Members Present: Mayor: Mr. Sammons Law Director: Mr. Sollmann Fiscal Officer: Ms. Fryman Councilpersons: Mr. Moorman, Mr. Deters, Mr. Bonner, Mrs. Romweber, Mrs. Bolser, Mr. Weadick MAYOR’S OPENING STATEMENT Mayor Sammons stated the President William Henry Harrison Wreath Laying ceremony was very well attended. General Deon, Jr. did a great job speaking at the ceremony and with students at the luncheon that followed at Three Rivers School. General Deon, Jr. fought in four wars. MINUTES Joe Bonner moved that the January 27, 2025 minutes be accepted. Bill Deters seconded the motion. Motion carried 100%. (6-0) TREASURER’S REPORT Dave Moorman made a motion to declare Ordinance 2025-02 an emergency and to dispense with the requirement that this ordinance be read on three separate days and be adopted upon its first reading. Bill Deters seconded the motion. Motion carried 100%. (6-0) Dave Moorman made a motion to adopt Ordinance 2025-02 Second Amendment to the Annual Appropriations for 2025 Fiscal Year. Bill Deters seconded the motion. Motion carried 100%. (6-0) The Treasurer’s Report is available at the Village office. PAY THE BILLS Fran Romweber made a motion to pay the bills. Bev Bolser seconded the motion. Motion carried 100%. (6-0) MAINTENANCE SUPERVISOR’S REPORT Nate reported we are down to 13 tons of salt. Mayor Sammons stated we may want to contact Consolidated for additional salt for this winter season. Nate had Julius Howe Company give an estimate on the cost of repairing the water issue and road repairs on Turnberry and repairing the pot hole on E. Harrison. Joe Bonner said he knows someone that may be able to repair the water issue for a more economical price. He will get another quote soon. Council will table this issue until our March council meeting. Minutes, February 24, 2025 MAINTENANCE REPORT, Continued Bev said there’s a large pot hole on Cliff Road below the WHH tomb. Nate has seen several pot holes and stated they will be repaired when weather permits. Nate said the NB signs on our flower boxes are deteriorating and received a quote of $7.00 each for decals. He also said our lift truck needs signage. To do both the cost would be $750.00. Dave Moorman made a motion to approve spending $750.00 for decals for all flower boxes and to place North Bend signage on our lift truck. Fran Romweber seconded the motion. Motion carried 100%. (6-0) Nate also stated the lights on the dump truck are inoperable. He said its difficult to get to the wires and headlight. Dave Moorman stated we need to get that repaired for safety reasons. Mayor Sammons advised Nate to have it repaired. DEPUTY CLERK’S REPORT Marilyn stated the President William Henry Harrison Wreath Laying ceremony was February 7, 2025. The Residential Recycling Incentive (RRI) report was filed February 12, 2025. We will receive $5,000 for our recycling efforts. We applied for the PEP grant of $1,000 to purchase an AED for the maintenance department. The WHH Park Board meeting was February 10th and the minutes are attached. The Village of North Bend is officially an America 250-OH community. We received our certificate and the America 250-OH flag. Fran and I have attended the monthly meetings and along with Bev Bolser and Liz Rosenacker, we will plan events throughout the next two years to celebrate our country’s 250th anniversary. POLICE REPORT Sgt. Carney reported there were 29 calls for service for the month of January. There was one criminal report of identity fraud and one case was assigned to detectives for investigation. There were two auto accidents. Mayor Sammons stated he’s noticed more activity from the Ohio State Highway Patrol on Route 50. GUESTS Mr. Dan Deters, Aggregation Specialist for Energy Alliances, talked about North Bend’s electric aggregation. He stated residents of North Bend saved approximately $380.00 this past year. Dan stated they have not selected a distributor yet. There’s a capacity issue when demand is higher than supply. The coal burning plants are closing down because of EPA restrictions. They will be asking for a 12-month minimum contract locking in the lowest rate. Mark Weadick asked how Energy Alliances gets paid. Dan stated they receive .0005 from the supplier as their payment. Dave Moorman made a motion to approve Mayor Sammons to sign an agreement for electric aggregation, no higher than .10 for a 12-month period. Mark Weadick seconded the motion. Motion carried 100%. (6-0). Dave Moorman asked Dan if he had any insight to the gas aggregation. Dan said Duke is at .98 and Energy Alliances is at .57. Mr. Jason Laine, Iconic Homes, introduced their engineer, Tim Dreyer to address two issues pertaining to their development, Tecumseh Ridge on the corner of Miami Avenue and West Harrison. Tim thought there would be sewer lines on the property since there was a large apartment building on site. However, they would have to install 930-950 linear feet of sewer lines to extend the mainline sewer near Taylor Avenue to the properties facing Miami Avenue. They could tap in to the sewer lines on West Harrison for the new homes facing West Harrison. Mayor Sammons stated North Bend has applied for a SCIP grant for Miami Avenue and doesn’t want that road redone once our construction is complete. He has contacted North Bend’s engineer, Jennifer Vatter, to see if we can delay the construction of Miami Avenue until Iconic homes has placed the required new sewer lines. Tim Dreyer stated it may take three months to get everything in place with MSD. Budget is also an issue. It may be $100 - $250 per foot for new sewer lines. (During this time of construction, traffic would be down to one lane). Minutes, February 24, 2025 GUESTS, Continued Mayor Sammons stated we may be able to share in the costs associated with the sewer lines through the Community Reinvestment Act (CRA). Dave Moorman asked if we could declare the property as a TIF area. Scott