VILLAGE OF NORTH BEND 21 TAYLOR AVENUE, NORTH BEND, OHIO 45052 February 27, 2023 Meeting was called to order at 6:00 P.M. by Mayor Sammons. Members Present: Mayor: Mr. Sammons Law Director: Mr. Sollmann Fiscal Officer: Ms. Fryman Councilpersons: Mr. Moorman, Mr. Deters, Mr. Bonner, Mrs. Romweber, Mrs. Bolser MAYOR’S OPENING STATEMENT Mayor Sammons gave the Village of North Bend Address. MINUTES Joe Bonner moved that the January 16, 2023 minutes be accepted. Bev Bolser seconded the motion. Motion carried 100%. TREASURER’S REPORT Marta Fryman stated she closed the financial records for 2022. The Hamilton County Auditor approved the 2023 Budget. The Treasurer’s Report is available at the Village office. PAY THE BILLS Fran Romweber made a motion to pay the bills. Bill Deters seconded the motion. Motion carried 100%. MAINTENANCE SUPERVISOR’S REPORT Nate reported we received our new trailer. Our water heater malfunctioned; we bought a new one for $250.00 and it was installed by maintenance. Nate purchased new strobe/flashing lights for the truck at a cost of $150.00 and installed them himself. The original estimate by Kaffenbarger’s was $1,900.00 to purchase and install the lights. Nate also had to purchase a set of step-up bars for the truck as they were rusted. The zero-turn mower and chain saws were repaired and are now ready for summer. Mayor Sammons asked Nate to record what he does everyday along with an updated inventory list for future maintenance employees. Mayor Sammons also asked Nate to check on the basin going west on U.S. 50. It may need to be repaired or replaced. Marta Fryman paid 10% on the Lane Shark which is machinery that helps cut brush along U.S. 50. Minutes, February 27, 2023 DEPUTY CLERK’S REPORT Marilyn thanked Nate and Bill for the excellent job they did with painting council hall and the office. PEP approved our $1,000 grant and we can use the monies to pay for the strobe/flashing lights on the truck, the step-up runners for the truck and any other safety equipment for maintenance. We had a We Thrive meeting on February 17th. We were awarded the $3,750 grant for the new trash receptacles on the playground and we were also awarded the $15,000 grant to upgrade the basketball court and install a new pickleball court. We talked about enhancing our Safety Day in North Bend and possibly incorporating other villages and townships on Safety Day for our area. The Residential Recycling Incentive program report is due March 9 to Hamilton County. We will announce our Spring Clean-up dates soon. We only have one residential rental property that has not sent in the required paperwork for a permit. I wrote an article and submitted a picture to the Cincinnati Enquirer regarding the William Henry Harrison Birthday Tribute. Our electric aggregation is due May, 2023. Our Alta agreement expires December, 2023. POLICE REPORT Cpl. Schaefer reported there were 33 calls for service for the month of January, 2023. Sgt. Carney is on vacation. There were four criminal reports with one assigned to detectives. There were two auto accidents and three citations. GUESTS Mr. Chuck Mitchell, Fox Hills residents, spoke to council regarding several acres of land for sale on St. Annes. They would like to enhance the entrance to St. Annes as that area is the first to be seen by residents and guests. He stated the property is zoned multi-family and if condos or apartments are developed, there could be a total of 756 trips daily on St. Annes and he did not believe the road could handle that amount of traffic. Scott Sollmann stated the PUD is applicable to the parcel to which Mr. Mitchell is referring. Mr. Mitchell also mentioned that the Aston Oaks Homeowners Association would like to purchase the Siefert property along St. Annes. Mayor Sammons was contacted by Guy Cagney, Coldwell Banker Realty regarding one large parcel of land for sale on St. Annes. It was mentioned that the Cleves Public Library is looking for a new location and we should advise them of this parcel for sale. Marilyn will contact them. FIRE REPORT Bill Deters read the fire report in Chief Lacey’s absence. There were two fire details and eight EMS runs. THREE RIVERS SCHOOL Superintendent Ault stated their students, band and choir participated in the William Henry Harrison Birthday Tribute. Fran Romweber said how attentive the students were that attended. Dr. Ault said they hosted the Cincinnati CIVIC Orchestra on February 21 for the WHH Tribute. He said Ms. Cindy Abrams, our State Representative attended government