MAYOR’S OPENING STATEMENT
Mayor Sammons read selected portions of the Declaration of Independence and invited Council and members of the public to suggest future government related documents to be read.
MINUTES:
Mr. Welch moved that the December 19, 2011 Minutes be accepted. Mr. Hartoin seconded the motion. Motion carried 100%.
TREASURER’S REPORT:
Mrs. Romweber made motion to pay the bills. Mr. Boll seconded the motion. Motion carried 100%.
MAINTENANCE SUPERVISOR’S REPORT:
Mr. King reported the department took down and stored all the Christmas decorations and put up the flags for Martin Luther King Day.
They picked up trash on US50 and Brower Road as well as throughout the Village.
The Department was called out a couple of times to salt the roads.
The pickup was repaired and is working well and 2 new batteries were put in the dump truck.
The back garage has been cleaned up and new shelves built.
Cleaned out all the Village drains, they were full of trash and leaves.

The Department finished getting the equipment ready for spring.
Mr. King met with a representative of the State and they are going to put up a "Watch for Ice" sign on US50.

POLICE REPORT:
Sgt. Daugherty reported there were 55 radio runs in December. There were 2 detective cases in November and 3 cases closed in November.
Sgt. Daugherty said there was a break in at the Plaza and an air conditioner was stolen. There was a robbery at 9 Harrison.
There is discussion at State level regarding selling scrap metal.
Mr. Boll asked Sgt. Daugherty about forming a Community Watch.
Mrs. Romweber asked for a monthly police report be given to each Council member.
The Sheriff’s Department will provide support for the Wm. H. Harrison’s tribute walk.
FIRE REPORT:
Chief Ober reported there were 5 fire runs and 16 EMS runs in the village in December. For the year there were 54 fire runs (1 structure fire), 8 fire alarms 5 auto wrecks and 128 EMS runs.
Chief Ober reported Miami Township has 2 2012 new ambulances with a possible 3rd unit arriving later this year.
Mrs. Romweber asked Chief Ober about fire inspections. Chief Ober responded the fire department can only inspect the common areas. Mrs. Romweber requested the inspection due to citizens’ requests. Chief Ober stated that the department has no legal right to enter residential areas unless the fire department is called out for fire.
THREE RIVERS SCHOOL DISTRICT:
Ms. Kari Kuh introduced teacher Ms. Mandy Bowen and 3 students who shared their experiences at the Iowa Caucus. It was a 5 day trip and 43 students from the Advanced Placement History and Government classes attended the Caucus.
Ms. Kuh showed the Time magazine with our students’ pictures.
Mr. Moorman has linked with a Taylor Student, Kyle Wolfe, and together they will maintain the North Bend website.

Finance
Mr. Welch made motion to accept Resolution No. 2012-02 Transferring $100,000 from General Fund to St. Maintenance Fund. Mr. Hartoin seconded the motion. Motion carried 100%.
Mr. Welch made motion to accept Resolution No. 2012-03 Transferring $1,000 from General Fund to Parks and Recreation Fund. Mr. Boll seconded the motion. Motion carried 100%.
Mr. Welch made motion to accept Resolution No. 2012-04 Transferring $15,000 from General Fund to Street Construction Fund. Mr. Boll seconded the motion. Motion carried 100%.
Mr. Welch declared Ordinance No. 2012-01 an emergency. Mr. Hartoin seconded the motion. Motion carried 100%.
Mr. Welch made motion to accept Ordinance No. 2012-01 Ordinance Approving the Fiscal Officer’s Residence Outside of the Village. Mr. Boll seconded the motion. Motion carried 100%.
Light, Water and Sewer
No Report
Maintenance
Mayor Sammons and Mr. Hartoin met with Mr. Bob Czanik for discussion on the Council Chambers remodel. They are trying to keep within the $25,000 budget. They will meet this week with bidders.
The new village truck still has not been delivered as promised, but still expected soon.
There is a meeting on February 7 regarding the new light at St. Annes and US50.
There was discussion on structures on Sunset Avenue being a hazard. Mrs. Romweber will work to find owners and addresses to rectify this.
Police & Fire
Mr. Boll brought up the need for a Neighborhood Watch and he will work on this with Sgt. Daugherty.
Planning & Zoning
Mrs. Romweber reported she sent 3 letters for property maintenance to long term offenders. She spoke to one owner and told her they have 30 days to fix the violations. They went to the owners of 262, 264 Three Rivers Parkway and 11 Woodruff.

Beautification
Mrs. Romweber discussed the Beautification Committee. There are 11 members including Mayor Sammons and herself. The group met to discuss what can be accomplished. The goal is to tie old and new sections of the Village together. The group is starting with $800 left from the village "Swinging on the Green" event.
Mrs. Romweber said the group will meet again on February 25, 2012 at 10:00 A.M.
Mrs. Romweber is concentrating on issues of Property Maintenance at the moment.

SOLICITOR NEW BUSINESS:
Mr. Reichert reported Delhi wants an agreement with surrounding Villages and Townships to share equipment and expenses regarding the cable TV. Mr. Reichert said the contract as presented has several items that need to be addressed.
Mr. Reichert suggested no action for now and see what happens as we now are getting our meetings broadcast free of charge.
MAYOR’S NEW BUSINESS REPORT:
Mayor Sammons he reported a Board of Health meeting and that grants may be available for health improvements. He said the report shows a large increase in STD’s.
Mayor Sammons said there are 6 jobs available at Dupont and information is available online at monster.com

MAYOR AND COUNCIL ANNOUNCEMENTS, COMMENTS:
Mayor Sammons said prayers go out to Mrs. Simpson, the mother of previous Mayor Terry Simpson had triple by pass surgery and is recuperating in a nursing home.
