Mayor Sammons had no opening statement.

MINUTES

Joe Bonner moved that the May 22, 2023 minutes be accepted. Bill Deters seconded the motion. Motion carried 100%, 5-0.

TREASURER’S REPORT

In Marta’s absence, Dave Moorman read the Treasurer’s report and presented, in detail, North Bend’s 2024 Tax Budget Summary.

Dave Moorman made a motion to declare Resolution 2023-11 an emergency and to dispense with the requirement that this resolution be read on three separate days and be adopted upon its first reading. Bill Deters seconded the motion. Motion carried 100%, 5-0.

Dave Moorman made a motion to adopt Resolution 2023-11 Adopting the 2024 Tax Budget. Bill Deters seconded the motion. Motion carried 100%, 5-0.

The Treasurer’s Report is available at the Village office.

PAY THE BILLS

Fran Romweber made a motion to pay the bills. Bev Bolser seconded the motion. Motion carried 100%, 5-0.

MAINTENANCE SUPERVISOR’S REPORT

Nate reported they are continuing to cut grass, weed eat and water flowers. They filled pot holes on Harbor Drive and Shady Lane. Nate installed two gates at our property on Harbor Drive. The new lane shark was installed on our tractor and works great. One of our flower boxes was destroyed by a hit and run driver on US 50. The stop sign was replaced at Shady Lane and US 50.

DEPUTY CLERK’S REPORT

Marilyn stated we held our We Thrive meeting on June 16th. There’s a food distribution event held every quarter and Mark Weadick, our new chair of the Wellness Committee, asked if that event could be held every month as the need is there. Nicole Key is looking for grants that would apply for our Riverfront Park project and sidewalk replacement. We discussed having an AED on site and looking for eligible grants. North Bend’s Riverfront Park meeting will be held Saturday, July 1 at 10:00am. I sent detailed information to the Public Library regarding locations in North Bend for a possible relocation of the Cleves library. Our pickleball court has been installed thanks to Hamilton County grant monies.

Marilyn announced the new project “Operation Honor”. We will ask residents for a picture and information of active military or veterans that live or have lived at one time in the Village of North Bend to honor them with a banner displayed along our streets. Marilyn included an announcement and pictures of sample banners from another city. Dave Moorman gave Marilyn criteria and application information he received from another jurisdiction.

Tickler File – the Rumpke one-year extension ends December, 2023. Dave and Marilyn will work on getting bids in July or August. Dave Moorman made a motion to request the proper bids from waste companies for a 5-year duration beginning in 2024. Bill Deters seconded the motion. Motion carried 100%, 5-0.

POLICE REPORT

Sgt. Carney reported there were 35 calls for service for the month of May. There were two criminal reports and no cases were assigned to detectives. There were 23 non-billable reports. There were two auto accidents. Fran asked about random signs posted on poles. Sgt. Carney stated they do not enforce those ordinances unless the signs are derogatory. Fran also stated the No Trespassing signs were removed on St. Annes property and someone is setting up a camp on the property. Sgt. Carney will contact the property owners.

GUESTS

State Representative Ms. Cindy Abrams is completing her district tour. She commented on our beautiful flowers and Christmas décor in the winter. She is currently working on the state budget which is due June 30, 2023. Ms. Abrams stated the Ohio History Connection confirmed the President William Henry Harrison tomb site improvements will be completed by this fall. Bill 110 passed stating you cannot track a person (with a device) without their permission.

Mayor Sammons stated ODOT is advising North Bend that we are responsible for the slippage on US 50 at Shady Lane. Ms. Abrams will get a meeting together with all parties to determine responsibility. Mayor Sammons also asked about the capital budget due dates. Ms. Abrams stated we should have paperwork ready to submit for Capital Budget 2024 by October, 2023.

Hamilton County Commissioner, Ms. Denise Driehaus attended our meeting. She said she visited Three Rivers School talking with students and inspiring them to get involved in government. She stated Hamilton County has a solid, stable budget; they want to attract more employees and retain them. The wages are competitive and they offer tuition reimbursement. She talked about the 911 operators and deputies having high stress jobs and as a result, they are refurbishing areas for them to decompress. Ms. Driehaus talked about the Brent Spence bridge having a new design from ODOT; a solid waste plan and recycling; a Small Event grant; the Convention Center District and negotiating with the Bengals to do better for the county and our citizens. All of this activity will bring in millions of dollars for our hotels and restaurants.

FIRE REPORT

Lt. Bonnert stated there were two fire details and 8 EMS runs for the month of May. There were six inspections of businesses. Mayor Sammons stated we applied for a control burn permit from the fire department for the Harbor Drive brush.

THREE RIVERS SCHOOL

Superintendent Ault reported 180 students graduated in May. They have 4.5mil in scholarship money. Summer school is using COVID funds for intervention and remediation. They are also cleaning the school buildings. They have hired a new athletic director and thirteen staff members. Teachers will report on August 11th and students will report August 16th. Mayor Sammons is a substitute teacher at TRS and his certification is good for five years.

