VILLAGE OF NORTH BEND 21 TAYLOR AVENUE, NORTH BEND, OHIO 45052 January 28, 2013 Meeting was called to order at 7:00 P.M. by Mayor Sammons. Members Present: Mayor: Mr. Sammons Law Director: Mr. Reichert Fiscal Officer: Mr. Sullivan Councilpersons: Mrs. Romweber, Mr. Boll, Mr. Hartoin Mr. Nunnery, Mr. Welch, Mr. Moorman was present by conference call MAYOR’S OPENING STATEMENT Mayor Sammons read selected portions from the Declaration of Independence. MINUTES Bill Welch moved that the December 17th, 2012 Minutes be accepted. Ron Hartoin seconded the motion. Motion carried 100%. TREASURER’S REPORT The Treasurer’s Report is attached. Bill Welch made motion to pay the bills. Ron Hartoin seconded the motion. Motion carried 100%. MAINTENANCE SUPERVISOR’S REPORT See Attached Report Between last Tuesday and Thursday, the “Welcome to North Bend” sign was damaged. Rick and Joe are repairing the sign. There was a discussion of who’s responsible when a tree falls. North Bend is responsible for removing the tree from the street but the property owner is responsible for the removal of the tree from his property. POLICE REPORT Sgt. Daugherty scheduled two units to escort our parade to the William Henry Harrison birthday celebration on Saturday, February 2nd, 2013. The Bagpipe unit is still in question. There were five citations, three OVI (under the influence) and four cases assigned to detectives; no cases were closed. Minutes, January 28, 2013 GUESTS Dr. Jeff Bill attended the Council meeting to speak about moving his medical business to North Bend. Mayor Sammons reviewed the email to Council regarding Dr. Bill’s business move to Tisch Plaza. He has been in Shady Lane Plaza for the last five years. Dr. Bill reviewed his business and how it operates. Dr. Bill is also the Medical Director of the Methadone Clinic in Lawrenceburg. This facility will not be the same as that one. Methadone will not be used here. They use another medicine to treat pain pill and heroin addiction. The facility at Shady Lane Plaza will be closed. Ron Hartoin has talked to the Shady Lane property owner and there have been no issues. Dr. Bill currently has 100 patients and another doctor serves 75 additional patients. Currently, their hours of operation are 7:00a.m. – 3:30p.m. Mondays, Wednesdays and Fridays. They are open until 9:00p.m. some additional days. He hopes to recruit up to two more doctors which will increase the patient load to 300-400 patients. Dr. Bill does not need Council approval per the Mayor, but he wants to be open with the community. Mr. Chris Manning, Human Nature Director gave a power point presentation explaining his company and what they can do for North Bend. He reviewed some of his company’s projects. There will be a retreat on February 23rd, from 9:00am – 1:00p.m. discussing the vision for the Village. Chris and Fran toured the Village prior to the Council meeting. FIRE REPORT Chief Ober reported there were four fire runs for the month of December and thirty-four fire runs for 2012. Twenty-five percent of fire runs are fire alarm drops. There were twelve EMS runs for the month of December and 137 EMS runs for 2012. Chief Ober credits the light at Shady Lane and US 50 for keeping the total number of accidents to a minimum. THREE RIVERS SCHOOL DISTRICT No one attended. COMMITTEES: Finance - Mr. Welch Bill Welch made motion for Resolution 2013-01 Transferring General Funds to the Street Maintenance Fund and Ron Hartoin seconded the motion. Motion carried 100%. No discussion. Mr. Welch asked for discussion and review of the plans for Gillespie Park before transferring $7,500 from the General Fund to the Parks and Recreation Fund. Rick Schultz, Maintenance Supervisor reviewed his concerns based on his park work in Delhi Township. He thinks the area could serve as a walking trail possibly connecting the old Village to the new shopping center. Delhi Township did away with the basketball courts due to behavior issues. Fran suggested tabling the issue for further discussion. Minutes, January 28, 2013 Light, Water and Sewer - Mr. Nunnery No Report Maintenance - Mr. Hartoin No Report Police & Fire - Mr. Boll Tim Boll said Council needs to get the Police and Fire Committee together with Miami Township regarding placing a fire levy on the November, 2013 ballot. A tentative meeting time is at 7:00p.m. on February 19th at North Bend’s Council Hall and the Maintenance Committee meeting will take place immediately prior to that. The Neighborhood Watch group will meet on February 28th at 7:00p.m. at Council Hall. Planning & Zoning - Mrs. Romweber No Report Law & Ordinance - Mr. Moorman Mr. Weber is working on the rental permit/application process. There are 32 units needing inspections and permitting. Mr. Reichert reviewed his email to Council regarding contact with the landlords’ group attorney. Beautification – Fran Romweber The Beautification Committee met on January 19, 2013 and Fran presented the Committee with a three-year plan, which is attached. Fran asked council to approve $12,000 for the Beautification Committee for 2013. There was a discussion and Ron Hartoin suggested waiting until after the February 13th retreat before approving any money. Bill Welch questioned appropriating money past 2013 for discretionary spending. Bill asked if we were allowed to attach banners to electric poles and that answer was “no”. Bill also asked how many gateway street signs do we need and there are four with one being double-sided. Bill asked for what was the miscellaneous money used. Fran stated we could use the miscellaneous funds to finish off projects that may have an increase in price, coupled with using the miscellaneous funds (left from not ordering the seasonal flags, if necessary) and the additional $3,500.00 to give us the flexibility/leverage to proceed to be resourceful in other beautification projects before having to go back constantly to Council for additional funding. The discussion about approving the full $12,000 for 2013 continued for some time. The issue is the approximate $3,500 in the budget for the banners, hangers and patriotic flags. Ron Hartoin made motion to approve Resolution 2013-02 Approving $8,500 for the Beautification Committee Budget. Ron Nunnery seconded the motion. Motion carried 100%. (Jim Reichert will prepare and send us the Resolution passed at tonight’s meeting) COUNCIL OLD BUSINESS No Report LAW DIRECTOR OLD BUSINESS Jim Reichert discussed the eviction of the occupants at 462 Three Rivers Parkway which was filed in Hamilton County Municipal Court on January 11, 2013. This went to court on January 28th and the tenants were given seven (7) days to vacate the premises. The status of the sidewalk repair at 22 Washington Avenue is on hold due to weather. The US 50 accident which took place in the fall of 2011 has resulted in a lawsuit naming North Bend as a defendant. This has been turned over to our insurance company’s attorney. Mr. Reichert asked for a list of streets that North Bend is responsible for, but it does not exist. Mr. Reichert will create a list from his current information. Minutes, January 28th, 2013 MAYOR’S OLD BUSINESS The waste levy will be on the May ballot. North Bend is part of it and Ron Nunnery will set up an informational meeting for the public. The aggregation is only for electric, not gas. We may decide to put gas aggregation on the November ballot, however, the gas price difference is very small. The public meetings for the Electric Aggregation are set up for March 9th. Bill Welch asked about JMA’s street maintenance study. JMA is working on a price to make a study. COUNCIL NEW BUSINESS No Report LAW DIRECTOR NEW BUSINESS No Report MAYOR’S NEW BUSINESS REPORT No Report OPEN TO THE FLOOR Dave Moorman reminded residents of the June 30, 2013 deadline to file for the Homestead property tax exemption. The Homestead exemption is a credit on property tax for property owners over 65 years of age. Please see the Auditor’s website.
