The vaccine is available for people over 80 years of age. Continue to be diligent and look after your neighbor. MINUTES Ron Hartoin moved that the December 21, 2020 minutes be accepted. Fran Romweber seconded the motion. Motion carried 100%. TREASURER’S REPORT A motion was made by Fran Romweber to dispense with the requirement that Resolution 2020-01 be read on three separate days and be adopted upon its first reading. Ron Hartoin seconded the motion. Motion carried 100%. Dave Moorman made a motion to adopt Resolution 2021-01 Transferring General Funds to the Street Maintenance Fund. Joe Bonner seconded the motion. Motion carried 100%. A motion was made by Fran Romweber to dispense with the requirement that Resolution 2020-02 be read on three separate days and be adopted upon its first reading. Ron Hartoin seconded the motion. Motion carried 100%. Dave Moorman made a motion to adopt Resolution 2021-02 Transferring General Funds to the Brower Road Capital Project Fund. PAY THE BILLS Fran Romweber made a motion to pay the bills. Shirley Smith seconded the motion. Motion carried 100%. MAINTENANCE SUPERVISOR’S REPORT Rick Schultz reported the restroom remodel is complete. Rick will contact JMA regarding the sinkhole on Shady Lane. The Maintenance Supervisor’s Report is available at the Village office. January 25, 2021 DEPUTY CLERK’S REPORT Marilyn Kramer stated she met with Ms. Diana Woolf, a Risk Control Specialist with PEP and North Bend passed again with no written recommendations. We will be applying for PEP’s $1,000 grant for 2021. The President William Henry Harrison Birthday Tribute is postponed until April 23, 2021. The Ohio History Connection is not permitting any large gatherings at the memorial site at this time. North Bend’s Wellness Committee meeting was held on January 15th; 2021 is an Assessment year and we will complete the Assessment at our March 19th meeting and implement our Action Plan at our June 18th meeting. Tickler File: Prepare resolution, contract and invoice for Edinburgh Condo Association for hanging flower baskets for spring, 2021. Police Protection Service – Bill Deters is working on the contract with Hamilton County Sheriff’s Department; Marta’s bond is due in April, 2021. The Deputy Clerk’s Report is available at the Village office. POLICE REPORT Sgt. Raker reported there were 43 calls for service for the month of December, 2020. Three cases were assigned to detectives for investigation and no cases were closed. There were three criminal cases; two juveniles damaged a storage unit behind the Village building; a handgun was stolen from a resident on Washington Avenue; a victim’s identity was used to file for un-employment benefits without her knowledge. Mayor Sammons asked Sgt. Raker if we should file a report in Hamilton County if the same situation of identity theft happened to Village employees and Sgt. Raker stated yes, we should file a report and he would stop in to gain information for filing this week. GUESTS Mayor Lisa Mear of the Village of Addyston, introduced herself to council. Mayor Sammons asked if she was on council prior to her becoming mayor. She answered yes, and since becoming mayor they have had four main water breaks and two major roads that need repairing. Mr. Dan Pillow was the previous mayor for sixteen years and is now on council. FIRE REPORT Chief Brien Lacey reported there were 12 EMS details and zero Fire runs for the month of December, 2020. There are 10 active COVID cases in North Bend. Miami Township firefighters did received the first vaccine and will receive the second dose on February 2, 2021. He also stated they met with Hamilton County’s Health Organization and have designated the Senior Center as a site to receive the vaccine. They will begin on February 3rd from 8:00am- 12:00pm. Please check their website to register for residents over 75 years of age. Brien Lacey is also involved with Threads of Hope, a non-profit shop in North Bend. He thanked the Village of North Bend for their generous donation to help residents in need. THREE RIVERS SCHOOL Ms. Lisa Whiteley, Communications Director of Three Rivers School, stated their faculty will receive the vaccine in February or March, 2021. Ms. Whiteley stated that with the relaxed quarantine rules in place now, there aren’t as many students out of school. Lisa also mentioned the new Citizen’s Advisory Network -CAN Zoom meeting scheduled for February 4th from 6:30pm – 8:00pm. She invited all council members to join as this group of people will bring the community together and help decide how we can regain what the students lost this past year. Lisa also talked about how the school is supporting two children whose father died in a car accident on Three Rivers Parkway. January 25, 2021 COMMITTEES: Finance - Mr. Moorman Dave Moorman stated the contract we have with Rumpke allows for a 2% increase in fees per year. Rumpke has increased their fees to $39.07 for waste pickup and $11.73 for recycling per quarter. Light, Water and Sewer - Ms. Smith No Report. Maintenance - Mr. Hartoin No Report. Police & Fire – Mr. Deters Bill Deters reported we are on track with the Village of Cleves to enter in to a contract with Hamilton County Sheriff’s Department for police coverage beginning March 9th, 2021. Bill will give more details at our February meeting. Miami Township has decided not to join the Village of North Bend and Cleves in this contract with Hamilton County Sheriff’s Office and go on their own with police coverage. Planning & Zoning - Mrs. Romweber Fran discussed the topic of mobile home parks in North Bend. Scott Sollmann talked about “The Boat Club” on Harbor Drive and how North Bend can specify how they use