COMMITTEES:

Finance - Mr. Moorman

Dave gave a presentation on North Bend’s Gas Aggregation, possible “Blend & Extend” option. We currently have a rate of $0.839/Ccf plus tax and surcharges through May, 2025. Duke Energy is at $0.95/Ccf and is a variable rate. We will need a resolution at our July 31, 2023 council meeting authorizing Energy Alliances, our agent, to negotiate a “Blend & Extend” agreement with AEP that would reduce fixed rates below $0.839/Ccf and extend the agreement end date to 2026. Residents can opt in or out at any time.

Light, Water and Sewer - Mrs. Romweber

Maintenance - Mr. Bonner

Joe stated the road review by the National Pavement Analysis company is complete. We have approximately six roads that may need attention at this time. However, we have a rating of 75% which is very good.

Police & Fire – Mr. Deters

No Report.

Planning & Zoning - Mrs. Bolser

Bev stated we met with Hamilton County on June 14 regarding the Model Zoning Code. Hamilton County would like a uniform code for their employees. A la Carte sections would apply to the North Bend jurisdiction as needed, i.e., EV charging stations, bicycle parking stands. Bev will keep everyone updated as we move forward.

Law & Ordinance - Mr. Weadick

Mark reported that he and Nate were to meet with the owner of 20 Taylor Avenue regarding the standing mud and water on his sidewalk. The owner did not show up for that meeting. Nate has come up with a plan to allow the mud/water to run over the sidewalk and into the catch basin. Marilyn has sent the owner a letter, certified mail, asking for his permission to perform this work.

COUNCIL’S NEW BUSINESS

Dave Moorman asked Nate about progress on preparing a Maintenance Department Operations Manual. Nate stated he has begun the recording of tasks; however, it has not been completed as of yet. Mayor Sammons stated, at this time, Nate is quite busy with taking care of the flower boxes and cutting grass. Rick Schultz can help Nate with this project as he was North Bend’s previous maintenance supervisor.

MAYOR’S NEW BUSINESS/ REPORT

Mayor Sammons wanted to discuss the “Welcome to Aston Oaks” sign that the Aston Oaks Golf Course and the Home Owners Association paid for several years ago, however, North Bend agreed to maintain the landscaping. The sign is also a directional sign for the Oak Leaf Restaurant, Golf and Banquet. Mr. Anneken is replatting his property across from Aston Oaks entrance and will allow the sign to be installed. Dave Moorman does not support Village involvement with commercial signage, stating other businesses in North Bend may ask for the same benefits. He also questions whether the proposed sign complies with North Bend’s signage code. Dave Moorman made a motion to not install the sign. Joe Bonner commented that there’s very little available property in Aston Oaks and advertising is not needed.

Fran stated when John Niehaus developed Aston Oaks, we did not have the golf course, banquet or restaurant. Because of the Macke’s (owners of the golf course), these assets have added value to all property. Mayor Sammons stated they paid for the sign and we gave them our word that it would be installed. Scott Sollmann stated the PUA is good; he also stated that Mark Weadick cannot vote on this motion since he is attending by phone. Bev Bolser stated she is okay with the signage; however, the taxpayers should not be paying to erect the sign, install lighting and landscaping, nor to maintain the area ongoing forward. Fran stated that we could ask the Aston Oaks Homeowners Association if they would want to fund the signage installation and maintenance. Mayor Sammons asked to table the issue until a later date when councilman, Mark Weadick, would be in attendance. Dave Moorman withdrew his motion for this issue to be discussed at a later date.

Regarding North Bend’s Riverfront Park project, Clete Benken and Tim Short, KZF Design, met with Mayor Sammons and Skip Holmes at the site and put a proposal together for North Bend. Mayor Sammons also reached out to Col. LePak to meet with KZF Design to coordinate future work from military reserves on the project. Mayor Sammons also mentioned that there is good dirt available, free for our Riverfront Park, on US Route 128 with a cost to deliver at $80.00 per hour.

OPEN TO THE FLOOR

Ms. Barb Gillespie (Barbies Properties, LLC) owns rental property at 7 W. Harrison Avenue, North Bend, OH. She felt there was a gas leak on neighbor’s property and they’re having a hard time having Duke respond. The owner of the property adjacent to hers, 154 Miami Avenue, has allowed the vegetation overgrowth to exceed beyond what code allows. When the building on this property was demolished, a wall was allowed to remain and that wall is now exposed. There’s also small sinkhole on that property and may be a safety hazard. Mayor Sammons asked Ms. Gillespie to reach out to the owner of the property as this is a neighbor issue involving private property.

As advertised prior to this Council meeting, Council reviewed the 2024 Tax Budget. Council needs to approve the Resolution adopting the 2024 Tax Budget as prepared by Mr. Sollman. It will be submitted to the Hamilton County Auditor by July 20, 2023.



I requested advance payment of the second half real estate taxes per Resolution #2023-06.



We issued no new purchase orders this month.

I sent detailed information to the Public Library regarding locations in North Bend for a possible new location for the library. The library representative contacted the property’s realtor regarding relocation.


Our pickleball court has been installed thanks to Hamilton County grant monies.


Please see the announcement for our new “Operation Honor” project to obtain names and pictures of active military and veterans for North Bend banners. The active military or veteran’s picture and information will be digitally printed on a vinyl, double-sided banner and will cost $80.00 each.
