Meeting was called to order at 6:30 P.M. by Mayor Sammons.

Dave Moorman moved that council go into Executive Session in accordance with Ohio Revised Code 121.22 (G)(1) to discuss employment and compensation of public employees and public officials. Joe Bonner seconded the motion. Motion carried 100%.

Councilpersons and Law Director Sollmann participated in Executive Session until it concluded at 6:55p.m. All councilpersons returned from Executive Session with nothing to report and the meeting was called back to order at 7:00p.m.

MAYOR’S OPENING STATEMENT

Mayor Sammons stated he is glad 2020 is about to end and hopes 2021 will be a better year.

MINUTES

Joe Bonner moved that the November 23rd, 2020 minutes be accepted. Shirley Smith seconded the motion. Motion carried 100%.

TREASURER’S REPORT

The Treasurer’s Report is available at the Village office.

Ron Hartoin made a motion to dispense with the requirement that Resolution 2020-29 Amending the 2020 Tax Budget and Appropriations for Fourth Time be read on three separate days and be adopted upon its first reading. Bill Deters seconded the motion. Motion carried 100%.

Marta Fryman will need to revise the Treasurer’s Report to reflect Coronavirus expenses for one employee who is quarantined. There was a discussion and approval was given to dispense the remainder funds, giving 75% to TRAM and 25% to Threads of Hope.

TREASURER’S REPORT, Continued

MAINTENANCE SUPERVISOR’S REPORT

The Maintenance Supervisor’s Report was read by Ron Hartoin in Rick Schultz’s absence.

DEPUTY CLERK’S REPORT

The Deputy Clerk’s Report is available at the Village office.

POLICE REPORT

Sgt. Raker reported there were 26 calls for service for the month of November. No cases were assigned to detectives and there were no criminal reports for this period.

GUESTS

Mr. Ken Addison, resident at 57 E. Harrison Avenue, addressed council asking for resolve of the liens North Bend placed on his property located at 35 Ridge Avenue. Liens were placed on the property in 2014 and 2015 as no rental permit was issued to Mr. Addison. This property was in foreclosure and Mr. Addison was in bankruptcy. He is now working with the mortgage company and would like to resolve this issue.

Scott Sollmann, North Bend’s Law Director, stated we issued Mr. Addison a letter in 2014 advising him to pay $500.00 and the liens would be removed. After a discussion, Dave Moorman made a motion to release the liens on the property located at 35 Ridge Avenue, North Bend, OH 45052 with a payment of $500.00 from Mr. Ken Addison before December 31, 2020. Shirley Smith seconded the motion. Motion carried 100%.

FIRE REPORT

Mayor Sammons reported Brien Lacey is the new Fire Chief of Miami Township Fire Department.

Chief Ober has retired and we appreciate his service to North Bend.

THREE RIVERS SCHOOL

Superintendent Ault advised us he came in contact with a person who tested positive for Coronavirus and is self-quarantined.

Finance - Mr. Moorman

Dave Moorman made a motion to adopt Resolution 2020-31 Authorizing Pay Increases. Shirley Smith seconded the motion. Motion carried 100%.

Dave Moorman made a motion to adopt Resolution 2020-32 Authorizing Incentive Bonuses to Village Employees. Shirley Smith seconded the motion. Motion carried 100%.

Dave Moorman made a motion to adopt Ordinance 2020-06 Appointing the Village Law Director for the Period January 1, 2021 through December 31, 2021. Shirley Smith seconded the motion. Motion carried 100%.

Dave Moorman made a motion to adopt Ordinance 2020-07 Re-Appointing Village Engineer & Village Public Works Administrator for the Period January 1, 2021 through December 31, 2021. Shirley Smith seconded the motion. Motion carried 100%.

Police & Fire – Mr. Deters

Bill Deters reported he spoke with the Village of Cleves Administrator, Mike Rahall, and they will have a police contract in early January, 2021.

Bill Deters contacted Jack Rininger, Trustee with Miami Township, regarding joining Cleves and North Bend in the contract. Mr. Rininger was not available at that time and will call back.

Planning & Zoning - Mrs. Romweber

Fran Romweber discussed with council one more item that needed to be added to our Exhibit A to Ordinance 2020-05 Village of North Bend Adopting New Zoning and Inspection Fee Schedule adopted November 23, 2020. This is the “Other Administrative Processes” to North Bend’s 2021 Fee Schedule to match Hamilton County’s fees. Fran Romweber made a motion to update Exhibit A to Ordinance 2020-05. Bill Deters seconded the motion. Motion carried 100%.

Fran has been in contact with Mr. Tom Stahlheber, Hamilton County Planning and Zoning, and has received an email from him stating North Bend’s reference to “Final Development Plans” versus Hamilton County’s reference to “Zoning Compliance Plans” throughout our fee schedule will not be modified. Fran stated this letter will be placed in North Bend’s Zoning Code Book.

