Meeting was called to order at 7:00 P.M. by Mayor Sammons.
Members Present: Mayor: Mr. Sammons Law Director: Mr. Sollmann Fiscal Officer: Mr. Sullivan Councilpersons: Mr. Hartoin, Mr. Nunnery, Mrs. Romweber, (by conference call) Mr. Moorman, Mr. Boll, Ms. Smith MAYOR’S OPENING STATEMENT Mayor Sammons and Marilyn Kramer, Deputy Clerk, attended a Prevention First meeting at the Cintas Center regarding a prescription drug addiction and abuse roundtable. Mayor Sammons asked Council for permission to partner with Prevention First to establish a drug prevention center in North Bend. The Mayor reviewed the program and there was an in-depth discussion about this project. Contact the Village office for more information. September 26th may be a “Health Day” in North Bend. More details to follow in the next couple of months. MINUTES Ron Hartoin moved that the June, 2015 Minutes be accepted. Ron Nunnery seconded the motion. Motion carried 100%. TREASURER’S REPORT The Treasurer’s Report is available at the Village office. PAY THE BILLS Dave Moorman made motion to pay the bills. Tim Boll seconded the motion. Motion carried 100%. MAINTENANCE SUPERVISOR’S REPORT The Maintenance Supervisor’s Report is available at the Village office. There was a discussion about possible tree issues in various locations in North Bend. Minutes, July 20, 2015 POLICE REPORT Sgt. Raker reported there were 38 calls for the month of June. Six cases were assigned and one has been closed. Sgt. Raker reviewed some of the incidents during June. There was a discussion about having incidents listed in the Western Hills Press. Sgt. Raker stated the publication of these reports are at the discretion of the newspaper. Marilyn Kramer will follow up with the Western Hills Press. Dave Moorman will be posting a monthly, one-page report on the Village website recapping key incidents. GUESTS Mr. Dan Schoster, JMA, spoke about culvert pipe replacement, drainage and sidewalk replacement on U.S. 50 and St. Annes. Mr. Schoster reviewed the possible SCIP Capital Improvement Program grant that may be available, the overall project and the need for it. The cost is estimated at $210,000 plus $20,000 for engineering costs. A SCIP grant would cover half the cost. An additional $75,000 would be needed for additional work along St. Annes. Mr. Schoster also discussed a slide issue on Sunset. Mr. Bill Grafe and Mark Bishop with Energy Alliances spoke about a possible gas aggregation agreement with Constellation for North Bend residents. North Bend residents approved pursuit of gas aggregation in the last election. They reviewed their company and their proposal for North Bend. This will be an “opt-out” program similar to our electric aggregation. FIRE REPORT Chief Ober reported there were seven EMS runs and three Fire runs. The fire hydrant checks for spring are complete. Only a couple of hydrants remain to be repaired or moved. Minutes, July 20, 2015 Beautification – Fran Romweber No Report COUNCIL’S OLD BUSINESS Shirley Smith reported that we have five (5) additional names to be added to our Veteran’s Memorial. Ron Nunnery talked about sidewalk damage at 129 Symmes Avenue because of snow plowing and the dumping of snow at the same location for years. Ron Hartoin and Dave Moorman met with the home owner and determined that 3-5 sections were impacted by snow dumping. Mr. Sollmann stated that Council is not legally responsible, however Council discussed the situation and decided North Bend should pay for the repairs to the affected sections that were damaged by snow dumping. Rick Schultz will communicate with the home owner that North Bend will repair those sections. LAW DIRECTOR’S OLD BUSINESS No Report MAYOR’S OLD BUSINESS No Report COUNCIL’S NEW BUSINESS Ron Nunnery asked about the riverfront development. Mayor Sammons and Marilyn Kramer met with Barry Strum to talk about this planning project and show him the property. The mayor will meet with Mr. Steve Johns and Barry Strum to begin this project and will contact Cleves, Mayor Stacey to coordinate efforts. Mayor Sammons is also working with Mr. Joe Abner, of Steve Chabot’s office, about this development and also regarding improvements at Harrison’s tomb. LAW DIRECTOR NEW BUSINESS Resolution 2015-17 Appointing a Property Maintenance Code Enforcer and Residential Rental Unit Inspector was passed at the June 29, 2015 Council meeting. Ron Hartoin made motion to adopt Resolution 2015-18 Authorizing The Village of North Bend to Contract With Constellation Energy Services – Natural Gas, LLC, (“CES”) As Natural Gas Supplier to the Village’s Natural Gas Aggregation Program. Dave Moorman seconded the motion. No discussion. Motion carried 100%. Ron Nunnery made motion to adopt Resolution 2015-19 Authorizing The Village of North Bend to Prepare and Submit An Application to Participate in the Ohio Public Works Commission (“OPWC”) State Capital and/or Local Transportation Improvement Program(s) and to Execute Contracts as Required. Shows the year-to-date status of each revenue account as of date of this Council Meeting
Meeting and the current checking account balance

MAINTENANCE REPORT JULY 20, 2015 RICK SCHULTZ
Cleaned gutters along Brower Road
Completed final paperwork and permits for park shelter
Completed final preparations for storage barn (update with storage bins)
Eagles Cliff has the approval from the engineer. I have walked and marked areas for repair prior to laying the final top coat of asphalt. I also have a punch list for these repairs. 28 lots – 16 lots have homes built or have begun construction; 2 lots will begin construction within the next 10 months; 10 lots are not sold --Copy of engineer’s report – Copy of punch list.
