Meeting was called to order at 6:00 P.M. by Mayor Sammons.

At 5:33pm, Joe Bonner made a motion to go into executive session in accordance with Ohio Revised Code 121.22 (G)(1) to discuss employment and compensation of public employees and public officials. Fran Romweber seconded the motion. Motion carried 100%.

Village Council returned from executive session at 5:59pm. All council members were present in returning from executive session.

MAYOR’S OPENING STATEMENT

Mayor Sammons had no opening statement.

Joe Bonner moved that the November 20, 2023 minutes be accepted. Bill Deters seconded the motion. Motion carried 100%.

TREASURER’S REPORT

The Treasurer’s Report is available at the Village office.

PAY THE BILLS

Fran Romweber made a motion to pay the bills. Bev Bolser seconded the motion. Motion carried 100%.

MAINTENANCE SUPERVISOR’S REPORT

Nate stated they recycled 33 loads of leaves during the leaf recycling event, which has now ended. They have been cleaning up at the Riverfront Park. They have also been edging along sidewalks and removing trash along US 50. The pickleball nets have been stored for the winter and the salt spreader has been installed on the truck for snow call-outs.

DEPUTY CLERK’S REPORT

Marilyn reported the Breakfast with Santa event was a huge success. It was very well-attended. The results of the leaf recycling event will be reported to Hamilton County on our Residential Recycling Incentive Program. Marilyn attended the Hamilton County Recycling Resource Grant webinar and our Riverfront Park Advisory Board suggested applying for the $15,000 grant to purchase four recycling and trash cans for the park. The William Henry Harrison Birthday Tribute will be held on February 9, 2024 at 10:30am in council hall. This date is his actual birthday. North Bend has been awarded the $35,000 grant for a walking path and a $35,000 grant for planning of the park. The office will be closed December 22, 2023 – January 3, 2024 for the holidays.

POLICE REPORT

Sgt. Carney reported there were 23 calls for service for the month of November. There were no criminal reports. Two cases were assigned to detectives. There were 28 non-billable reports and two auto accidents.

GUESTS

Ms. Darlene West, Wreaths Across America, thanked council for their support last year in donating $300.00 to purchase wreaths for veteran’s graves. They have a special price of purchasing two wreaths for $34.00 and receiving three additional wreaths at no cost. Dave Moorman made a motion for the Village of North Bend to donate $340.00 to Wreaths Across America to purchase wreaths in this program. Fran Romweber seconded the motion. Motion carried 100%.

FIRE REPORT

Captain Bonert reported there was one fire detail and six EMS runs in North Bend for the month of November. There were no inspections.

THREE RIVERS SCHOOL

High School Principal, Mike, stated Three Rivers School received 4.5 stars out of 5 and they are very happy with that grading. Girls Volleyball won the CHL. The girls’ and boys’ basketball teams, along with wrestling and swimming teams are doing exceptionally well. The play, “Bright Star”, written by Steve Martin, will be playing February 16-18. Mayor Sammons asked if there might be a levy on the ballot for school funding. Mike stated TRS has a 5-year forecast and at this time he doesn’t believe they are planning a place a levy on the ballot. Bev Bolser asked if the high school students needed any volunteer hours. Mayor Sammons said he spoke with Dr. Ault about this subject and the juniors and seniors are looking for volunteer hours.

COMMITTEES:

Finance - Mr. Moorman

Dave Moorman discussed with council the ARPA funds and how they have been used for the Riverfront Park and projects for the Village of North Bend. Mayor Sammons asked about using Public Safety funds for lighting and security cameras at the Riverfront Park. Scott stated the Ohio Revised Code states that he believes Public Safety levy funds can only be used for police and fire expenses, but will research and report back in January.

Finance, Continued

Dave Moorman presented the Riverfront Park Advisory Committee motion: “Because the Village of North Bend received a $35,000 Hamilton County Planning Mini Grant for the WHH Riverfront Park Project master-planning in November 2023, I move that council reallocate a portion of the July 31, 2023 original authorization of $54,000 in the following manner”…

$15,000 to be used for ongoing project support for the WHH Riverfront Park Project.
$20,000 to be returned to the General/ARPA fund for council to use as they best see fit.
Total funds from the original authorization for the park will be $34,000.
The Motion was passed unanimously.

Dave Moorman made a motion to declare Resolution 2023-19 an emergency and to dispense with the requirement that this resolution be read on three separate days and be adopted upon its first reading. Bill Deters seconded the motion. Motion carried 100%.

Dave Moorman made a motion to adopt Resolution 2023-19 Authorizing Incentive Bonuses to Village Employees. Fran Romweber seconded the motion. Motion carried 100%.

Dave Moorman made a motion to declare Resolution 2023-20 an emergency and to dispense with the requirement that this resolution be read on three separate days and be adopted upon its first reading. Bill Deters seconded the motion. Motion carried 100%.

Dave Moorman made a motion to adopt Resolution 2023-20 Authorizing Pay Increases. Bill Deters seconded the motion. Motion carried 100%.

Dave Moorman made a motion to declare Resolution 2023-21 an emergency and to dispense with the requirement that this resolution be read on three separate days and be adopted upon its first reading. Bill Deters seconded the motion. Motion carried 100%.

Dave Moorman made a motion to adopt Resolution 2023-21 Authorizing the Mayor to Execute Contract with the Hamilton County Regional Planning Commission for Zoning Compliance Services Effective 1/1/24 through 12/31/24. Bill Deters seconded the motion. Motion carried 100%.