Law & Ordinance - Mr. Bonner

Joe Bonner stated he wrote a letter to the owner of two lots located on Three Rivers Parkway regarding overgrown brush and the requirement of placing the address numbers on the building.

Joe also sent a letter to a resident on Symmes Avenue regarding broken windows in that vacant home. We do not have a forwarding address for the owner.

LAW DIRECTOR’S OLD BUSINESS

Scott Sollmann discussed proposed text amendment to the Village’s Zoning Resolution regarding mobile homes/trailer parks. The Ohio Revised Code requires a 30-day notice along with a hearing regarding same. He suggests North Bend have that hearing prior to our March 29, 2021 council meeting. We will announce this hearing date on our website.

OPEN TO THE FLOOR

Ron Nunnery, resident at 32 Taylor Avenue, asked about the status of repaving Taylor Avenue. Mayor Sammons stated the company has not completed the work and now being so late in the year, blacktop companies have closed. The construction company has completed the curbing and addressed the drainage issues, however, the blacktopping will be completed in the spring.

Ron Nunnery also asked if the council meeting video could be loaded to YouTube earlier than one month after the meeting. Dave Moorman explained we approve the minutes of the previous meeting at the current meeting and that’s when Jim Holt and Marilyn Kramer exchange the SD card to load the meeting video. Scott Sollmann stated while we approve the minutes of the previous meeting at the current meeting, the video could be loaded earlier. Mayor Sammons asked Marilyn Kramer to pick up the SD card from Jim Holt’s home as soon as it’s readily feasible.

TREASURER’S REPORT

December 21, 2020



To Council Members for Your Information and Review



This month was consumed with 2020 end of year closing and preparation to convert to 2021 with the budget approved at the November 2020 meeting, COVID 19 reporting and monthly activities. My required training is completed with the Annual UAN End of Year Best Practices Webinar.



We received an additional $869.51 for a total of $56,078.11 in Coronavirus Relief Funds. As shown below, I created 2 new purchase orders following confirmation by the Ohio Office of Budget and Management that I was permitted to re-encumber the funds after the 11/20 deadline. I am requesting approval of Resolution 2020-29 to amend our 2020 budget and appropriate the additional Coronavirus funds. These additional funds will be encumbered and check issued by 12/30/20 per requirements. I am also requesting approval of Resolution 2020-30 stating Council’s approval of disbursement of these funds.



We issued 2 purchase orders this month – 29-2020, TRAM, $24,535.16 and 30-2020, Grace Covenant Church of Cincinnati (Threads of Hope), $8,000.00. One additional purchase order, $869.51, will be issued prior to 12/30/20 expending the balance of the Coronavirus Funds.

Includes all checks & automatic payments taken directly from our checkbook since last Council Meeting

· Fund Status Report: Shows amount left in each fund as of date of this Council

· Mayor’s Discretionary Fund Report – No report

· Credit Card Expense Report

MAINTENANCE SUPERVISOR’S REPORT December 21, 2020 Rick Schultz





- Christmas decorations will be up until the first week in January, 2021. Thanks to Cleves maintenance for the use of their bucket truck.



- Winterized sprinkler system at the point.





- Painted over graffiti on columns under Brower Road overpass.





- Tele Vac videoed the storm water pipe on Shady Lane to address the sink hole in that area. Pictures were sent to JMA.





- Salt spreaders and plows are in place and checked for service.





- Repaired salt bin that was damaged by two kids on December 4, 2020.





DEPUTY CLERK’S REPORT December 21, 2020 Marilyn Kramer





- North Bend’s Test and Protect COVID-19 testing on December 1 was a success. We tested 110 people with 16 positive results. The U. C. Medical Techs arrived 15 minutes late, however, once they caught up, the event ran smoothly. Test results time frame were reported between one to five days.



- Breakfast with Santa was a success. Santa met with several families on December 12, 2020 and each child received a toy. We were compliant with CDC guidelines allowing two families in the building at a time; one picking out a toy while the second family visited with Santa. Everyone wore a mask, used hand sanitizer and signed in.





- We recycled 6.55 tons (13,100 lbs.) of leaves and yard waste between October 10 and November 20, 2020 during our new Leaf and Yard Waste Recycling program. The First-Year Report has already been submitted to Hamilton County.





- I’ll be meeting with PEP’s Loss Prevention representative on Monday, January 11, 2021. Every two years they meet with us to look over the property and ask questions regarding safety.





- Our next Wellness Committee virtual meeting, with Hamilton County Public Health, is Friday, January 15th at 9:30am.





- The Administration Office will be closed from December 22, 2020 to January 4, 2021 for vacation. However, I’ll pick up the mail and answer emails during this time.
