MAYOR’S OPENING STATEMENT

Mayor Sammons stated our Wreath Laying Ceremony and Birthday Tribute for President William Henry Harrison is Friday, February 9, 2024 at 10:30am. This is President Harrison’s actual birth date. Mayor Sammons asked council members and residents to attend.

Dave Moorman moved that the December 18, 2023 minutes be accepted. Bill Deters seconded the motion. Motion carried 100%.

TREASURER’S REPORT

Dave Moorman made a motion to declare Resolution 2024-01 an emergency and to dispense with the requirement that this resolution be read on three separate days and be adopted upon its first reading. Bill Deters seconded the motion. Motion carried 100%.

Dave Moorman made a motion to adopt Resolution 2024-01 Transferring General Funds to the Street Maintenance Fund. Bill Deters seconded the motion. Motion carried 100%.

Dave Moorman made a motion to declare Resolution 2024-02 an emergency and to dispense with the requirement that this resolution be read on three separate days and be adopted upon its first reading. Bill Deters seconded the motion. Motion carried 100%.

Dave Moorman made a motion to adopt Resolution 2024-02 Transferring General Funds to the Lakeview Drive Capital Project Fund. Bill Deters seconded the motion. Motion carried 100%.

PAY THE BILLS

Fran Romweber made a motion to pay the bills. Bev Bolser seconded the motion. Motion carried 100%.

MAINTENANCE SUPERVISOR’S REPORT

Nate reported the maintenance staff worked 168.5 hours at the Riverfront Park for the month of December. All Christmas decorations and banners were removed and stored for winter. The donated bobcat was delivered; thanks to HGC Construction. Mayor Sammons and Dave Moorman asked about getting a trailer for the bobcat. There were two snow call-outs in January. Nate stated they have been cleaning and painting the planter boxes. They’ve been sifting the soil, removing roots and debris. They normally purchase new soil every two years; however, Nate thinks it might be more economical to purchase new soil every year comparing it to the cost of their labor. The new gator and zero turn mower were delivered.

DEPUTY CLERK’S REPORT

Marilyn reported that the Residential Recycling Incentive Program report for 2023 will be due in February. Hamilton County Resource stated that beginning this year every jurisdiction will receive a minimum of $5,000. We will also receive a complimentary tire recycling dumpster this year. Marilyn applied for the PEP $1,000 grant for three Fleet Safety Kits and additional warning signs for each of our trucks, totaling $981.00. She completed the Hamilton County Innovation grant in the amount of $15,000 which would purchase five recycling/waste receptacles for the Riverfront Park, however, we will wait to submit it until KZF Design and our Advisory Board decides on a cohesive design for all amenities at the park. Our We Thrive meeting is January 31 at 12:00noon. Rumpke is now charging a drop off fee of $50.00 and a pickup fee of $475.00; this is an increase of $50.00. Nate completed the Hamilton County annual Storm Water Plan.

POLICE REPORT

Sgt. Carney reported there were 39 calls for service for the month of December. No cases were assigned to detectives for investigation. There were four criminal reports, two auto accidents and three citations.

GUESTS

Mr. Skip Holmes, Project Manager for the William Henry Harrison Riverfront Park, spoke about two contracts he’s asking council to approve. The KZF Design contract is for additional professional services to complete the work outlined under Task 3A in the amount of $21,000. The second contract is with Brownstone Design for concepts, layouts and color applications for a cohesive design of park amenities in the amount of $4,000. Fran Romweber made a motion to approve Mayor Sammons signing the KZF contract. Mark Weadick seconded the motion. Mark Weadick made a motion to approve Mayor Sammons signing the Brownstone Design contract. Fran Romweber seconded the motion. Motion carried 100%.

Dave Moorman asked for a contingency limit of $2,500 maximum to be combined on both contracts. After a discussion, Dave Moorman made a motion for the additional contingency limit of $2,500 maximum to be added for both contracts. Mark Weadick seconded the motion. Motion carried 100%.

FIRE REPORT

Captain Bonert reported there were two fire details and 9 EMS runs for the month of December. Mayor Sammons asked about staffing at the Miami Township Fire Department. Captain Bonert stated they’d like to hire one full-time fireman, but their staffing is sufficient.

THREE RIVERS SCHOOL

Superintendent Ault reported there were 31 Taylor High School students that received an award in the Scholastics visual art competition. Four students received gold and ten students received silver recognition. Emma Mullens won the coveted Silver Key for her 2D portfolio. Eight students were awarded the Governor’s Merit Scholarship in the amount of $5,000 per year for four years of education. The girls’ basketball team and the girls’ bowling team are in first place. TRS, Junior, Corine Rieskamp won the 50-meter freestyle and the 100-meter breaststroke at the CHL swimming championships. February 15-18, TRS will present the play, Bright Star. Amanda Monhollen, teacher for TRS visually impaired students received a grant from BEST (Braille Excellence for Students and Teachers). Brittany Piore, 1st grade teacher, received the Ohio Public Educator in Education Award from the Cincinnatus Association. Collective bargaining with TREA has been ongoing since December. This would be a 3-year teacher contract. Enrollment is steady, however, there’s no significant increase. The Power Plant will close by 2027. Miami Township has confirmed the TIF money will continue for TRS through 2039.

