MAYOR’S OPENING STATEMENT
Mayor Sammons discussed the Ohio Mayor’s Conference he attended in Dublin, Ohio in June. He sent council an email with links to presentations regarding the conference. Topics of discussion at the conference were, ARPA funds distribution, the State governing rentals, and ODOT stating villages must repair state roads (funds will come from the State of Ohio to fund these repairs). Governor DeWine attended the second day to discuss the cost of roads.
Jobs Ohio purchased Ohio State Liquor Stores to retain jobs and promote new businesses and jobs for Ohio. Any additional profits go to the State of Ohio. It was noted at the conference that only 7% of mayors throughout Ohio attended the conference.

TREASURER’S REPORT
Marta stated the 2023 Tax Budget was submitted July 8, 2022. Per Mayor Sammons, monies were transferred to our Star Ohio account from the general account to accrue more interest. We received the second half real estate taxes from Hamilton County. We received the ARPA funds.

MAINTENANCE SUPERVISOR’S REPORT
Rick reported routine maintenance on vehicles and equipment was done. They sprayed curbs and guardrails, Mayor Sammons asked to spray the median on US50. The concrete pad for the new steel building is completed. Rick is working on moving salt to the storage facility. Mayor Sammons requested 75 tons of salt from Consolidated. Line painting is 50% complete. Hamilton County will complete the double yellow lines later this year. Primer coat on newly installed concrete block in council hall and repairs on wall have been completed. Sunset Avenue repairs are due to begin the first week of August, 2022. Mayor Sammons asked Rick to cut the grass near the sidewalk area along US50 and to bush hog the honeysuckle trees in the fall. Joe Bonner talked about the swale issue at St. Annes and US50.
DEPUTY CLERK’S REPORT
Marilyn stated Election Day is Tuesday, August 2, 2022. Polls are open 6:30am-7:30pm. Marilyn is working on the tree removal project to open the site lines to President William Henry Harrison’s burial site. The application has been submitted and we are waiting for their approval.
Mayor Sammons, Jennifer Vatter and Marilyn are meeting with Steve Johns and Cheri Larsen with HC Planning on August 3, 2022 to go over several changes regarding their projects. Marilyn will confirm a Safety Day date with Chief Lacey in September or October. Dave Moorman suggested we change the date to an evening as most children are playing a sport on a Saturday or Sunday. All fire extinguishers will be checked and retagged in August, 2022. Tickler File: the one-year moratorium on allowing medical marijuana dispensaries, etc. in North Bend expires September 25, 2022. We need to pass a resolution to accept Hamilton County Planning and Zoning’s contract by November, 2022 for 2023.
POLICE REPORT
Sgt. Carney reported 35 calls of service for the month of June, 2022. There was one criminal case (domestic violence), one auto accident, two traffic citations, ten non-billable cases; two cases were assigned to detectives. The Dollar General was broken into in July by a homeless person.

FIRE REPORT
Chief Lacey was on vacation, but sent his fire report. There were 3 fire details and 7 EMS runs for the month of June, 2022.
THREE RIVERS SCHOOL
Superintendent Ault stated they are preparing for the first day of school which is August 17, 2022. They will have their school fest the first week of August, where students can get back packs, haircuts and more before school begins. They had three sessions of summer learning. Their test results are showing math scores are higher. They are still looking for more bus drivers, they require a CDL license and extensive training; there are random drug tests also. Dr. Ault said they are keeping a close eye on new student enrollment because of space issues.
Mayor Sammons asked Dr. Ault about the new law allowing teachers to be armed in schools. Dr. Ault stated the Teachers’ Association is not in favor of the new law. Their staff has been trained with state funding, they have a security system in place and Dr. Ault is satisfied with the three resource officers they have at the school. Dr. Ault mentioned they will construct a Memorial Garden for one of their students, Nick Cordrey, who passed away last year. His parents have started a foundation in his name.

Finance - Mr. Moorman
Dave stated Energy Alliance (North Bend’s gas aggregation company), is negotiating for lower gas rates and hopes to lock in the best available rate soon. When our contract ended with them in June, residents in North Bend were automatically signed up for Duke Energy. Natural Gas Suppliers, e.g. Constellation, sent out 36-month sign up options. Energy Alliance advises residents not to sign up with Constellation as your rate would be higher than what Energy Alliance may be able to obtain.
Dave also talked about the ARPA fund disbursements. Village disbursements were reduced when townships were added.
Dave will speak with Rumpke regarding an additional, optional year that was contained in the Village’s present contract for waste/recycling pickup in North Bend.

Marilyn sent a certified mail Violation Notice to the owner of the property on St. Annes regarding the removal of "No Trespassing" signs by July 31, 2022 or the Village will remove such signage and invoice the owner. The owner now wants to place a fence in that area. Bev contacted Hamilton County and they want to see the plans for the fence.
Law & Ordinance - Mr. Morgan
Max reported there were issues with a dog on Ridge Avenue. The dumpster issue on Washington Avenue has been resolved.

