VILLAGE OF NORTH BEND 21 TAYLOR AVENUE, NORTH BEND, OHIO 45052 December 19, 2022 Meeting was called to order at 5:15 P.M. by Mayor Sammons. Members Present: Mayor: Mr. Sammons Law Director: Mr. Sollmann Fiscal Officer: Ms. Fryman Councilpersons: Mr. Moorman, Mr. Deters, Mr. Bonner, Mrs. Romweber, Mrs. Bolser, Mr. Morgan At 5:37pm, Fran Romweber made a motion to go into executive session in accordance with Ohio Revised Code 5.21.22(G)(1) to discuss the employment and compensation of public employees and officials. Joe Bonner seconded the motion. Motion carried 100%. Village Council returned from executive session at 5:50pm. No action was taken. MAYOR’S OPENING STATEMENT At 6:00pm, Mayor Sammons opened the meeting by reading President Ronald Reagan’s December 20, 1983 Christmas letter. MINUTES Dave Moorman moved that the November 21, 2022 minutes be accepted. Bill Deters seconded the motion. Motion carried 100%. Dave Moorman moved that the November 21, 2022 Budget meeting minutes be accepted. Bill Deters seconded the motion. Motion carried 100%. TREASURER’S REPORT Dave Moorman read the Treasurer’s Report in Marta’s absence. The Treasurer’s Report is available at the Village office. PAY THE BILLS Fran Romweber made a motion to pay the bills. Bill Deters seconded the motion. Motion carried 100%. MAINTENANCE SUPERVISOR’S REPORT Nate Redding reported that all Christmas decorations are in place. The Brower Road trash issue has been corrected. Maintenance crew cleaned up US 50. They worked on a water leak at the Point. Lift truck needed new brakes and tune-up. Maintenance removed the stump at St. Annes and Sunset Avenue location. Minutes, December 19, 2022 MAINTENANCE SUPERVISOR’S REPORT, Continued Joe Bonner, Dave Moorman, Rick Schultz and Nate Redding attended the online Asphalt Pavement Workshop. They are waiting for the follow-up information to be sent to all attendees. However, Dave Moorman stated there’s a company that can conduct an assessment of our roads and give a grade of condition, recommendations and provide a budget for what is needed. This may be a service we consider in the future for the Village. Mayor Sammons talked about the degrading condition of US 50 and asked ODOT to repair it. ODOT advised Mayor Sammons that it is the Village’s responsibility to maintain US 50. Mayor Sammons does not agree and will be following up on this matter. DEPUTY CLERK’S REPORT Marilyn stated our Breakfast with Santa event was very successful. We had a full house of families in need of a visit and gift from Santa. Instead of purchasing four bicycles this year, we purchased two $100.00 Target gift cards in a drawing for families. Fuller Technology installed our new office computer. We had our Wellness Committee meeting on December 16th. Hamilton County Public Health has agreed to pay North Bend $3,750.00. Replacing trash cans for our playground is an eligible item. We also received a proclamation from HC Public Health for our active leadership role in improving the health and safety of our community members. We have been a member for eight years. President William Henry Harrison’s Birthday Tribute is Friday, February 10th, 2023 at 10:30am in council hall. We collected a total of 14.54 tons of leaf recycling material in November and December. Our total recycling efforts for 2022 is 15.741 tons. The office will be closed December 21, 2022– January 3, 2023 for the holidays, however, Marilyn will be available by phone and will be checking her emails during this time. POLICE REPORT Sgt. Carney reported there were 44 calls of service for the month of November. Two cases were sent to detectives. There were no auto accidents and four criminal reports. On December 23rd, there will be a meet and greet for Sheriff McGuffey at C. T. Young between 11:00am – 2:00pm. GUESTS Ms. Darlene West discussed the “Wreaths Across America” event, which is held the third Saturday of December every year. Her 250 volunteers placed over 1,400 wreaths to veteran’s grave sites. She is asking North Bend to help advertise this wonderful program. At this time, if you purchase two wreaths, you receive 5 free. This is a non-profit entity. Mayor Sammons suggested North Bend support this cause by donating $300.00. Fran Romweber made a motion to donate $300.00 to “Wreaths Across America”. Bev Bolser seconded the motion. Motion carried 100%. FIRE REPORT Chief Lacey introduced Miami Township’s new Assistant Chief, Rob Street. He has been on Miami Township’s Fire Department since 1999. Chief Lacey reported there have been 7 fire details and 10 EMS runs for the month of November. There were 19 Scarlet Oaks fireman graduates and 15-20 jurisdictions interviewing them and offering jobs. Tri-Health provided updated stroke training to Miami Township. There was one serious auto accident on Three Rivers Parkway. Dave Moorman asked about electric cars and how the fire department reacts to this new type of battery fire. Chief Lacey stated they use a solution called F500, however, they have to be able