MINUTES
Shirley Smith moved that the May, 2015 Minutes be accepted. Ron Hartoin seconded the motion. Motion carried 100%.
TREASURER’S REPORT
The Treasurer’s Report is available at the Village office.
Dave Moorman opposed a sign being installed at the entrance to Aston Oaks and is going on record saying so. There was a discussion about the sign and the timeline. Dave Moorman requested all signage be thoroughly reviewed before moving forward; especially regarding zoning and until Mr. Anneken (the property owner of sign site) approves the placement of sign. It was decided to delay the sign installation.

Dave Moorman made motion to pay the bills. Fran Romweber seconded the motion. Motion carried 100%.
MAINTENANCE SUPERVISOR’S REPORT
The Maintenance Supervisor’s Report is available at the Village office.
It was agreed by Council to purchase the paint stripper as requested by Rick Schultz.

POLICE REPORT
Corporal John Haines introduced himself and reviewed his service record. He reported there were thirty-five calls for the month of May. Two cases were assigned and one case was closed. There were three incidents; one vehicle fire and two missing persons (same person missing twice). Fran Romweber asked if all Council members could be issued copies of police calls each month. She also asked the information be placed on North Bend’s website. Corporal Haines will try to accommodate this request.

FIRE REPORT
Chief Ober reported there was one Fire run and nine EMS runs for the month of May. Three hydrants have been placed back in service and the one in front of St. Joseph Church should be repaired this week.

Dave Moorman made motion to adopt Resolution 2015-16 Adopting the 2016 Tax Budget. Ron Nunnery seconded the motion. Motion carried 100%.

Dan Schoster with JMA will attend next month’s meeting to discuss the St. Annes/U.S. 50 situation.

Dave Moorman proposes a $2,500 per year reserve for future sidewalk repairs. This is on hold for the Appropriations Budget later this year.
There was a discussion of the responsibility for the sidewalk adjacent to the Village property and also about who is responsible for the sidewalks along U.S. 50. Dave Moorman will contact ODOT to clarify through Rick Schultz.

Law and Ordinance, Cont’d
Ms. Deborah Caylor, 129 Symmes, a 22-year resident, stated the snow plowing, done by the Village workers, deposits large amounts of snow on the sidewalk in front of her house and she believes this has caused damage to the sidewalk and she wants the Village to pay for the repairs. Fran Romweber asked for a legal opinion on North Bend’s liability. There was a discussion about the situation and Council will view the damage and decide how to proceed.
Dave Moorman motioned that Ron Nunnery be named Code Enforcer effective July 1, 2015. Tim Boll seconded the motion. Motion carried 100%. Resolution to follow from Scott Sollmann.
Beautification – Fran Romweber
The Wellness Committee met on Saturday, June 27th. We reviewed the Hamilton County Public Health, We Thrive meeting of June 9th, which was attended by Fran Romweber and Marilyn Kramer. Fran shared plans for a Wellness event to be held at our North Bend Park on September 26. Firm dates and details will follow.
A $20,000 planning grant for future riverfront development has been awarded to North Bend. Mayor Sammons reviewed his future thoughts and plans for that area. The property is currently owned by the Village of Cleves and they will collaborate with North Bend to proceed with this project. Marilyn Kramer reviewed the restrictions and scope of the grant.
There was a discussion about seeking funds to revive and maintain President William Henry Harrison’s tomb.

LAW DIRECTOR’S OLD BUSINESS
Scott Sollmann reported Mr. Addison, 35 Ridge Avenue, has filed bankruptcy and he says North Bend should file a claim. There’s currently $16,000 in liens with more to come. The lien is for non-compliance with the Village Rental Ordinance.

Ron Nunnery brought to the attention of Council the notice placed at the North Bend post office proposing dissolving the Village of Cleves.

Our next Council meeting will be Monday, July 20th at 7:00p.m.
Mayor Sammons updated Council on the status of demolition bids on 464 Three Rivers Parkway. An asbestos inspection cost needs to be included in each bid. Once this is completed, we may proceed.

TREASURER’S REPORT
June 29, 2015
To Council Members for Your Information and Review
We received our semi-annual payment of the reimbursement of held back property taxes from the state in the amount of $24,114.
This amount includes items deducted from our regular property tax distribution for things like the Homestead exemption.
We wrote four Purchase orders this month.
- $400 to cover mileage reimbursements for the year
- $8725 for multiple curb and pavement repairs
- $631 for property taxes on the recently acquired 464 Three Rivers Parkway. We will be filing for an exemption from these taxes ongoing
- $4800 for the new sign at the entrance to Aston Oaks. This sign expense is covered in equal parts by the Macke Corp, operators of the golf course and the Aston Oaks Owner’s Association

MAINTENANCE REPORT JUNE 29, 2015 RICK SCHULTZ
1) Banners, Planters and Baskets are now in place
2) Mulching completed
3) Cut back brush on Shady Lane, Three Rivers Pkwy., north side – from Symmes, eastward
This will continue all summer
4) Sprayed vegetation killer around guard rails, islands on TRP, mulch beds and center of
TRP, west of Miami
5) New U.S. Flag at Vets Memorial
6) Paving and concrete work was completed, per contract with Southwest Paving.
7) Making final plans to upgrade surveillance system. (will have completed by next meeting)
8) Shelter Update – all paperwork has been submitted; we have a building permit number and are waiting for approval. Hope to start and have shelter finished by early August.
9) As per my email request for reallocating the 2015 Maintenance Budget to purchase a line stripper, attached is the spec sheet for that purchase.

RESOLUTION 2015-16
RESOLUTION ADOPTING THE 2016 TAX BUDGET
WHEREAS, a public hearing was held in the Council Room of the Village of North Bend on June 29th, 2015 concerning the Village’s 2016 Tax Budget; and
WHEREAS, a quorum of members of Council attended the hearing and reviewed the proposed 2016 Tax Budget; and
WHEREAS, Council is fully advised of the content and provisions of the 2016 Tax Budget.
NOW THEREFORE BE IT RESOLVED by the Council of the Village of North Bend, Ohio ____ members elected thereto concurring that the 2016 Tax Budget attached is hereby approved and adopted.
ADOPTED THIS 29th day of June, 2015.