Sollmann, North Bend’s Law Director, stated we would have to go the Three Rivers School Board. Jason stated they are working in the Village of Cleves as well and would love to take advantage of TIF and/or CRA grants. He stated this is a 6.5 million project and they are heavily invested in the westside of Cincinnati. Tim Dreyer also stated zoning is an issue. They may need to request a zoning change from R-1 to R-2 with a variance for lot width. Scott mentioned establishing a PUD; Jason stated he feels that’s more difficult with HOA issues and attorney’s fees. Mayor Sammons asked Marilyn to email the draft of the New Model Zoning Code to Jason. Mayor Sammons also asked Jason to keep him up-to-date on their progress and he will update Council. FIRE REPORT No one from Miami Township Fire Department was in attendance. Bill Deters read their report; he stated there was one fire run and 10 EMS details for the month of January. The crew from Station 69 visited Rainbow Daycare and spoke to the kids about fire safety. THREE RIVERS SCHOOL No one from TRS was in attendance. Dave Moorman stated his daughter-in-law is in the running for teacher-of-the-year and said if anyone would like to vote, please go to the Gold Star Chili website. You can vote once daily. Joe Bonner said he had heard that a student was attacked in a restroom at TRS and asked if anyone is aware of this. Mayor Sammons stated he’s sure Three Rivers School is investigating this issue. COMMITTEES: Finance - Mr. Moorman Dave is working with Hamilton County regarding our Emergency Operations Plan. There are certain subjects like Temporary Housing and Communication that need to be addressed in this plan. Light, Water and Sewer - Mrs. Romweber No Report. Maintenance - Mr. Bonner Joe said he will meet with Mike Odioso, Ohio State Representative, and a regional ODOT representative, to review road problems on Route 50. The State is saying ODOT is responsible for repairs to Route 50, not the Village of North Bend. Police & Fire – Mr. Deters Bill said that he, Dave Moorman, Scott Sollmann and Mayor Sammons met with Miami Township, Village of Addyston and Village of Cleves to discuss the possibility of a joint agreement. The Village of Addyston may become part of Miami Township or the City of Cincinnati as INEOS is no longer operating. Bev had a few issues in the general terms of a proposal regarding the annual 3% plus 2% inflation buffer; the timeframe should be earlier than 90 days to negotiate, and who is in charge of repairing fire hydrants. (Nate stated Cleves Water Works should repair the fire hydrants). Mayor Sammons asked that anyone that has questions, please send to Justin Habig, Administrator of Cleves, and copy him and Bill Deters in the email. Minutes, February 24, 2025 Planning & Zoning - Mrs. Bolser Bev talked about the new Model Zoning Code. She stated she is fine with removing or adjusting items from the Code. Fran stated Hamilton County is changing M-1 Light Industrial to Service Industrial. The height restriction in North Bend’s old code is 45’, the height restriction in the new Model Zoning Code is 45’ with a 10’ addon. This addon would deter from the view of the river or the tomb to residents. Fran would like to eliminate the additional 10’ addon; this would be the 3rd footnote. She also stated under Conditional Uses for M1 Service Industrial, junk yards and scrap metal companies are listed. It was stated that the Planning Commission would need to approve any conditional uses. Bev stated she and Marilyn have emailed the Model Zoning Code to each council member. Please review and we will discuss this at our March council meeting. Dave Moorman said you must stipulate items you want changed. Scott said the more specific you can be, the better. Law & Ordinance - Mr. Weadick No Report Beautification – Mrs. Romweber Fran spoke about becoming an America 250-OH community and we have many ideas for future projects. We are still receiving donations from the Colonial Dames for the WHH Park Carillon. Fran will advise Mayor Sammons when he will need to travel to Washington, DC to receive the Heritage Award. COUNCIL’S OLD BUSINESS Marilyn received the quote of $1,340.00 annual cost for $1,000,000 liability coverage for CIC Board Members. The $500,000 premium is $1,140.00. Dave Moorman made a motion to approve purchasing the $1,000,000 liability coverage for CIC Board Members for one year in the amount of $1,340.00. Bill Deters seconded the motion. Motion carried 100%. MAYOR’S NEW BUSINESS/ REPORT Mayor Sammons received plans and information from Keith Niehaus and Leesman Engineering regarding the dedication of St. Annes. This applies to the portion of St. Annes from Route 50 up to the Stop sign at Turnberry. Mayor Sammons gave this information to Joe Bonner as he has researched this issue in the past. Joe stated he has not had a chance to review the paperwork and will discuss this at a later meeting. Minutes, February 24, 2025 OPEN TO THE FLOOR No Report. A copy of this has been distributed to each councilperson. Please direct any questions you may have concerning the report to me at the office. Copies of the report are also available to the public by visiting the Village office. Per law, it will be advertised. I will submit our 2025 Appropriations budget to the Hamilton County Auditor following approval of ordinance #2025-02 amending the initial budget at this meeting. I ask Council to approved Ordinance #2025-02, amending the initial budget because I carried over a PO for Fund 2408, HC Recycling Grant, this needs to be closed and appropriations need to be approved in 2025 to expend the funds. I requested advance payment of the real estate taxes per Resolution 2025-06. It wasn’t timely and we have not received it at this time. I submitted our CIC initial annual report through the Hinkle System of the Ohio Auditor’s office. I am working on filing for the IRS.
