MAYOR’S OPENING STATEMENT

Mayor Sammons stated the Cincinnati Bengals are going to the Super Bowl. He is so happy for the city and for the Village of North Bend.

Fran Romweber moved that the December 20, 2021 minutes be accepted. Bill Deters seconded the motion. Motion carried 100%.

TREASURER’S REPORT

Mayor Sammons read the Treasurer’s Report. To date, 2021 has not been closed out. There are three purchase orders for this month.

Max Morgan made a motion to declare Resolution 2022-01 an emergency and to dispense with the requirement that this resolution be read on three separate days and be adopted upon its first reading. Bill Deters seconded the motion. Motion carried 100%.

Max Morgan made a motion to adopt Resolution 2022-01 Transferring General Funds to the Street Maintenance Fund. Bev Bolser seconded the motion. Motion carried 100%.

Max Morgan made a motion to declare Resolution 2022-02 an emergency and to dispense with the requirement that this resolution be read on three separate days and be adopted upon its first reading. Bill Deters seconded the motion. Motion carried 100%.

Max Morgan made a motion to adopt Resolution 2022-02 Transferring General Funds to the Brower Road Capital Project Fund. Bill Deters seconded the motion. Motion carried 100%.

Max Morgan made a motion to declare Resolution 2022-03 an emergency and to dispense with the requirement that this resolution be read on three separate days and be adopted upon its first reading. Bill Deters seconded the motion. Motion carried 100%.

TREASURER’S REPORT, Continued

Max Morgan made a motion to declare Resolution 2022-04 an emergency and to dispense with the requirement that this resolution be read on three separate days and be adopted upon its first reading. Bill Deters seconded the motion. Motion carried 100%.

Max Morgan made a motion to adopt Resolution 2022-04 Transferring General Funds to the Lakeview Drive Capital Project Fund. Bill Deters seconded the motion. Motion carried 100%.

Max Morgan made a motion to declare Resolution 2022-05 an emergency and to dispense with the requirement that this resolution be read on three separate days and be adopted upon its first reading. Bill Deters seconded the motion. Motion carried 100%.

Max Morgan made a motion to adopt Resolution 2022-05 Transferring General Funds to the Washington Avenue Sewer Project Fund. Bill Deters seconded the motion. Motion carried 100%.

Max Morgan made a motion to declare Resolution 2022-06 an emergency and to dispense with the requirement that this resolution be read on three separate days and be adopted upon its first reading. Bill Deters seconded the motion. Motion carried 100%.

Max Morgan made a motion to adopt Resolution 2022-06 Transferring General Funds to the Hamilton County Planning & Development Department CDBG – 154 Miami Demo Fund. Bill Deters seconded the motion. Motion carried 100%.

Max Morgan made a motion to declare Resolution 2022-07 an emergency and to dispense with the requirement that this resolution be read on three separate days and be adopted upon its first reading. Bill Deters seconded the motion. Motion carried 100%.

Max Morgan made a motion to adopt Resolution 2022-07 Transferring General Funds to the Harrison Avenue Capital Project Fund. Bill Deters seconded the motion. Motion carried 100%.

Max Morgan made a motion to declare Resolution 2022-08 an emergency and to dispense with the requirement that this resolution be read on three separate days and be adopted upon its first reading. Bill Deters seconded the motion. Motion carried 100%.

Max Morgan made a motion to adopt Resolution 2022-08 Requesting County Auditor to Make Advance Payments of Taxes. Bill Deters seconded the motion. Motion carried 100%.

PAY THE BILLS

Bill Deters made a motion to pay the bills. Fran Romweber seconded the motion. Motion carried 100%.

MAINTENANCE SUPERVISOR’S REPORT

Steve reported that the maintenance crew has been hard at work taking down all Christmas decorations. They are currently keeping roads clear during all snow events. They have begun cleaning all the flower boxes and containers. They completed maintenance on the wood chipper. Steve stated we receive 100 tons of salt donated by Consolidated each year. To-date, we’ve used approximately 22 tons of salt for snow events.

