Meeting was called to order at 7:00 P.M. by Mayor Sammons.

MAYOR’S OPENING STATEMENT
Mayor Sammons stated that our Committee Assignments will remain the same for 2015 as listed for 2014. He also mentioned that Friday, February 6, 2015, President William Henry Harrison’s birthday celebration will be held in Council Hall beginning at 10:00 am with sixty students from Taylor High School. Mayor Sammons also welcomed our new Law Director, Scott Sollmann.

Bill Welch moved that the December, 2014 Minutes be accepted. Dave Moorman seconded the motion. Motion carried 100%.

POLICE REPORT
Sgt. Steers reported that for the month of December there were 33 calls with 3 cases assigned. Those cases remain open. Sgt. Steers introduced his son, Michael Jr. who attended the meeting with his father.

FIRE REPORT
Chief Ober reported 11 EMS runs and 1 Fire run, an auto accident, for the month of December. In 2014, there were 138 EMS runs compared to 130 in 2013. There were 23 Fire runs compared to 26 in 2013. Chief Ober is reviewing the hydrant repair situation and will report next month.

Planning & Zoning - Mrs. Romweber
On February 10th at 6:00p.m., the Planning Commission is meeting to discuss a variance request by a resident.
Law & Ordinance - Mr. Moorman
Regarding an update on the commercial noise and dust issue; Dave Moorman and Rick Schultz met with the commercial company’s operations manager and he said they are in compliance and will continue to stay in compliance, however, he is researching ways to reduce the noise and dust. They will strive to contain the noise in the "off hours".
Beautification – Fran Romweber
Our next Beautification meeting is Saturday, February 21 at 9:30am in Council Hall.

Jim Reichert filed the assessments on the Ridge Avenue and Three Rivers Parkway properties in December, 2014. Additional fines were discussed regarding these properties and were put on hold.

MAINTENANCE REPORT RICK SCHULTZ ___ JANUARY 26, 2015
- Holiday decorations taken down and stored. Thanks to Harold and the Cleves crew for their help.
- Ice event Monday, January 12th. Salt balance to-date – 78 tons (from 97 tons through 3 events) – 100 tons remain North Bend’s at Consolidated
- Aston Oaks Signage – only Overlook Lane needs to be completed.
- Tree on Summit Drive was cut back to a safe height by Duke
- Cleaned carpets in office and Council Hall
- Inspected street lights throughout the Village and marked for lights out.

- Added new security lighting to gazebo.
- Will now work on repairing and painting planters as well as making preparations to add new post with banners and hanging planters this spring.
- The spring (water) issue on Turnberry was discussed along with solutions.

North Bend has closed out the financial year and the 2015 Annual Financial report has been filed with the State of Ohio. The report is available to council members and the public at the Village office during regular business hours or by appointment.
As we begin 2015 we are faced with issuing our intial batch of purchase orders and blanket certificates to authorize our paying of the bills.
I previously sent to council a list of the 32 items to be approved by council tonight.
The beginning of the year is also when we transfer funds from our general fund to our various other funds to provide resources for those funds during 2015. Those resolutions will be offered to council later in this meeting.
Distributed to council members this month are the following reports:
· Monthly Cash Flow Analysis:
Showing money in/money out and the check book balance
· Payment and charge Register Report:
Includes all checks & automatic payments taken directly from our checkbook since last Council Meeting
· Receipts Register Report:
Includes all sources of revenue taken in by the Village since last Council Meeting
· Revenue Status Report:
Shows the year-to-date status of each revenue account as of date of this Council Meeting
· Fund Status Report: Shows amount left in each fund as of date of this Council
Meeting and the current checking account balance
· Year to Date Beautification Accounting Report
· Mayor’s Discretionary Fund Report

Resolution Transferring General Funds to the Lakeview Drive Capital Project Fund
WHEREAS, the Fiscal Officer of the Village of North Bend has determined that additional funds are necessary for the purpose of making the annual payment for the Lakeview Drive Improvement Project; and
WHEREAS, said funds are currently available in the General Fund;
NOW, THEREFORE, BE IT RESOLVED by the Council of the Village of North Bend, Ohio, six members elected thereto concurring:
That $1,750.00 be and the same is hereby authorized to be transferred by the Village Fiscal Officer from the Village General Fund to the Lakeview Drive Capital Project Fund (Fund #4903) to be used for the purposes for which said fund exists.

WHEREAS, said funds are currently available in the General Fund;
NOW, THEREFORE, BE IT RESOLVED by the Council of the Village of North Bend, Ohio, six members elected thereto concurring:
That $80,000.00 be and the same is hereby authorized to be transferred by the Village Fiscal Officer from the Village General Fund to the Reserve Fund for Future Street Improvement and Replacement (Fund #4908) to be used for the purposes for which said fund exists.

That $15,000.00 be and the same is hereby authorized to be transferred by the Village Fiscal Officer from the Village General Fund to the Beautification Fund (Fund #4909) to be used for the purposes for which said fund exists.