Dave Moorman made a motion to declare Ordinance 2023-02 an emergency and to dispense with the requirement that this ordinance be read on three separate days and be adopted upon its first reading. Bill Deters seconded the motion. Motion carried 100%.

Dave Moorman made a motion to adopt Ordinance 2023-02 Village of North Bend Adopting New Zoning and Inspection Fee Schedule. Bill Deters seconded the motion. Motion carried 100%.

Dave Moorman made a motion to declare Ordinance 2023-03 an emergency and to dispense with the requirement that this resolution be read on three separate days and be adopted upon its first reading. Bill Deters seconded the motion. Motion carried 100%.

Dave Moorman made a motion to adopt Ordinance 2023-03 Appointing Village Engineer & Village Public Works Administrator for the Period 1/1/24 through 12/31/24. Bill Deters seconded the motion. Motion carried 100%.

Dave Moorman made a motion to declare Ordinance 2023-04 an emergency and to dispense with the requirement that this resolution be read on three separate days and be adopted upon its first reading. Bill Deters seconded the motion. Motion carried 100%.

Dave Moorman made a motion to adopt Ordinance 2023-04 Appointing the Village Law Director for the Period 1/1/24 through 12/31/24. Bill Deters seconded the motion. Motion carried 100%.

Dave Moorman made a motion to declare Ordinance 2023-05 an emergency and to dispense with the requirement that this resolution be read on three separate days and be adopted upon its first reading. Bill Deters seconded the motion. Motion carried 100%.

Bev Bolser made a motion to adopt Ordinance 2023-05 Establishing Compensation for Future Council Members and Mayors of the Village of North Bend. Mark Weadick seconded the motion. Motion carried by a majority vote with Fran Romweber and Dave Moorman abstaining.

Police & Fire – Mr. Deters

Bill Deters, Dave Moorman, Fran Romweber and Mark Weadick attended the Hamilton County Sheriff’s Office seminar at Miami Township. Regarding the police contract, they have learned that Crosby Township is in talks with Hamilton County Police as part of the west side group.

Planning & Zoning - Mrs. Bolser

Bev stated Hamilton County’s new Zoning and Inspection Fee Schedule increased 4.5%, in line with the CPI, Consumer Price Index.

Law & Ordinance - Mr. Weadick

Mark attended the Hamilton County Public Health We Thrive Recognition Event on December 7th. The Village of North Bend has been a member of We Thrive for nine years.

Beautification – Mrs. Romweber

Fran thanked Dave Moorman for the beautiful pictures of the WHH sign at the Riverfront Park. Fran will write a letter to Charles Hunter of Genesee & Wyoming RR including a picture of the park sign. The GWRR (railroad) donated $5,000 to the beautification of the area.

COUNCIL’S OLD BUSINESS

Fran spoke about the demolition of the building at 201 Sunset Avenue in North Bend. The company, MSC North Bend, LLC, did not apply for a demolition permit. Hamilton County placed a STOP WORK order on the building. Mayor Sammons, along with Sgt. Carney, will visit the site on December 19th to speak with the owners.

LAW DIRECTOR’S OLD BUSINESS

Scott stated the Village cannot become a non-profit, 501(c) (3). However, he did state that Village Council can form a Community Improvement Corporation, CIC. This discussion will continue at our January council meeting.

COUNCIL’S NEW BUSINESS

Dave Moorman talked about the issue of recreational marijuana in Ohio is now legal and how many communities are taking steps to keep dispensaries out of their jurisdiction. Scott Sollmann stated we can discuss this at our January council meeting and he will prepare a resolution banning dispensaries, cultivators and processors of recreational and medicinal marijuana in the Village of North Bend.

MAYOR AND COUNCIL ANNOUNCEMENTS, COMMENTS

The Swearing-In Ceremony for Mayor Doug Sammons and Council Persons Fran Romweber and Dave Moorman will be held in council hall on January 1, 2024 at 10:00am.

Our next council meeting is Monday, January 29, 2024 at 6:00pm.

The President William Henry Harrison Birthday Tribute is Friday, February 9th at 10:30am in council hall.

Joe Bonner and Dave Moorman will be out-of-town for our January council meeting.

MAYOR’S FINAL COMMENTS

Mayor Sammons wished everyone a Merry Christmas and a Happy New Year.

Our new William Henry Harrison Riverfront Park is moving forward and great things are happening.

Our Breakfast with Santa event on December 9, 2023 was very well attended. Every child received a gift from Santa.


North Bend’s Leaf Recycling Event is now closed. We collected over 33 truckloads of leaves for composting. These results will be recorded in our Residential Recycling Incentive report with Hamilton County.




I attended the Hamilton County Recycling Resource Grant webinar on December 12th.
They are offering an Innovation grant of $15,000 as well as an Impact grant in the amount $100,000. The Riverfront Park Board Advisory Committee thought the $15,000 grant could be used for the purchase of recycling cans throughout the park and I did receive approval of eligibility for recycling/trash cans. Both grants have a 25% in-kind match. I’ll email the details of the grant to council.



The William Henry Harrison Birthday Tribute will be held Friday, February 9, 2024 at 10:30am in council hall.


We have been awarded the $35,000 grant for a new walking path at our Riverfront Park as well as an additional $35,000 grant for the planning costs of the park.


The office will be closed December 21, 2023 – January 3, 2024 for the holidays.