Dave Moorman stated we budgeted for a truck port in 2022. This would cover our lift truck and salt storage area. He asked Steve to contact the company to place North Bend on the construction list.

DEPUTY CLERK’S REPORT

Marilyn reported our Wellness Committee met on January 12th and the minutes of that meeting is attached for council’s review. Our next meeting is Wednesday, April 6th at 9:30am in council hall. Our We Thrive representative, Nicole Key is here tonight to present North Bend with a proclamation. I submitted our report to Hamilton County regarding our leaf and yard waste recycling number of 3.37 tons. Our RRI Program report is due February 24th to Hamilton County. I’m waiting for the numbers from Rumpke to complete this report. The Lowe’s doors were delivered and they were damaged. They have been re-ordered. I’ve submitted several safety items for our maintenance department to PEP for their annual $1,000 grant. The President William Henry Harrison Wreath Laying ceremony is February 11, 2022 at 10:30am.

Tickler File: ARPA Expenditure Report is due April 30, 2022 and the Temple Display check of $5,217 is due in February, 2022.

POLICE REPORT

Sgt. Carney reported there were 30 calls for service for the month of December. (540 calls YTD) There were two auto accidents on Three Rivers Parkway and one criminal report. There were 143 non-billable calls, YTD and 24 criminal reports, YTD.

Mayor Sammons and Bill Deters will meet with Hamilton County Police and other jurisdictions to discuss the police contract on February 1 at 9:30am at Miami Township.

GUESTS

Ms. Nicole Key, North Bend’s representative from Hamilton County Public Health, We Thrive, presented a Proclamation to North Bend. She discussed our ambition to establish a walking path from the Village proper area to the President William Henry Harrison tomb site. She’d like to speak with the owner of Java Jackets to ask if she’d like to participate in North Bend’s Wellness Committee. Mayor Sammons asked Nicole about having a 5K race in the Village proper. Mayor Sammons also named Max Morgan as the chair of the Wellness Committee

FIRE REPORT

Chief Lacey reported there were three fire runs and 14 EMS details for the month of December. Mayor Sammons stated since the demolition of 154 Miami Avenue, overdose runs have been on the decline. He asked Chief Lacey to establish a pie chart showing the EMS runs and Fire details specifically for North Bend rather than the surrounding areas. Bill Deters mentioned the EMS run numbers are the same calls as the police reports show. He will bring this up at the Hamilton County police meeting on February 1st.

THREE RIVERS SCHOOL

Ms. Holly Simms, Taylor Middle School Principal, reported they inducted six people in the Three Rivers School Athletic Hall of Fame. The boys’ basketball team is in the top ten in the state. One student tested in the top 5% in Math. They have two candidates for the Treasurer’s position. Three River’s School Band will be participating in the William Henry Harrison wreath laying ceremony. COVID is on the decline after a spike in positive cases in early January. Holly stated they presently have 28 students per class in middle and high school; they have 25 students per class in the elementary school.

COMMITTEES:

Finance - Mr. Moorman

Dave gave council an update on the ARPA funds. He stated all jurisdictions must follow the U.S. Treasury Department’s Final rules. However, in stating that, there were no limitations on what a NEU - non-entitlement unit government could use those funds. It would apply for general government expenses, for example: equipment, parks and payroll. North Bend received $45,700 in 2021 and we purchased a used lift truck for $31,000. We expect to receive another disbursement for $45,700 in 2022.

Mayor Sammons asked if there were any changes to the CARES Act money restrictions. Dave will check on that next month. Mayor Sammons stated we received the $50,000 from Hamilton County for the Harrison Avenue project and we’re asking for a SCIP – State Capital Improvement Program grant for repairs to Miami Avenue. He explained we apply for SCIP grants which offer a 20-year loan with no interest. We also ask for municipal road funds (MRF) to reduce our road repair costs. Dave mentioned that the 2020 census is on our website and one fact that was mentioned is the median age in North Bend increased from 52.7 years of age to 63.4 years of age.

