AND COUNCIL ANNOUNCEMENTS, COMMENTS Our next council meeting is Monday, January 28, 2019 at 7:00pm The Records Retention meeting is scheduled for Monday, January 28 at 6:30pm. MAYOR’S FINAL COMMENTS No Report. At 7:43pm, Fran Romweber made a motion to go in to Executive Session pursuant to ORC 121.22 (G) (3) to discuss pending litigation involving the Village of North Bend. Ron Hartoin seconded the motion. The motion was unanimous and carried 100%. Ron Hartoin made a motion to adjourn Executive Session and resume the regular meeting. Fran Romweber seconded the motion. Motion carried 100%. We issued 4 Purchase Orders this month for: Ohio Municipal League - $355.00 – 2019 dues, Marilyn Kramer - $200.00 – local mileage, Listerman & Assoc - $2,290.00 – trees and Blanket PO - $200.00 – misc dues and fees. Distributed to council members this month are the following reports: · Monthly Cash Flow Analysis: Showing money in/money out and the check book balance · Payment and charge Register Report: Includes all checks & automatic payments taken directly from our checkbook since last Council Meeting · Receipts Register Report: Includes all sources of revenue taken in by the Village since last Council Meeting · Revenue Status Report: Shows the year-to-date status of each revenue account as of date of this Council Meeting · Fund Status Report: Shows amount left in each fund as of date of this Council Meeting and the current checking account balance · Beautification Fund report: Year to date expenses and balance of fund · Mayor’s Discretionary Fund report: Year to date expenses and balance of fund · Credit Card Expenses report Copies of all the above reports are available for public viewing at the Village Office. Respectfully submitted, Marta Fryman, Fiscal Officer MAINTENANCE SUPERVISOR’S REPORT December 17, 2018 Rick Schultz - Planted twelve trees along U S 50 between St. Annes and Symmes Avenue. - Planted three trees at the overpass which is visible from US 50. - Picked up trash on U S 50, Cliff and Brower Roads. - All Christmas decorations have been set in place. - Cleaned maintenance office and garages. - Prepared and connected snow plows to trucks. - Loaded one truck with salt for quick response. DEPUTY CLERK’S REPORT December 17, 2018 Marilyn Kramer - Breakfast with Santa was a huge success. Each child had time with Santa and went home with a special gift. Santa had an elf with him this year. - Contacted State Farm (insurance company for the person who damaged our planter on US 50) and the claim is still active. They are waiting for all expenses to be submitted. The insured may not have enough insurance for the full reimbursement. They may have to pro-rate all damages. (He was insured for $50,000). - Our next Wellness Committee meeting is Saturday, January 26, 2019 at 9:30am. - Our Records Retention meeting is Monday, January 28, at 6:30pm; immediately prior to our council meeting. - Three baby baskets have been given out. We are getting positive comments on Facebook regarding our baskets also. - The office will be closed from Thursday, December 20 – January 3rd, 2019 for vacation. Tickler File: As of January 1, 2019 the Fire and EMS agreement shall be renewed annually by Miami Township and North Bend. Since, 2009, we had 5-year increment agreements. Constellation New Energy gas aggregation contract ends September, 2019.