to apply this solution directly to the battery and it’s a slow burn process. Minutes, December 19, 2022 THREE RIVERS SCHOOL Superintendent Ault stated winter break is December 21-January 3, 2023. He reported Three Rivers School received a $6,000 gift from Miami Fort Power Plant. They purchase tools for the program “Taylor Tiny Homes”. Students learn marketing, branding, selling, and individual thinking processes. One of their teachers, Ms. Kelly Moorman, received a $5,000 grant for her STEM class. They learn coding and more. The ACCLAIM Foundation focuses on fine arts. They have $30,000 for the music program and renovating the auditorium. The athletic boosters will use private funds for a new weight room and lockers. Mayor Sammons asked if TRS has an alumni administrator to organize fundraising and class reunions? Dr. Ault stated they do not have a full-time administrator; however, they have a committee working on this. COMMITTEES: Finance - Mr. Moorman After a discussion, Dave Moorman made a motion to waive the three readings for Resolution 2022-34 Authorizing Incentive Bonuses to Village Employees and be adopted upon its first reading. Bill Deters seconded the motion. Motion carried 100%. Dave reported that North Bend has renewed our waste contract with Rumpke for the fifth year. Their rates have increased to $44.25/quarter for waste and $14.25/quarter for recycling. North Bend’s natural gas aggregator is AEP. The AEP aggregation agreement rate for Natural Gas is $0.839/CCF and compared to Duke’s variable rate represents a savings of 8.7% in November, 10.1% in December and 11.4% in January for Aggregation Agreement participants. Minutes, December 19, 2022 Light, Water and Sewer - Mrs. Romweber Fran stated she attended the Hamilton County Commissioner’s meeting and advised them of the trash and garbage deposited on property located on Route 128 in Whitewater Township. They have no zoning restrictions in Whitewater Township, however, Fran stated this is a health hazard and has contacted the Health Department to look into this issue. Fran also stated that she will be running for her North Bend Council seat once again. She’d like to participate in North Bend’s Riverfront Development project. Maintenance - Mr. Bonner Joe reported he spoke with the county engineer and he stated the wall on St. Anne’s is the Village’s responsibility. The property is still in John Niehaus’ name; (he was the developer of Aston Oaks) and he will have to file paperwork placing it in the Village of North Bend’s name. We will then have to dedicate the street. The top layer of the stone wall is moving and Nate stated his crew should be able to stabilize the wall with minimal effort. Police & Fire – Mr. Deters No Report Planning & Zoning - Mrs. Bolser After a discussion Bev Bolser made a motion to waive the three readings of Ordinance 2022-03 Village of North Bend Adopting New Zoning & Inspection Fee Schedule and be adopted upon its first reading. Law & Ordinance - Mr. Morgan Max stated the Brower Road trash issue has been resolved. The CMHA home on Taylor Avenue issue will be resolved this week. Beautification – Mrs. Romweber Fran thanked our maintenance crew for making North Bend so beautiful. She has received many compliments throughout the year on our decorations. Flowers with West Hills Nursery has been confirmed for 2023. The date for planting flowers is May 20th. All volunteers are welcome. Hanging baskets will be in place on May 15th. COUNCIL’S OLD BUSINESS Dave Moorman asked about the two parcels of land for the Riverfront Development that need legal descriptions before we close on the property. Scott Sollmann stated it will cost approximately $14,000 for the property to be surveyed and legal descriptions drafted for two of the parcels. MAYOR’S NEW BUSINESS/ REPORT Mayor Sammons received information from Hamilton County Sheriff’s office regarding flock cameras. He read a letter stating these cameras help find criminals by monitoring license plates of cars travelling through North Bend. They are especially used in Amber Alert and stolen car cases. Mayor Sammons said this company is not affiliated with the BMV and he does not approve of monitoring people of North Bend and our visitors. Majority of council agreed. OPEN TO THE FLOOR No Report. We issued 6 purchase orders this month – BC24-2022, $150.00, postage; 37-2022, $3,650.00, Tellos Tree Service, partial payment for tree removal; 38-2022, $650.00 G&W Railroad, tree removal project insurance; 39-2022 (void); 40-2022, $9,747.34, steel buildings; 41-2022, Hamilton Co. Regional Planning Comm, $700.00, zoning services; 42-2002, (void) 43-2022, Fifth Third Bank, $2,212.75, Mayor’s fund expenses. Note, I have not received the tax budget amendment from the County Auditor, I will be issuing additional POs prior to year end – Village of Cleves, Miami Township, Hamilton Co. Engineer and Tellos Tree Service. In 2021, we collected 3.37 tons of leaf recycling. My leaf recycling report to Hamilton County is due January 15.