Light, Water and Sewer - Mrs. Romweber

Fran reported she met with Mike Rahall, Administrator of Cleves, Glenn Wauligman, owner of Twelve Point Construction, Eric Wilhelm, Supervisor of Cleves Water Works and JMA, our engineering company to discuss the deterioration of Sunset Avenue. Cleves is stating they believe it’s caused by storm water issues and North Bend believes it’s caused by Cleves water main leaks next to the road. North Bend hired Max Hofmeyer Plumbing to run cameras through our storm water drains and they have reported there are no malfunctions. Mayor Sammons advised Cleves what our previous maintenance supervisor stated; that Cleves was missing 300,000 gallons of water and it was gushing out onto River Road from Sunset Avenue. Fran stated we may have a liability issue, as Sunset Avenue is treacherous.

Maintenance - Mr. Bonner

Joe reported that he is getting snow call-outs from Hamilton County. Mayor Sammons stated he is second on the list, but he should not be getting phone calls unless Hamilton County is unable to contact Steve Ludwig, our maintenance supervisor.

Police & Fire – Mr. Deters

Bill stated he will be attending the Hamilton County Police meeting on February 1 at 9:30am at Miami Township.

Planning & Zoning – Ms. Bolser

Law & Ordinance - Mr. Morgan

Beautification – Fran Romweber

Fran reported she would like to open the view of the river as you come down Shady Lane. There are trees that block the river view along the railroad tracks on River Road. Fran will contact Consolidated Terminal regarding felling of trees.

COUNCIL’S OLD BUSINESS

Dave Moorman stated North Bend emailed letters of support to Hamilton County Commissioners regarding the Hamilton County Solid Waste Management District rules prohibiting the construction, enlargement or modification of solid waste, transfer and disposal facilities prior to obtaining district approval of general plans and specifications. Dave stated the measure passed 2 to 1.

Dave stated we will discuss amendments to North Bend’s Employee Manual at next month’s council meeting.

TREASURER’S REPORT

January 31, 2022



To Council Members for Your Information and Review



To date I have not closed 2021. It is will be ready for submission when I complete the Hinkle Notes. I will send reports to the County Auditor following approval of Resolutions transferring funds from our General Fund to our various other funds to provide resources for those funds during 2022.



I request Council approve Resolution 2022-09, Requesting advance payment of tax revenue.



As we begin 2022, we are faced with issuing our initial batch of purchase orders and blanket certificates to authorize our paying of the bills. Attached is a list of the items to be approved by council tonight.



We issued several purchase orders prior to year end 2021 for Village expenses: 39-2021, Fifth Third Bank, $1,557.20, truck repair; 40-2021, TS Garnett Construction, $3,500.00, Harbor Dr. excavation work; 41-2021, Fifth Third Bank, $2,117.21, BWS expenses;

Maintenance Report

For

Month of January 2022



Hello and Happy New Year to everyone. The maintenance department has been hard at work this January taking down all Christmas decorations. We currently are active on keeping your roads clear during all snow events and maintaining operational readiness. Thank you for your patience during our snow emergencies.

Presently we are hard at work cleaning all of our flower boxes and containers. We are applying fresh paint and preparing all soil. The wood chipper has been maintenance and is ready to be put to use soon as well. There is not much to report from a maintenance perspective at this time, however, you will find us working diligently to keep the village roads clean and clear.

We sincerely hope you all had a great holiday season and we look forward to seeing everyone for the birthday celebration in February. Go Bengals!!

We recycled 3.37 tons of leaves and yard waste between November-December, 2021.





- North Bend’s Residential Recycling Incentive Program (RRI) report is due February 24, 2022 to Hamilton County. I’m waiting on our recycling numbers from Rumpke to complete this report.

This report includes all residential and village recycling efforts for 2021.



- The Lowe’s doors came in on January 5th and they were damaged. We have placed another order for the office front door and storage room door.



- I’ve submitted several safety items for our maintenance department to PEP for their annual $1,000 grant. (Hard Hats, Safety Harness, First Aid Kit, Flashing Arrow Mat for the Trucks)



- The President William Henry Harrison Wreath Laying Ceremony is Friday, February 11, 2022.

We will begin with donuts and coffee in council hall at 10:30am. We will proceed to the WHH tomb site at 11:00am.
