VILLAGE OF NORTH BEND 21 TAYLOR AVENUE, NORTH BEND, OHIO 45052 June 26, 2017 Meeting was called to order at 7:00 P.M. by Mayor Sammons. Members Present: Mayor: Mr. Sammons Law Director: Mr. Sollmann Fiscal Officer: Ms. Fryman Councilpersons: Mr. Hartoin, Mrs. Romweber, Mr. Nunnery, Mr. Moorman, Ms. Smith, Mr. Boll, excused MAYOR’S OPENING STATEMENT Mayor Sammons had no opening statement. MINUTES Ron Nunnery moved that the May 22, 2017 Minutes be accepted. Ron Hartoin seconded the motion. Motion carried 100%. TREASURER’S REPORT Marta Fryman stated the 2018 Tax Budget will be submitted to the auditor by July 24, 2017. The Treasurer’s Report is available at the Village office. PAY THE BILLS Fran Romweber made motion to pay the bills. Shirley Smith seconded the motion. Motion carried 100%. MAINTENANCE SUPERVISOR’S REPORT The Maintenance Supervisor’s Report is available at the Village office. DEPUTY CLERK’S REPORT The Deputy Clerk’s Report is available at the Village office. Minutes, June 26, 2017 POLICE REPORT Sgt. Dapoli, attending for Sgt. Raker, stated there were twenty-eight calls for service for the month of May. There was one traffic accident. There were two criminal offenses at 154 Miami Avenue. Four cases were assigned to detectives and none were closed. No property was recovered. Three juveniles were cited for curfew violation. Mayor Sammons asked Sgt. Dapoli if it might be possible to report back to a resident that calls in an incident, so that resident would know the outcome of their notification of the incident. Sgt. Dapoli will notify Sgt. Raker of this request. GUESTS There were no guest speakers. FIRE REPORT Chief Ober reported there were four EMS runs and five fire details for the month of May. They have completed the fire hydrant checks and all hydrants in North Bend are operational. Mayor Sammons brought up the fire lane versus the “no parking sign” issue on Muirfield Drive in the cul de sac. Chief Ober stated he thought we may want to install the “no parking” sign at this time, until North Bend decides to have fire lanes throughout the Village. THREE RIVERS’ SCHOOL No Report COMMITTEES: Finance - Mr. Moorman Dave Moorman made motion to adopt Resolution 2017-13 Adopting the 2018 Tax Budget. Ron Nunnery seconded the motion. Motion carried 100%. Light, Water and Sewer - Ms. Smith No Report Maintenance - Mr. Hartoin No Report Police & Fire – Mr. Boll No Report Planning & Zoning - Mrs. Romweber Fran Romweber reported we had a Planning Commission Hearing on June 12 regarding an FDP Modification in Aston Oaks and a Planning Commission meeting for Twelve Point Development. The minutes are attached. Law & Ordinance - Mr. Nunnery Ron Nunnery reported that he wrote a letter to Laudick Trucking regarding their drivers using the Taylor and Symmes Avenues route rather than turning down Miami Avenue to exit onto US 50. Rick Schultz has noticed a huge reduction of the trucks using the residential route. Minutes, June 26, 2017 Beautification – Fran Romweber Fran Romweber reported we had a Wellness Committee meeting on Friday, June 23 with Kim Chelf, our We Thrive representative. The minutes are attached. Ron Hartoin made a motion to approve an Amendment to the Cooperation Agreement with the Board of County Commissioners of Hamilton County. Shirley Smith seconded the motion. Motion carried 100%. Scott Sollmann discussed information regarding as Aston Oaks owner renting his home on airbnb. We can utilize our zoning code, particularly 4.6 of the zoning code. Fran Romweber stated Scott should contact the lawyer with Towne Properties, the company that manages Aston Oaks Homeowners Association. Scott mentioned he would like to obtain a copy of the Aston Oaks Homeowners Association covenants and restrictions. MAYOR’S NEW BUSINESS/ REPORT Mayor Sammons updated council on the Riverfront Project. The Village of Cleves may want to sell the property in question. He stated there may be grants available for acquisition of the property. It was prepared and reviewed and discussed at a special advertised meeting prior to this meeting. It will be submitted to the Hamilton County Auditor by July 20, 2017 We issued 1purchase order for Hamilton Co. Treasurer, $719.65, for property tax on 3 Miami Ave. Distributed to council members this month are the following reports: · Monthly Cash Flow Analysis: Showing money in/money out and the check book balance · Payment and charge Register Report: Includes all checks & automatic payments taken directly from our checkbook since last Council Meeting · Receipts Register Report: Includes all sources of revenue taken in by the Village since last Council Meeting · Revenue Status Report: Shows the year-to-date status of each revenue account as of date of this Council Meeting · Fund Status Report: Shows amount left in each fund as of date of this Council Meeting and the current checking account balance · Year to Date Beautification Accounting Report · Mayor’s Discretionary Fund Report – no expenses to report this month Copies of all the above reports are available for public viewing at the Village Office. Respectfully submitted, Marta Fryman, Fiscal Officer June 26, 2017 Rick Schultz Completed Veteran’s Memorial brick patio and landscaping. Cleaned out concrete gutter on Brower and trimmed back brush line for resident (per request). Cleaned up brush and gravel, seeded and strawed area at the end of Congress Green. Posted signage at same location. Request for signage was sent to Trustee, Dan Blanton. This is part of a grant from ODOT to Miami Township. The Villages were included as we are in the township. We should know if we will receive them in September for a mid-2018 delivery. June 30th is the confirmed date for the ONYX surfacing on Stratford, Muirfield, St. Andrews and Abbey Hill. I will start the process of getting numbers together for Aston Oaks Drive, Turnberry and St. Annes for the ONYX surfacing. Cleared brush on Cliff and Lakeview. Marilyn and I met with the Hamilton County Soil & Water Conservation District to review their services for North Bend. DEPUTY CLERK’S REPORT June 26, 2017 Marilyn Kramer Adult fitness equipment and flooring has been installed at the playground. Fitness equipment includes; a single station Country Skier, a single station Fit Rider, a double station Chest Press, a double station Leg Press and a double station Lateral Pull Down. All paperwork has been submitted to Hamilton County for payment to Recreations Outlet. The Board of Elections visited Council Hall to confirm North Bend is ADA compliant. (Americans with Disabilities Act). They measured the doors, checked for ramps versus steps and handicapped parking. We have one handicap street space, which is adequate for our population. They will be sending us a handicapped sign and post which we will install. We passed their review. Miami Township Fire Department stopped by for an inspection and our only issue was to fix one of the emergency exit lights in Council Hall. Rick corrected that issue. We had a Wellness Committee meeting on Friday, June 23. We talked about adding the fitness equipment to the playground, the maintenance of the playground equipment, our strict littering policy and the Riverfront Project. Minutes are attached for your review. We will have an open council seat if anyone knows of a resident that would like to run. August 9 is the deadline. Shirley Smith is retiring. Everyone has a copy of our newly revised Employee Manual to replace your existing copy. I’ll have a copy of our updated Code of Ordinances next month. The INEOS/PAG meeting is Thursday, June 29th at Miami Township at 5:00pm. I’ll be on vacation July 15-22 and the office will be closed during that time.
