Vice-Mayor Bonner had no opening statement.

MINUTES

Dave Moorman moved that the May 23, 2022 minutes be accepted. Bill Deters seconded the motion. Motion carried 100%.

TREASURER’S REPORT

There was a hearing discussing the 2023 Tax Budget immediately prior to tonight’s council meeting.

Dave Moorman made a motion to declare Resolution 2022-20 an emergency and to dispense with the requirement that this resolution be read on three separate days and be adopted upon its first reading. Bill Deters seconded the motion. Motion carried 100%.

Dave Moorman made a motion to adopt Resolution 2022-20 Amending the 2022 Tax Budget and Appropriations. Bev Bolser seconded the motion. Motion carried 100%.

Dave Moorman made a motion to declare Resolution 2022-21 an emergency and to dispense with the requirement that this resolution be read on three separate days and be adopted upon its first reading. Bev Bolser seconded the motion. Motion carried 100%.

Dave Moorman made a motion to adopt Resolution 2022-21 Adopting the 2023 Tax Budget. Bev Bolser seconded the motion. Motion carried 100%.

MAINTENANCE SUPERVISOR’S REPORT

Rick stated the maintenance staff completed asphalt patch on Aston Oaks Drive, St. Annes, Symmes, Shawnee and Brower Road. They planted 12 trees on U.S. 50, using Glenn Wauligman’s bobcat and rented a 30” Auger. Rick said the cost for Hamilton County to paint the double yellow lines for Aston Oaks Drive, St. Annes, Miami, Cliff and Brower would be no more than $2,350.00. We sprayed the curbs and guardrails throughout the Village. We used 62.94 tons of salt last winter. We have a reserve of 35.91 tons. We will ask for 50 tons, 30 of which will replace what we used from Hamilton County’s supply; the other 20 tons will be placed in the new storage bin. Graffiti was cleaned off the playground equipment. Concrete block was used to close up the door area on the far wall in council hall. The ONYX treatment is complete. Our staff is painting the crosswalks and cart crossings. There was a water leak at 11 W. Harrison; a tree was down on wires on Summit. Rick will rent a brush hog for Glenn Wauligman’s bobcat to cut down brush on Brower Road by the overpass. The sprinkler system is operational at the Point.

Rick would like to place chevron directional signs and safety signs on Harbor Drive. Dave Moorman made a motion to approve $600.00 for chevron signs along with safety signs on Brower Road. Fran Romweber seconded the motion. Motion carried 100%.

DEPUTY CLERK’S REPORT

Marilyn reported North Bend will receive $415.58 for our recycling efforts for 2021 from Hamilton County Resource. For 2022, our yard waste event recycled 1.14 tons and we will have our tire recycling numbers soon (61 tires). Our We Thrive Wellness Committee met on June 10, the minutes are attached. Our next meeting is September 23rd. All fire extinguishers will be checked in August for our annual review. All Board of Election paperwork has been submitted for the August 2, 2022 Election Day.

We had a complaint regarding the direction in which our U.S. Flag banners were hung. The person advised me that the stars should always appear next to the pole that supports it. After verification with our flag company, our banners are printed correctly. The stars of the flag should always be to the left of the observer, whether or not they appear next to the pole. The office will be closed on Monday, July 4th, 2022. The Rumpke contract expires December, 2022. Per language contained in the contract, it can be renewed for an additional year upon mutual agreement between both parties. Dave Moorman will call Dean Ferrier, of Rumpke. Our residential rental three-year permits are due in August. Max Morgan and I will mail letters and checklists out in July.

POLICE REPORT

Sgt. Carney reported there were 43 calls for service for the month of May. There were two criminal reports and one auto accident. Two cases were assigned to detectives. Max Morgan asked about the criminal reports; one was failure to confine a dog and the other was regarding a student reporting a bomb threat.

GUESTS

Mr. Jim Naber, Vice-President of Queen City Wheels, spoke about a bicycle time trial race they will hold on July 15, 2022 at 6:00pm starting in Cleves and ending in North Bend at the President William Henry Harrison memorial site. He explained these cyclists are very experienced riders; they’re aware they cannot cross over the double-yellow line and the sheriff’s office has been advised of this event. This will be a 2.3 miles of track and it’s the longest running race, since 1975.

FIRE REPORT

Chief Lacey did not attend the meeting, however, he did send his fire report for May, 2022. There were two fire details and `14 EMS runs for May.

THREE RIVERS SCHOOL

Ms. Holly Simms, Principal of Three River Middle School attended tonight’s meeting. Ms. Simms had answers to questions from the previous meeting for council. She reported that 84 of 186 TRS students attended all 12 years at Three Rivers School; that’s 45% of students. She also stated that 164 of 186 students attended all four years of Taylor High School; that’s 88%.

Lastly, Ms. Simms shared the past three years of standardized test scores for all grades which showed a negative impact from the COVID shutdown. However, in the past year, the scores in most subjects and grades have already improved to be on par or better than pre-COVID levels. Council agreed that the turn-around in these scores was very commendable.

Planning & Zoning – Bev Bolser

Bev talked about a zoning variance for a property at 410 Three Rivers Parkway – the white house next to the BierMarkt. The area was zoned B2 (business) by North Bend in June, 1972 and the home was built in 1893. The owner (Mr. Navarro who also owns the BierMarkt) now wants to renovate the home and take occupancy.

According to Bryan Snyder of the Hamilton County Planning and Zoning department, the house is considered a “non-conforming structure” due to the fact that it is a residence dwelling in a B2 (business) zone and also the remodel will not meet the setback requirement on the property line adjacent to the BierMarkt. The owner must submit an application including a variance request to Hamilton County after which a Board of Zoning Appeals meeting will need to be scheduled. On June 17, Bev called Mr. Navarro and left a detailed voicemail to let him know this information and what steps he needs to take to move this forward. The ball is now in his court.

Law & Ordinance – Max Morgan

Max reported that he has been busy with violation notices. He asked council about action taken by the Village after a second or third notice is sent. Scott Sollmann stated once a nuisance is declared via resolution, other legal processes can proceed if necessary.

Beautification – Fran Romweber

Fran stated she raised $2,500 in contributions and has confirmed with Genesee & Wyoming Railroad that they will contribute the additional $2,500 for the removal of three trees on railroad property adjacent to the President William Henry Harrison memorial site. She has also asked the railroad to waive the application fees. We are working with Kevin’s Tree Service regarding the insurance requirements the railroad requires.

COUNCIL’S OLD BUSINESS

Bev Bolser asked about the status of the federal grant request North Bend submitted to Congressman Chabot’s office. Marilyn stated we have not heard from them to-date. Bev suggested we should reach out to them for any updates.

LAW DIRECTOR’S OLD BUSINESS

Scott emailed a copy of the updated Employee Handbook to council prior to the meeting. One question proposed was how to handle carry over of vacation days from one year to the next year. Council members did not have an issue with employees carrying over leftover vacation days since we have been doing this in the past.

LAW DIRECTOR’S NEW BUSINESS

Scott stated he did not locate any information regarding when Sunset Avenue became a dedicated street. Marilyn did not locate any information either. Scott asked about the repair to Sunset Drive. Joe Bonner stated it’s the Village’s responsibility to repair Sunset Avenue from St. Annes entrance to the end of the curb, as that’s how we determine the street’s dedication. Rick received a proposal of $31,000 for this repair. Dave Moorman made a motion to repair Sunset Avenue from St. Annes entrance to the end of the curb for $31,000. Bev Bolser seconded the motion. Motion carried 100%.
