MINUTES Joe Bonner moved that the December 19, 2022 minutes be accepted. Bev Bolser seconded the motion. Motion carried 100%. TREASURER’S REPORT Marta Fryman stated there were no findings with her Worker’s Comp report. Mayor Sammons instructed her to transfer $100,000 from the general fund to our Star Ohio account to maximize interest revenue. Joe Bonner made a motion to declare Resolution 2023-01 an emergency for the preservation of peace and health of the Village and to dispense with the requirement that this resolution be read on three separate days and be adopted upon its first reading. Fran Romweber seconded the motion. Motion carried 100%. Joe Bonner made a motion to adopt Resolution 2023-01 Transferring General Funds to the Street Maintenance Fund. Fran Romweber seconded the motion. Motion carried 100%. Joe Bonner made a motion to declare Resolution 2023-02 an emergency for the preservation of peace and health of the Village and to dispense with the requirement that this resolution be read on three separate days and be adopted upon its first reading. Fran Romweber seconded the motion. Motion carried 100%. The Treasurer’s Report is available at the Village office. PAY THE BILLS Fran Romweber made a motion to pay the bills. Bev Bolser seconded the motion. Motion carried 100%. MAINTENANCE SUPERVISOR’S REPORT All Christmas decorations have been removed and now stored until next year. Our new truck bed has been installed. Maintenance cleaned the hanging baskets and inserts, preparing for spring. U. S. flags are in place for Martin Luther King holiday. Nate Redding reported that kids are throwing rocks up on the shelter roof. Nate would like to order a 2-man cage apparatus for the lift truck as a safety platform for our crew; the cost is approximately $300.00. Mayor Sammons advised him to order it. Nate mentioned the company pouring concrete for property on Brower Road had rinsed their cement trucks and deposited the debris over the hill across the street and it’s falling down to U.S. 50. Max Morgan is aware of this and contacting the owner. Nate also mentioned there are large cracks on Eagles Cliff - St. Andrews. Mayor Sammons asked Nate to contact JMA regarding this issue. Dave Moorman asked if this is in the same spot that was already repaired. JMA suggested we cut out and repair a certain section. Mayor Sammons asked Marilyn to contact our insurance company to see if they cover any of these repairs. Minutes, January 16, 2023 DEPUTY CLERK’S REPORT Marilyn thanked Nate, Bill and Jim for removing the Christmas decorations in council hall while she was on vacation. We received the $2,500 donation from Genesee & Wyoming Railroad in late December and paid Tello’s Tree Service. We issued the $300.00 donation to Wreaths Across America. President William Henry Harrison’s Birthday Tribute is February 10, @ 10:30am. Marilyn printed paperwork for Mayor Sammons, Fran Romweber and Dave Moorman that need to be completed for the Board of Elections by August 9, 2023 if they decide to run for re-election. POLICE REPORT Sgt. Carney reported there were 43 calls for service for the month of December, 2022; 442 YTD. There were three criminal reports and one case was transferred to detectives. There were 18 non-billable reports. GUESTS No Report. FIRE REPORT No Report. THREE RIVERS SCHOOL Superintendent Ault mentioned the Boosters network meeting is January 23rd. They will be looking for private funding for the weight room. The Hall of Fame Induction is scheduled for February 4th. Mama Mia will be playing February 17-19th. The Cincinnati Civic Orchestra will celebrate President Harrison’s 250 birthday on February 21st. Twenty-five students qualified for the Geography Bee. TRS Career Academy built a “tiny house” and has sold it. Reupert Heating donates money to this project. Mr. Bryan Kestner, TRS teacher, brings in plumbers and electricians for these projects. The students learn about material costs, marketing and branding. Dr. Ault mentioned they could use a larger workshop. COMMITTEES: Finance - Mr. Moorman No Report. Light, Water and Sewer - Mrs. Romweber No Report. Maintenance - Mr. Bonner Joe copied a letter from Hamilton County regarding ownership of the wall on St. Annes to council. The letter stated the property and road are in John Niehaus’ name from when the area was developed. Scott stated we need to contact Mr. Niehaus to have him resolve this issue. St. Annes cannot be dedicated until Mr. Niehaus transfers the property into North Bend’s name. Joe talked about a company, National Pavement Analysis, LLC, that can evaluate all pavements in North Bend and give us a pavement preservation and management plan for $2,750.00. Joe said this company would give us a correct method of repair for each road. Dave Moorman stated its preventative care and a worthwhile program. We could use ARPA money for this project. Mayor Sammons asked if this evaluation would help North Bend with SCIP grants and asked Joe to gather information on this. Minutes, January 16, 2023 Police & Fire – Mr. Deters No Report. Planning & Zoning - Mrs. Bolser Bev gave an update on 346 Three Rivers Parkway stating the first eviction court date was scheduled for December 30, 2022. A continuance was granted until January 9, 2023 because the plaintiff, Mr. Tim Mink, wanted to hire an attorney. Mayor Sammons attended the January 9th hearing and it was continued because Mr. John Tisch, owner of the property did not have the lease at the hearing. It has now been continued until January 17th. Bev also talked about the property located at 410 Three Rivers Parkway where major construction is underway without a permit from Hamilton County. Bev spoke with Tom Stahlheber, Hamilton County, and he stated he advised the owners that Hamilton County needed the site plans for a permit to be issued; he has not received a response. Bev will follow-up on this issue. Law & Ordinance - Mr. Morgan Max received a complaint from a tenant on E. Harrison Avenue. Max called the tenant and the owner of the property and this issue should be resolved. Max stated the $3,750.00 stipend from Hamilton County We Thrive has now increased to $54,500 and more funds may be available. We already purchased two commercial trash cans for the playground. Max thought we could put a pickleball court on the playground with the new synthetic tile flooring; the flooring is kid friendly and there’s no maintenance; the cost would be $19,500. The deadline to apply for this grant is March, 2023. Dave Moorman mentioned the flooring can be lifted easily, piece by piece. Max will check into this feature. Dave Moorman asked if there are any restrictions with this grant. He also stated we may want to use these funds for the new sidewalk from the Addyston boundary to the Biermarkt Beautification – Mrs. Romweber Fran stated there’s black soot on the Dollar General building located on St. Annes. Mayor Sammons asked Marilyn to check the minutes from when Dollar General was built as there were restrictions put in place as to the upkeep and landscaping of this building. Fran reported there’s no update on the dumping issue on Route 128. COUNCIL’S OLD BUSINESS Scott stated he spoke with the Village of Cleves’ attorney regarding conducting a survey of two parcels of land in need of legal descriptions as part of the five parcels being sold to North Bend for $400,000. We received a cost of $14,000 for this service. The Village of Cleves decided they will hire their own surveyor. LAW DIRECTOR’S OLD BUSINESS No Report. MAYOR’S OLD BUSINESS No Report. Minutes, January 16, 2023 COUNCIL’S NEW BUSINESS Dave Moorman wanted to congratulate Judge Robert Ruehlman on his long and distinguished career. DEPUTY CLERK’S REPORT January 16, 2023 Marilyn Kramer I’d like to thank Nate, Bill and Jim for taking down the Christmas decorations in council hall while I was on vacation. We issued the $300.00 donation to Wreaths Across America. This donation purchased 50 wreaths for this non-profit. Three Rivers School 6th graders will be attending along with TRS band.
