They have completed their Eagle Scout badge and will explain that process. MINUTES Fran Romweber moved that the May 24, 2021 minutes be accepted. Ron Hartoin seconded the motion. Motion carried 100%. TREASURER’S REPORT There was a public hearing discussing the 2022 Tax Budget immediately prior to tonight’s council meeting. Fran Romweber made a motion to declare Resolution 2021-22 an emergency and to dispense with the requirement that this resolution be read on three separate days and be adopted upon its first reading. Shirley Smith seconded the motion. Motion carried 100%. Dave Moorman made a motion to adopt Resolution 2021-22 Adopting the 2022 Tax Budget. Fran Romweber seconded the motion. Motion carried 100%. Fran Romweber made a motion to declare Resolution 2021-20 an emergency and to dispense with the requirement that this resolution be read on three separate days and be adopted upon its first reading. Shirley Smith seconded the motion. Motion carried 100%. Dave Moorman made a motion to adopt Resolution 2021-20 Requesting the Hamilton County Auditor Certify Dollar Amount for 5.0 Mill Levy (Renewal). Shirley Smith seconded the motion. Minutes, June 28, 2021 TREASURER’S REPORT, Continued Dave Moorman made a motion to adopt Resolution 2021-21 Requesting the Hamilton County Auditor Certify Dollar Amount for 5.0 Mill Levy (Replacement). Bill Deters seconded the motion. Motion carried 100%. The Treasurer’s Report is available at the Village office. PAY THE BILLS Bill Deters made a motion to pay the bills. Shirley Smith seconded the motion. Motion carried 100%. MAINTENANCE SUPERVISOR’S REPORT Rick stated the floor drain issue in the garages have been completed. New doors have been ordered for the front office and a fire door for the Records Room. Buckeye Tree Service will continue clearing trees and honeysuckle. Maintenance will continue working on the Harbor Drive and Brower Road landfill. We will seed and straw this week. Rick reported Strawser Construction, Inc. gave a proposal of $46,379.25 for Onyx paving in the Aston Oaks area. Dave Moorman made a motion to approve an amount not to exceed $45,000, as a portion of that proposal is for Overlook Lane, a private road in Aston Oaks. Ron Hartoin seconded the motion. DEPUTY CLERK’S REPORT Marilyn reported that North Bend has recycled 8.21% for 2020 and received a check for $405.66 from Hamilton County. Our We Thrive meeting was June 23rd. We discussed what pathways we will pursue for the next two years. We decided on the importance of fall prevention and the use of marijuana and prescription drug in North Bend. Marty and I have been copying, scanning and assisting the auditors. Tickler File: Anyone that is running for office, the deadline is August 4, 2021. Please check the BOE website for more details. All fire extinguishers will be inspected and retagged in August. The one-year moratorium on medical marijuana is due August, 2021. POLICE REPORT Sgt. Schlasinger reported there were 52 calls for service for the month of May. There were three criminal reports and one auto accident. Hamilton County Sheriff’s Office has a new reporting system and it’s unable to track stolen property. Domestic violence cases must continue to be completed in triplicate manually and are unable to be placed in the system. GUESTS Ms. Amanda Pratt, Director of Communications with Rumpke, gave a presentation and answered questions on Rumpke’s new Bond Road site. Mr. Mike Robison is running for Miami Township Trustee. He belongs to the Knights of Columbus, Cleves Kiwanis and Three Rivers Citizens Advisory Board. There will be an event for support on July 8, 2021 at the Miami Township Community Center. Minutes, June 28, 2021 FIRE REPORT Chief Lacey reported there were no fire details and 13 EMS runs for the month of May. The new fire station that is being built allows for training. There are sixty full-time firefighter positions available in surrounding communities. Miami Township is very competitive with other communities recruiting firefighters and EMS staff. Chief Lacey stated that North Bend’s donation to Threads of Hope has helped immensely. They were able to purchase laundry detergent, soap, undergarments, deodorant and more. They now have a good reserve of these products. THREE RIVERS SCHOOL Superintendent Ault reported 300-400 students are attending Three Rivers School two-week summer school program. A safety audit was conducted last week. Three Rivers School will have two golf outings to benefit their football program; Miami Whitewater on July 11 and Aston Oaks on July 25. School