Meeting was called to order at 5:00pm by Mayor Sammons.

Dave Moorman moved that the November 18, 2024 minutes be accepted. Joe Bonner seconded the motion. Motion carried 100%. (5-0)
Dave Moorman moved that the November 18, 2024 Special meeting minutes be accepted. Fran Romweber seconded the motion. Motion carried 100%. (5-0)
Dave Moorman moved that the December 11, 2024 Special meeting minutes be accepted. Bev Bolser seconded the motion. Motion carried 100%. (5-0)

TREASURER’S REPORT
The Treasurer’s Report is available at the Village office.

PAY THE BILLS
Fran Romweber made a motion to pay the bills. Bev Bolser seconded the motion. Motion carried 100%. (5-0)

MAINTENANCE SUPERVISOR’S REPORT
Nate stated the Leaf Recycling Event ended December 6, 2024. Julius Howe Company evaluated repair costs for Turnberry Drive. Maintenance staff removed telephone poles at WHH Park. Nate would like to schedule a boiler cleaning annually. Dave Moorman stated there’s a pile of cut trees on Shady Lane before you enter into Aston Oaks Drive. Nate said they will take care of removing the debris. Everyone welcomed Nate back to work.

DEPUTY CLERK’S REPORT
Marilyn stated she and Mr. Weadick attended the Hamilton County We Thrive Recognition dinner on December 5th. North Bend was recognized for our efforts for the past 10 years of active community involvement. Marilyn is working on a Facebook Page for the WHH Park. It should be active by end of January/February, 2025. Regarding America-250, Marilyn sent all council members the requirements to participate. One requirement is passing a resolution which we have here tonight. Breakfast with Santa is Saturday, December 21, 10am – 11:30am. The office will be closed December 23 – January 3rd, 2025. Tickler File: The deadline for submitting an issue for the May, 2025 ballot is February 6, 2025.

POLICE REPORT
In Sgt. Carney’s absence, Mayor Sammons stated there were 36 calls for service for the month of November. One case was assigned to detectives for investigation. There was one criminal report of theft and two auto accidents.

GUESTS
Ms. Darlene West, Wreaths Across America, thanked Joe Bonner for attending their ceremony recognizing communities that have supported them in past years. Joe Bonner stated Darlene did a great job with this event. There were 1,500 wreaths placed on veterans’ graves on December 14, 2024. Ms. West is asking for our support again for 2025. When you purchase two wreaths, they receive three at no additional cost. Mark Weadick asked if this donation comes out of the mayor’s fund; Mayor Sammons stated it comes out of the General fund. Dave Moorman made a motion to purchase 50 wreaths at $340.00 for Wreaths Across America. Fran Romweber seconded the motion. Motion carried majority vote. (4-0) Councilman Mark Weadick abstained.

FIRE REPORT
Lt. Dunigan reported there were no fire details, 13 EMS runs, and one hazardous condition. North Bend had one fire inspection and 17 hydrants flushed in November. Mayor Sammons said Lt. Dunigan was very helpful with the burn permits for the WHH Riverfront Park.

THREE RIVERS SCHOOL
Superintendent Dr. Mark Ault stated the first semester ends December 20, 2024. Their Breakfast with Santa event hosted 900 families. Three Rivers School had a water main break and a power outage last month. Dr. Ault has announced his retirement as of August 1, 2025. He has been with Three Rivers School for five years. Mayor Sammons and council members stated he has done so much for the community and wished him well in his retirement.

Dave stated that Rumpke has increased their trash pickup billing from $45.75 per quarter to $48.03 per quarter.
Dave Moorman made a motion to declare Ordinance 2024-02 an emergency and to dispense with the requirement that this ordinance be read on three separate days and be adopted upon its first reading. Bev Bolser seconded the motion. Motion carried 100% (5-0)
Dave Moorman made a motion to adopt Ordinance 2024-02 Appointing the Village Law Solicitor for the Period January 1, 2025 through December 31, 2025. Joe Bonner seconded the motion. Motion carried 100%. (5-0)

Dave Moorman made a motion to declare Ordinance 2024-08 an emergency and to dispense with the requirement that this ordinance be read on three separate days and be adopted upon its first reading. Joe Bonner seconded the motion. Motion carried 100%. (5-0)

Dave Moorman made a motion to adopt Ordinance 2024-08 Appointing Village Engineer & Village Public Works Administrator for the Period of January 1, 2025 through December 31, 2025. Joe Bonner seconded the motion. Motion carried 100%. (5-0) Scott Sollmann stated that JMA has merged with TEC Engineering in Blue Ash.

