Meeting was called to order at 7:00 P.M. by Mayor Sammons.

MAYOR’S OPENING STATEMENT
Mayor Sammons touched on Saturday’s Council Workshop attended by all Council members and several school officials and the Deputy from the County Sheriff’s patrol. They met for five hours and worked on the vision for the Village, led by Chris Manning, ASLA principal for Human Nature, Inc.
MINUTES
Ron Hartoin moved that the January 28th, 2013 Minutes be accepted. Dave Moorman seconded the Motion. Motion carried 100%.
TREASURER’S REPORT
The Treasurer’s Report is attached.
Bill Welch made motion to pay the bills. Fran Romweber seconded the motion. Motion carried 100%.
MAINTENANCE SUPERVISOR’S REPORT

Rick is also working on a plan to rework the Village barn for use to store salt. Alternatives are also being explored.
POLICE REPORT
Sgt. Daugherty stated there were forty-four (44) calls in January, 2013. Four (4) cases have been assigned to detectives. No cases were closed.
Sgt. Daugherty introduced our new officer, Sgt. Mike Tarr. He will be working in the Village occasionally. Sgt. Daugherty is our liaison with Miami Township Police.

FIRE REPORT
There were four (4) fire details and eight (8) EMS details in January, 2013. There was one (1) arson investigation which is ongoing.
THREE RIVERS SCHOOL DISTRICT
No one from three Rivers School District attended. In the future, they will attend on a quarterly basis. Mayor Sammons spoke with the Superintendant and she stated on March 22nd, at 10:00a.m., Three Rivers, Miami Heights and Administration Building will go up for auction.

Ron Hartoin has asked Rick Schultz to look into putting a North Bend sign on the overpass over US 50 similar to the sign on I-75 at Union Center Blvd.
Police & Fire - Mr. Boll
A fire and EMS levy meeting was held on February 9th. All Council members were present. We currently have nine (9) fire/EMT members on staff, 24-7. We are looking at replacing the 1.0 mil with a 2.29 mil levy. A meeting will be held before the possible November levy.
The Neighborhood Watch meeting will be February 28th at 7:00p.m. in Council Hall. They will meet monthly.
Mayor Sammons reminded everyone that the May ballot will include a vote on the "waste levy" that failed in November, 2012.
Planning & Zoning - Mrs. Romweber

Law & Ordinance - Mr. Moorman
The rental property inspections are progressing. About one-third of the ninety (90) units are completed. Efforts to complete the other sixty (60) units are going to be increased. The program is up for renewal by council at the end of April.
Mr. Welch questioned that perhaps Mr. Weber may need to work additional hours to schedule inspections.
Barbara Gillespie, property owner of 7 Harrison feels more external zoning rules should be implemented; i.e., RVs, boat storage, etc. She brought up a dog issue and Mr. Moorman recommended she contact the SPCA for more help, after calling the Hamilton County Sheriff.
There are also issues with neighbors. Items are encroaching on her property and possibly the sidewalk. Mr. Moorman will pursue this with Mr. Weber.

Beautification – Fran Romweber
We have a balance of $8,387.00 for the Beautification Committee. We were able to get a price of $244.00 per snowflake with Temple Display, Ltd. We will order seven (7),
3-foot snowflakes totaling $1,707.16 and shipping will be approximately $126.00 through UPS. We will not have to send them a deposit after advising them of our situation with Wayne Mfg. The remaining monies will be spent on the Hillgrove property landscaping ($1,900.00) and the Symmes-Taylor corner landscaping ($737.00). The "Welcome to North Bend" sign at Shady Lane will be approximately $3,000.00. The remaining $916.84 can be used to purchase additional wreaths or add to the landscaping projects.
Rick is constructing a planter prototype using our black and gold signature colors. These colors and style may be used as our "branding" for future items.
We would like to budget the additional monies ($3,500.00) for a North Bend sign needed at the 462/464 Three Rivers Pkwy. location to duplicate the Hillgrove sign. We also need a sign at the entrance of US 50 and Miami Avenue.
In next year’s budget, we would like to include the purchasing of three (3) large flags to be placed on the Hillgrove property; 1) US Flag 2)State of Ohio Flag 3)North Bend Flag.
The Beautification Committee meeting will be held Saturday, March 16th in Council Hall at 10:00a.m.