COUNCIL’S NEW BUSINESS
Dave Moorman attended Miami Township Trustee’s meeting asking them to convert their tennis courts to shared-use, tennis/pickleball courts. They may put in two new pickleball courts by the end of year.
LAW DIRECTOR’S NEW BUSINESS
There was a discussion of the opioid settlement North Bend filed for earlier in the year. North Bend’s settlement would be $5,160.00 and will be distributed in eighteen (18) payments.
Joe Bonner made a motion to declare Resolution 2022-23 an emergency and to dispense with the requirement that this resolution be read on three separate days and be adopted upon its first reading. Bev Bolser seconded the motion. Motion carried 100%.
Joe Bonner made a motion to adopt Resolution 2022-23 To Accept the Terms of the Distributor Settlement Participation Agreement and Janssen Settlement Participation Agreement Pursuant to the OneOhio Memorandum of Understanding and Establishing a Separate OneOhio Special Fund under R.C. 5705.09(F) to Receive Such OneOhio Funds. Bev Bolser seconded the motion. Motion carried 100%.
MAYOR’S NEW BUSINESS/ REPORT
Hamilton County approved North Bend’s Community Revitalization Grant (CRG) application in the amount of $400,000 to purchase land from the Village of Cleves for a Riverfront Park. Dave Moorman asked that the present resolution accepting the funding from Hamilton County include approval of the agreement by Village Council. Scott Sollmann made the change and council agreed to the resolution.
Mayor Sammons reached out to Congressman Chabot’s office to check on the status of our federal grant application and there has been no decision as of yet.
Dave Moorman made a motion to declare Resolution 2022-22 an emergency and to dispense with the requirement that this resolution be read on three separate days and be adopted upon its first reading. Bill Deters seconded the motion. Motion carried 100%.
Dave Moorman made a motion to adopt Resolution 2022-22 Village Acceptance of 2022 Hamilton County Community Revitalization Grant and Authorization for Mayor to Execute Grant Agreement and/or any Documents on Behalf of the Village Necessary to Accept Such Grant. Bill Deters seconded the motion. Motion carried 100%.

At 8:50pm, Dave Moorman moved that council go in to Executive Session in accordance with Ohio Revised Code 121.22(G) (1) to discuss the employment and compensation of a public employee. Bill Deters seconded the motion. Motion carried 100%.
Councilpersons and Law Director Sollmann participated in Executive Session until it concluded.
At 9:08pm, council returned from Executive Session.
After the regular meeting resumed, Dave Moorman made a motion to offer Mr. Andrew Brookbank the Maintenance Supervisor’s position at the Village of North Bend. Bev Bolser seconded the motion. Motion carried 100%.

TREASURER’S REPORT

The 2023 Tax Budget was submitted to the Hamilton County Auditor on July 8, 2022.
At Mayor Sammons’ request, I transferred $200,000.00 from our 5/3 checking account to our StarOhio account.
I requested and received our 2nd half real estate property tax advance payment.
We received our second tranche payment of $45,906.37 from the American Rescue Plan. Included in your packet is a current spreadsheet showing current revenue, expenses and balance of the fund.
We issued two purchase orders this month - #29-2022, Strawser Construction, $430.75, onyx streets project balance; and #30-2022 Tellos Tree Service, $800.00, river view project expense.

- Concrete pad for new steel building completed. Called to get buildings on schedule.
- Working on moving salt to storage facility.
- Routine maintenance continues.
- Line painting about 50% complete. We will pick up again this fall. Hamilton County will complete double yellow lines when they get their allotment of paint.
- Primer coat on newly installed concrete block in council hall; repaired hole in wall in council hall and will paint at a later date. Need to research color.
- Sunset Avenue repairs are due to begin the first week of August, 2022.
DEPUTY CLERK’S REPORT July 25, 2022 Marilyn Kramer
- Election Day is August 2, 2022. Polls are open between 6:30am – 7:30pm.
- Regarding opening the site lines to President William Henry Harrison’s burial site, I’ve been working on the tree removal project with Fran, Tello’s Tree Service’s insurance company and the Genesee & Wyoming Railroad representative. Fran raised $10,000 for this project. She met with one railroad representative at the site and they approved that portion of the project in person. I’ve submitted the application for final approval and are waiting for written approval.
- Mayor Sammons, Jennifer Vatter, our JMA engineer, and I will be meeting with Steve Johns and Cheri Larsen with Hamilton County Planning on August 3rd, 2022. They will be sharing several changes to their community development programs and introducing their new staff members. (i.e., CD Program Year, July 1-June 30, entering into contracts instead of MOUs (Memorandum of Understanding) for each project, etc.) Please see letter attached for more details.
- I’ll confirm a Safety Day date with Chief Lacey for a Saturday in September or October. Safety Day is a fun-filled day for children and adults. There will be demonstration for CPR/First Aid, information on the importance of smoke alarms, car seat safety, bike helmets and more. Chief Lacey will have a fire truck here for everyone to see. He also has fireman hats and badges to give out to the kids.
- All fire extinguishers in North Bend buildings will be checked and retagged in August, 2022.
Tickler File:
One year moratorium on the issuance and processing of any permits allowing dispensaries, cultivators or processors of medical marijuana expires September 25, 2022.
Resolution authorizing the Mayor to execute a contract with Hamilton County Planning and Zoning Commission needs to be passed in November, 2022 for 2023. I’ll get the contract from Hamilton County.