Dave Moorman made a motion to declare Resolution 2024-34 an emergency and to dispense with the requirement that this resolution be read on three separate days and be adopted upon its first reading. Bev Bolser seconded the motion. Motion carried 100%. (5-0)

Dave Moorman made a motion to adopt Resolution 2024-34 Authorizing Incentive Bonuses to Village Employees. Joe Bonner seconded the motion. Motion carried 100%. (5-0)

Dave Moorman made a motion to declare Resolution 2024-35 an emergency and to dispense with the requirement that this resolution be read on three separate days and be adopted upon its first reading. Fran Romweber seconded the motion. Motion carried 100%. (5-0)

Dave Moorman made a motion to adopt Resolution 2024-35 Authorizing Pay Increases. Joe Bonner seconded the motion. Motion carried 100%. (5-0)

Joe Bonner stated that he is glad Nate is back to work.

Police & Fire – Mr. Deters
Bill Deters made a motion to declare Resolution 2024-37 an emergency and to dispense with the requirement that this resolution be read on three separate days and be adopted upon its first reading. Dave Moorman seconded the motion. Motion carried 100%. (6-0) (Bill Deters attended the council meeting at 6:00pm)

Bill Deters made a motion to adopt Resolution 2024-37 Authorizing the Mayor to Execute Contract with the Western District and Hamilton County Sheriff’s Department for Police Protection Services. Joe Bonner seconded the motion. Motion carried 100%. (6-0)

Bill Deters made a motion to declare Resolution 2024-36 an emergency and to dispense with the requirement that this resolution be read on three separate days and be adopted upon its first reading. Joe Bonner seconded the motion. Motion carried 100%. (6-0)

Bill Deters made a motion to adopt Resolution 2024-36 Authorizing the Mayor to Execute Contract with Miami Township, Hamilton County, Ohio for Fire and EMS Services Effective 1/1/25 through 3/31/25. Joe Bonner seconded the motion. Motion carried 100%. (6-0) This is an amendment to our current contract for 90 days.

Planning & Zoning - Mrs. Bolser
Bev stated Hamilton County has increased their Planning & Zoning Fee Schedule by 3.8% which is in line with the Consumer Price Index (CPI) for 2025. They are recommending North Bend increase its Planning & Zoning fees to match Hamilton County.

Bev Bolser made a motion to declare Ordinance 2024-06 an emergency and to dispense with the requirement that this resolution be read on three separate days and be adopted upon its first reading. Mark Weadick seconded the motion. Motion carried 100%. (6-0)

Bev Bolser made a motion to adopt Ordinance 2024-06 Ordinance of the Village of North Bend Adopting New Zoning and Inspection Fee Schedule. Mark Weadick seconded the motion. Motion carried 100%. (6-0)

Bev advised council of the work that has been done on the new Model Zoning Code with Hamilton County over the past year. The Model Zoning Code was sent to council earlier this month for their review. Today we are initiating the process for the Model Zoning Code. Hamilton County will approve the Ordinance and North Bend Planning Commission will hold a hearing on January 14, 2025 for their recommendation.

Bev Bolser made a motion to declare Ordinance 2024-07 an emergency and to dispense with the requirement that this ordinance be read on three separate days and be adopted upon its first reading. Joe Bonner seconded the motion. Motion carried 100%. (6-0)

Bev Bolser made a motion to adopt Ordinance 2024-07 Ordinance Initiating Text Amendments and Changes of Zoning Districts for Village of North Bend Zoning Code. Joe Bonner seconded the motion. Motion carried 100%. (6-0)

Law & Ordinance - Mr. Weadick

Mark stated he and Marilyn attended the Hamilton County We Thrive Recognition Dinner. They have given North Bend a Proclamation for our 10 years of active community participation.

Mark stated a prospective buyer of 108 Symmes Avenue called today and stated he is aware of the Violation Notice letter and asked if we could delay any action on the property. He should have a land contract finalized on the property in the spring. Mark also stated that Scott is working on a letter to the owner of 57 E. Harrison regarding complaints on the property.

Beautification – Mrs. Romweber
Fran complimented Nate and the maintenance staff for doing a great job with the Christmas decorations. Fran welcomed Nate back to work.

Fran Romweber made a motion to declare Resolution 2024-33 an emergency and to dispense with the requirement that this resolution be read on three separate days and be adopted upon its first reading. Bev Bolser seconded the motion. Motion carried 100%. (6-0)

Fran Romweber made a motion to adopt Resolution 2024-33 The Village of North Bend, Ohio, Supporting the Ohio Commission for the United States Semi-Quincentennial (America 250-OH). Bev Bolser seconded the motion. Motion carried 100%. (6-0)

Dave Moorman made a motion to adopt Resolution 2024-38 Resolution of Village’s Acceptance of Hamilton County’s Community Development Block Grant ("CDBG") Subrecipient Agreement and Authorization for Mayor to Execute CDBG Subrecipient Agreement and/or any Documents on Behalf of the Village Necessary to Accept Such Grant. Joe Bonner seconded the motion. Motion carried 100%. (6-0)