Dave has been working on North Bend’s Emergency Operations Plan. Natural gas prices are falling compared to our AEP plan. Rumpke has issued garbage prices to residents at their 2023 prices.

Planning & Zoning - Mrs. Bolser

We will have a Model Zoning Code meeting on February 2, 2024. The Derbyshire hearing is scheduled for February 22 at 6:30pm.

Law & Ordinance - Mr. Weadick

Mark stated our We Thrive meeting is January 31 and Miami Township will attend. We will discuss future events such as Safety Day, to coordinate one event to serve all residents.

We have had several complaints regarding one residential address in North Bend and there were four police calls for service in December to this residence.

Beautification – Mrs. Romweber

Fran thanked Nate and the maintenance staff for the beautiful Christmas decorations.

LAW DIRECTOR’S OLD BUSINESS

Scott Sollmann stated that he included the banning of medical and recreational marijuana in the Village of North Bend in Resolution 2023-14.

Scott also talked about forming a CIC which is a Community Improvement Corporation for the Village that could assist in possibly obtaining grant funding for the Riverfront Park. This corporation requires annual financial reports. There was a discussion about the liability of the board members. Mayor Sammons stated council will contemplate forming the CIC.

TREASURER’S REPORT

January 29, 2024



To Council Members for Your Information and Review



To date I have not closed 2023. It is will be ready for submission when I complete the Hinkle Notes. I will send reports to the County Auditor following approval of Resolutions transferring funds from our General Fund to our various other funds to provide resources for those funds during 2024. I request Council approve Resolutions 2024-01 through 2024-06 for these transfers.



I request Council approve Resolution 2024-07, Requesting advance payment of tax revenue.



As we begin 2024, we are faced with issuing our initial batch of purchase orders and blanket certificates to authorize our paying of the bills. Attached is a list of the items to be approved by council tonight.



We issued two purchase orders prior to year end 2023 for Village expenses: 33-2023, Fifth Third Bank, $340.00, Wreaths Across America; and 34-2023, KZF Design, $47,750.00, Riverfront Park design – this replaced the prior PO following Council’s approved redistribution.



Distributed to council members this month are the following reports:

Monthly Cash Flow Analysis: Showing money in/money out and the check book balance

Payment and charge Register Report: Includes all checks & automatic payments taken directly from our checkbook since last Council Meeting

DEPUTY CLERK’S REPORT January 29, 2024 Marilyn Kramer



Our Residential Recycling Incentive Program reports for 2023 will be due mid-February. I’ve spoken with Gage Bradford, Hamilton County Resource, and he stated beginning this year every jurisdiction will receive a minimum of $5,000 for their recycling efforts. In the past, we received $600, $400, and $200 most recently. We report our residential recycling numbers, along with North Bend’s spring clean-up, tire recycling and our leaf recycling numbers; as well as our labor and dumpster costs. I’ll have a support letter for Mayor Sammons to sign when we are ready to submit our report in early March.


Last year was the first year we did not receive a complimentary tire dumpster from Keep Cincinnati Beautiful. They receive monies from Hamilton County for this recycling program. Upon receiving many complaints from jurisdictions (North Bend included), Gage informed me that Hamilton County is now in control of those funds and we will receive a tire dumpster this year.





I’ve applied for the PEP (Public Entity Pool) $1,000 grant for safety items for our maintenance department. This keeps our insurance costs at a minimum. Nate stated he’d like to have Fleet Safety Kits for each truck and additional warning signs. The cost totaled $981.00.


Regarding the Riverfront Park, I’ve completed the Hamilton County recycling grant application in the amount of $15,000, which would purchase five recycling/waste receptacles for the entire park. Hamilton County Resource wants pictures and quotes for the actual recycling bins we would be using for their approval. KZF Design stated they’d like to have our Advisory Board decide on a cohesive design for all park amenities; recycling bins, lighting fixtures, picnic tables, benches and road barriers. I’ll submit the application once we decide on a design; there’s no deadline on the grant.


Our We Thrive meeting is Wednesday, January 31, 2024 at 12:00noon. Miami Township will be participating as well. We will discuss sharing Safety Day and fall prevention in our community.


Rumpke is now charging a $50.00 delivery fee for dumpsters and $475.00 to pick up the full dumpster. (now $525.00 total)