classes and spoke to the students. Their students continue to thrive and the quarter ends March 10th. There is a concern about vaping and Hamilton County Health Department came to the school to talk with students about the detrimental health issues with vaping. COMMITTEES: Finance - Mr. Moorman No Report. Light, Water and Sewer - Mrs. Romweber Fran brought up the March 14th Board of Health meeting. Mayor Sammons stated he will attend that meeting. Minutes, February 27, 2023 Maintenance - Mr. Bonner Joe wanted to discuss the National Pavement Analysis company and how they analyze each road in North Bend and assign a repair process. Dave Moorman mentioned Strawser Construction did a similar assessment of our streets when they placed ONYX treatment in Aston Oaks, however, it wasn’t as detailed as this company would provide. This is a long-term planning tool for preservation of our roads. Police & Fire – Mr. Deters No Report. Planning & Zoning - Mrs. Bolser Bev stated the tenants at 346-348 Three Rivers Parkway have been evicted and have until the exit date of March 10, 2023 to remove their personal property from the site. Mayor Sammons stated the owner of the property, Mr. Tisch, is responsible for removing any personal property left behind by the tenant. Bev also stated Mr. Navarro, the property owner of 410 Three Rivers Parkway, has received a permit for a new roof, however, other permits are needed for him to continue construction on the property. Law & Ordinance No Report. Beautification – Mrs. Romweber Fran stated there will be a Beautification Committee meeting this Saturday, March 4, 2023 at 10:00am in council hall to discuss the Riverfront Development project. We will view the property on Harbor Drive and discuss fundraising and the first steps on this project. Dave Moorman stated we should post “no trespassing” signs on the property. Scott stated we closed on the property February 23, 2023 and it will take 7-10 days to process once he records the paperwork in Court on February 28th. The Village of Cleves paid for the survey and establishing legal descriptions for the parcels. COUNCIL’S OLD BUSINESS Regarding Dollar General’s upkeep of their property, Scott will send the Regional Manager/Manager of Dollar General a letter advising them of their responsibilities. Mayor Sammons asked Marilyn and Nate to contact Jennifer Vatter with JMA for information on the roads in the Eagles Cliff area on St. Andrews. Their condition is deteriorating. LAW DIRECTOR’S OLD BUSINESS Scott stated the Seaver property that is being donated to North Bend is moving forward and hopefully will be completed by June, 2023. MAYOR’S OLD BUSINESS No Report. COUNCIL’S NEW BUSINESS There was a discussion of changing our council meeting time to 6:00pm permanently. Dave Moorman made a motion to change our council meeting time to 6:00pm permanently. Fran Romweber seconded the motion. Motion carried 100%. Minutes, February 27, 2023 LAW DIRECTOR’S NEW BUSINESS There was a discussion of electric aggregation rates and the execution of a new agreement for two years. Joe Bonner made a motion authorizing the Village Mayor to execute an electric aggregation agreement at a rate not to exceed 7.5 cents per kWh for a period of up to two years. Bill Deters seconded the motion. Motion carried 100%. There was a discussion of Councilman Max Morgan’s resignation because of new employment. Bev Bolser made a motion to accept Max Morgan’s February 21, 2023 resignation from council. Fran Romweber seconded the motion. Motion carried 100%. Scott stated he was contacted by Jake Rudemiller, Leesman Engineering Co., regarding vacating Sunset Avenue as a request by the new owners of that property. Mayor Sammons asked Scott to check into this request further. MAYOR’S NEW BUSINESS/ REPORT No Report. OPEN TO THE FLOOR Resident on St. Annes addressed council stating he is concerned about any condo development on St. Annes. The hill on St. Annes was graded four years ago and it’s not in good shape at this time. He also stated he’d like to see the trees remain as a green space separating any new build project from the current homes. Council advised him that any developer of this property would need to have an engineer approve any project this size. MAYOR AND COUNCIL ANNOUNCEMENTS, COMMENTS Our next council meeting is Monday, March 27, 2023 at 6:00pm. MAYOR’S FINAL COMMENTS Mayor Sammons thanked everyone who attended the President William Henry Harrison Birthday Tribute and Three Rivers School District. It was very well attended.