that property. Fran agreed that we should have some parameters. Ron Hartoin asked about their by-laws. Fran asked Scott what steps do we need to take. Scott stated they should be invited to the hearing; we could issue a non-conforming certificate for them and we need to have the Planning Committee meet for input from them. Law & Ordinance - Mr. Bonner Joe Bonner said he spoke with the manager of Dollar General regarding their issue with trash/litter being blown throughout their property. The manager sent employees at that time to pick up the trash. A compliance letter was sent to the manager and the owner of the property as well. Joe said he wrote a letter to the owner of the two properties on Three Rivers Parkway, two months ago, asking them to clear the brush so the home is visible from the road, as well as placing address numbers on the building. He’s now noticing there’s a truck parked in the driveway for long periods of time. Sgt. Raker stated he will go with Joe to the residence on Three Rivers Parkway. Beautification – Fran Romweber Fran Romweber talked about the new business, Java Jackets, having three temporary signs advertising their business. Fran noticed the signs were installed again and they have become permanent. She stopped in and advised the owner that no signs were permitted. She sent her a letter stating same. Joe said he advised the owner they were permitted three signs because of an issue with another property. Fran will talk with the owner once again. MAYOR AND COUNCIL ANNOUNCEMENTS, COMMENTS Our next council meeting is Monday, February 22, 2021 at 7:00pm North Bend’s Records Retention meeting will be Monday, February 22nd at 6:15pm. President William Henry Harrison’s Birthday Tribute will be Friday, April 23rd at 10:30am. MAYOR’S FINAL COMMENTS Mayor Sammons reported that Dan Schoster, North Bend’s engineer with JMA, passed away. He thanked Dan for his service to North Bend and is sending prayers to his family. It is reconciled and ready for submission when I complete the Hinkle Notes. I will send reports to the County Auditor following approval of Resolutions 2021-01 through 2021-08, transferring funds from our General Fund to our various other funds to provide resources for those funds during 2021. I request Council approve Resolution 2021-09, Requesting advance payment of tax revenue. The Auditor of State is recommending Council approve a resolution approving an “opt-in” notification for UAN users. This provides Council/Mayor notice if monthly bank reconciliations are not completed within 60 days of month end. I forwarded the Auditor of State’s email to all Council for review and request passage of a resolution at February’s meeting. As we begin 2021, we are faced with issuing our initial batch of purchase orders and blanket certificates to authorize our paying of the bills. Attached is a list of the items to be approved by council tonight. We issued several purchase orders prior to year end 2020 for Village and Coronavirus Relief Fund expenses: 29-2020-TRAM Ministries-$24,535.16-CRF donation; 30-2020-Threads of Hope-$8,000.00-CRF donation; 32-2020-Fifth Third Bank-$2,200.00-for BWS supplies and gifts; BC25-2020-maintenance supplies-$2,000.00; BC26-2020-Reimbursement of CRF funds received after deadline for encumbrances; BC27-2020-CRF funds-$.40. All CRF funds were expended or returned to State of Ohio Treasurer on 12/30/20 per Council’s resolution. I submitted the required expense report for CRF funds prior to the 1/6/21 deadline. A report is attached showing all expenses of funds. 2021 brings our biennial audit for years 2019-2020. I completed two questionaires from The Auditor of State. Distributed to council members this month are the following reports: · Monthly Cash Flow Analysis: Showing money in/money out and the check book balance · Payment and charge Register Report: Includes all checks & automatic payments taken directly from our checkbook since last Council Meeting · Receipts Register Report: Includes all sources of revenue taken in by the Village since last Council Meeting · Revenue Status Report: Shows the year-to-date status of each revenue account as of date of this Council Meeting · Fund Status Report: Shows amount left in each fund as of date of this Council Meeting and the current checking account balance · Credit Card Report · Year to Date Beautification Accounting Report – no report · Mayor’s Discretionary Fund Report – no report Copies of all the above reports are available for public viewing at the Village Office. Respectfully submitted, Marta Fryman, Fiscal Officer MAINTENANCE SUPERVISOR’S REPORT January 25, 2021 Rick Schultz - Christmas decorations are stored for next year. Thanks to Cleves maintenance for stepping up and helping during my COVID quarantine. - Winter planting bed cleanup is underway; pruning rose bushes and cutting back grasses. - Storage building cleaned and organized. - No outlet signs were installed at St. Annes and Turnberry and also on St. Andrews entering Eagles Cliff. These were requested by residents. - Restroom remodel is complete; new paint, toilet, vanity and sink. We also trimmed out the restroom with wainscoting and molding. We came in under budget at $1,100.00. DEPUTY CLERK’S REPORT January 25, 2021 Marilyn Kramer - We received the signed contract between Hamilton County Planning and Zoning Commission and North Bend for 2021; and we also have the signed contract between Hamilton County Internet Surplus and North Bend, which is for 2021-2023. - On January 11, I met with Ms. Diana Woolf, PEP. We will be applying for PEP’s $1,000 grant for 2021 soon. - The President William Henry Harrison Birthday Tribute is postponed until April 23, 2021.
