Council Meeting was preceded by 2014 Tax Budget Public Hearing

Council Meeting was called to order at 7:00 P.M. by Mayor Sammons.

MAYOR’S OPENING STATEMENT
Mayor Sammons paid respect to the participants in the D-Day invasion during WWII.

MINUTES
Ron Nunnery moved that the May 28th, 2013 Minutes be accepted. Bill Welch seconded the motion. Motion carried 100%.

TREASURER’S REPORT
The Treasurer’s Report is attached.

PAY THE BILLS
Bill Welch made motion to pay the bills. Fran Romweber seconded the motion. Motion carried 100%.

MAINTENANCE SUPERVISOR’S REPORT
See Attached Report
Rick Schultz requested the purchase of a gas powered edger at a cost of approximately $330.00. Council agreed.
The bench that was donated to the Village will be installed this week at the Hillgrove property.
Resident asked about the overpass of Cliff Road over US 50. Rick stated the Village will work on it, as ODOT (the County) has not responded.
Resident also stated the street sign at Brower and Cliff is missing. Rick will replace that sign.

POLICE REPORT
Sgt. Daugherty reported there were sixty-three (63) police calls for the month of May. Five (5) cases were assigned – None cleared. There were three (3) citations and two (2) DUIs.
Hamilton County now has a motorcycle patrol. There’s no additional cost to the Village for this service.
There has been a minor increase in burglaries lately and our patrol is responding. Mayor Sammons recommends that citizens be more aware and look out for your neighbors. Fran Romweber reminds citizens and guests to lock their cars and Sgt. Daugherty recommends leaving porch lights on.
Sgt. Daugherty asked if North Bend has an ordinance regarding multiple alarm drops. The Village does not have an ordinance regarding alarm drops. Chief Ober will get a copy of Miami Township’s ordinance for us to review.
Fran Romweber asked about all the signs being placed on utility poles. Sgt. Daugherty stated he is not aware of any law prohibiting this.
Ron Nunnery stated there will be a Neighborhood Watch meeting in late August. The date and time will be announced shortly.

GUESTS
No Guests attended.

FIRE REPORT
Chief Ober reported there were eighteen (18) EMS runs and seven (7) fire details (there was a bomb scare on Taylor).
Chief Ober reminds everyone not to keep oily rags stored in a closed space.
One (1) hydrant is out-of-service. Ron Hartoin thanked Chief Ober for expediting the repairs.
There was a discussion of the water leakage across Turnberry. This issue is still under investigation. It’s not Cleves Water Works or Metropolitan Sewer District related.

THREE RIVERS SCHOOL DISTRICT
Bill Welch reviewed a letter from Fr. Mike of St. Joseph’s Church to his parishioners concerning the potential future use of the Taylor High School property. St. Joseph’s Church is possibly interested in purchasing the Taylor High School property (not the building). Mr. Welch suggests looking into partnering with the Church and possibly putting in a park.
A general discussion was held regarding the disposition of the Taylor High School property.

Resolution 2013-16 Adopting the 2014 Tax Budget was motioned by Bill Welch and seconded by Ron Hartoin. Motion passed 100%.
Light, Water and Sewer - Mr. Nunnery
Bill Welch asked about a letter sent to customers by Cleves Water Works to North Bend residents. Bill asked for further explanation of the letter. Ron Nunnery will contact Cleves Water Works and possibly have a representative from Cleves Water Works attend our next Council meeting. There was a general discussion about the letter.

Beautification – Mrs. Romweber
Fran explained the We Thrive grant application has been accepted by the Hamilton County Public Health through the Robert Wood Johnson Foundation. It’s a program to promote the wellness of children and families. This grant would be used for a playground and park for North Bend residents and would be located adjacent to the Municipal Building. The grant has not yet been approved.
North Bend’s Beautification Committee meeting will be held Saturday, June 29th at 9:30a.m.

COUNCIL OLD BUSINESS

LAW DIRECTOR’S OLD BUSINESS
The property located at 430 Three Rivers Parkway (two parcels) is being acquired by the Port Authority and then transferred to North Bend for approximately $700.00 for fees, etc.
Mr. Reichert asked about the status of the sidewalk repairs at Washington and Symmes. Mayor Sammons has asked Niemann Construction to contact the owner about doing the sidewalk repairs while working on the Washington Sewer project. Mayor Sammons asked Rick to check with Butch Niemann for status.
Ron Nunnery stated there are multiple sidewalk issues in North Bend and all should be addressed. Council agreed and asked Rick Schultz to survey the Village and prepare a list of those repairs.

MAYOR’S NEW BUSINESS/REPORT
Duke Aggregation Review – Mayor Sammons suggested taking proposals from suppliers regarding electric aggregation. A meeting will then take place to adopt an Aggregator. Ron Nunnery will follow-up.

OPEN TO THE FLOOR
Jim Reichert commented on the Village audit and the value of having a "clean" audit as North Bend has just received.

MAYOR AND COUNCIL ANNOUNCEMENTS, COMMENTS
North Bend is participating in the Lost Town of Columbia Park, Scavenger Hunt Style Road Rally on Saturday, July 27th. Get your group together for four (4) hours of fun. All entrants will meet at Taylor High School at 9:00a.m. on July 27th. Call or stop in the office for more details and learn how to register.