should get back to normal for the 2021-2022 year. Scores are expected to drop, but they have not yet received them from the state. Mr. Ault was told there will not be a test score comparison among school districts. The goal is “student success”; getting students to read and get them fed. Mr. Ault said school will begin on August 11, 2021 with full capacity of 2,400 students. Three Rivers School will present a high school diploma to veteran, George Duke. Dave Moorman mentioned that his daughter-in-law is a new STEM teacher at Three Rivers School with 20 years’ experience. COMMITTEES: Finance - Mr. Moorman Jim Holt, North Bend’s council meeting videographer, requested a raise for his services as he has never increased his pricing since beginning to work for the Village. There was a discussion of his request and Ron Hartoin made a motion to approve his raise. Fran Romweber seconded the motion. Motion carried 100%. Dave discussed several projects that could be eligible under the American Rescue Plan (“ARP”). Assuming the Village receives ARP funds prior to the July meeting, Scott will draft a resolution regarding those ARP funds and present it to Council at the July council meeting. Council discussed purchasing a used 2008 lift truck for our maintenance department. It would be used in support of the Village’s Tourism efforts, including: hanging and taking down flags, Village flower baskets, Christmas decorations, Village banners and tree work as needed. Police & Fire – Mr. Deters Regarding North Bend’s police contract, Bill has not heard from Hamilton County. The Village of Cleves has not heard from Hamilton County regarding their police contract. Dave Moorman asked if we know what percentage of Hamilton County Sheriff Department time is to COVID-19, as North Bend’s Sheriff’s Department expense may be eligible for compensation with the American Rescue Plan funds. Ron Hartoin agreed, the plan may reimburse North Bend. Planning & Zoning - Mrs. Romweber No Report. Law & Ordinance - Mr. Bonner No Report. Beautification – Fran Romweber No Report. COUNCIL’S OLD BUSINESS There was a discussion of Resolution 2021-17 Establishing Guidelines for Garbage/Waste Collection and Trash Cart/Garbage Can Placement in the Village of North Bend. Council stated they preferred the guidelines be set forth in an ordinance rather than a resolution. Scott stated he will amend the garbage/waste resolution to make it an ordinance and present it for discussion at our July council meeting. LAW DIRECTOR’S OLD BUSINESS No Report. MAYOR’S OLD BUSINESS No Report. COUNCIL’S NEW BUSINESS Dave Moorman brought up the topic of pest control services for the office. Tri-Sect gave an estimate of $75.00 per treatment. Council needs to approve the Resolution adopting the 2022 Tax Budget as prepared by Mr. Sollmann. It will be submitted to the Hamilton County Auditor by July 20, 2021. Tonight, we need approval of resolutions requesting the County Auditor certify estimated revenue for the 5 mills Operating Levy for placement on the November ballot. The 2019-20 audit is continuing. The Auditor’s have been on site to complete the Audit. We have not received the funds from the American Rescue Plan. I requested advance payment of the second half real estate taxes per Resolution #2020-6. We issued 6 new purchase orders this month: 24-2021, Husac Paving and Excavating, $35,000, street projects; 25-2021, Ham. Co. Regional Planning, $1,000, zoning services; 26-2021, K.E. We will seed and straw this week. - DEPUTY CLERK’S REPORT June 28, 2021 Marilyn Kramer - Marty and I have been busy copying, scanning and assisting the auditors. - We recycled 8.21% for 2020 and received a check for $405.66 from Hamilton County. This includes residents’ recycling, our yard waste and tire recycling event. Our fall leaf recycling event is considered compost and is not included in this report. - Our We Thrive meeting was June 23rd. We discussed what pathways we will concentrate on for the next two years. We decided on educating residents on the importance of fall prevention; we will create a list of available programs that can help seniors make home modifications to help prevent falls and make that list available to residents. I’ve asked Chief Lacey for a list of how many runs he makes per month regarding falls. We will make this part of our Safety Day. We also decided to print a Resource Guide as to what agencies and programs are available to residents for assistance. The other pathway our Wellness Committee discussed was the topic of marijuana and prescription drug use in North Bend.
