Meeting was called to order at 6:00 p.m. by Vice Mayor Bonner.

MINUTES Bev Bolser moved that the May 20, 2024 minutes be accepted. Bill Deters seconded the motion. Motion carried 100%. (5-0) TREASURER’S REPORT There was a hearing discussing the 2025 Tax Budget immediately prior to tonight’s council meeting. Marta read the Treasurer’s Report and presented, in detail, North Bend’s 2025 Tax Budget Summary. Dave Moorman made a motion to declare Resolution 2024-13 an emergency and to dispense with the requirement that this resolution be read on three separate days and be adopted upon its first reading. Bill Deters seconded the motion. Motion carried 100%. (5-0) Dave Moorman made a motion to adopt Resolution 2024-13 Adopting the 2025 Tax Budget. Bev Bolser seconded the motion. Motion carried 100%. (5-0) The Treasurer’s Report is available at the Village office. PAY THE BILLS Fran Romweber made a motion to pay the bills. Bill Deters seconded the motion. Motion carried 100%. (5-0) MAINTENANCE SUPERVISOR’S REPORT Nate stated the mini trail at the William Henry Harrison Riverfront Park is complete. He stated that grass seed has been placed and straw will be purchased. Nate mentioned the amount of time spent working at the park has increased, however, village tasks are being completed.

DEPUTY CLERK’S REPORT Marilyn stated the final report for the $35,000 mini trail grant will be submitted to Hamilton County by July 15, 2024. We received the $5,000 for the Residential Recycling Incentive (RRI) Program for 2023. We recycled over 76.2 tons of materials. North Bend has been approved for $10,290 from Hamilton County’s Innovation grant for new recycling bins at the WHH Riverfront Park. On June 8, 2024, we had students and coaches from Three Rivers School and residents volunteer to clean up our Riverfront Park. Clete Benken and Skip Holmes were also there. Lunch was served to our volunteers. The WHH Advisory Board meeting is June 29th at 10:00am. The Free-Market Event at TRAM is Thursday, June 27th from 1:00-3:00pm. Queen City Wheels will host the 2024 Swartout Race on July 21, 2024. North Bend’s gas aggregation agreement expires October, 2024. POLICE REPORT Sgt. Dave Hill attended in Sgt. Carney’s absence. He reported there were 44 calls for service for the month of May, 2024. There were six criminal reports, two non-criminal reports and two auto accident reports. One case was assigned to detectives for investigation. GUESTS Tom Mendel and Bob Mecklenborg, residents on St. Annes, North Bend, Ohio, spoke about the recommendations by Civil Solutions on the Derbyshire development site. There was a lengthy discussion on several issues; Geotechnical Survey, North Bend Earthwork ordinances, Retaining Wall, Hydraulic Study, Erosion Control Plan and Final Plan by developer. See Attached. Mr. Larry Frey, President of Aston Oaks Property Owners Association and Mr. Chuck Mitchell, resident of North Bend spoke about several issues; has St. Annes been dedicated, streets in Aston Oaks area need repairs, who is responsible for maintaining the ROW along St. Annes, Dollar General upkeep of trash and building maintenance, speeding cars in Aston Oaks, street signs throughout Aston Oaks are faded. See Attached. FIRE REPORT Chief Matt Schumann introduced himself as the new Chief of Fire and EMS of Miami Township. He was sworn-in in early June, 2024. There were no fire runs and 14 EMS runs for the month of May, 2024. Mr. Jim Brett, Administrator of Miami Township, spoke about the Fire/EMS levy they are asking of their residents and from each Village within Miami Township. Miami Township has a 3.29mil continuing levy; they are asking residents to renew a 3.50mil and asking for an additional 3.0mil for their Fire/EMS services. Miami Township is asking each village within Miami Township for an additional 2.0mil Fire/EMS levy. This includes the Village of Addyston, Cleves, and North Bend. As discussed under Council’s Old Business, North Bend is asking the Hamilton County Auditor to certify four (4) millage levies. Discussions and resolution approvals will take place at North Bend’s July council meeting. Marta Fryman will then submit those resolutions to the Board of Elections. THREE RIVERS SCHOOL In Dr. Ault’s absence, Joe Bonner read his report. TRS football team members and coaches volunteered to clean up North Bend’s Riverfront Park on June 8th. There’s one teaching position open. They are continuing to monitor the Miami Fort Power Plant situation. Our district lost approximately $750,000 in revenue when it closed for two months. This summer, TRS is cleaning the facility, completing all necessary state and federal paperwork to receive grant dollars, as well as planning for student and staff returning the second week in August, 2024. COMMITTEES: Finance - Mr. Moorman Dave stated we can discuss our new website design plans at our July council meeting. Our current provider is not interested in bidding for this project. We currently pay them $240.00 annually to host our website. CIVIC Plus is another option to consider. Dave stated we have our gas and electric aggregation program through Energy Alliances. North Bend residents who participated in the electric aggregation saved $240.00 last year and they saved $80.00 by participating in the gas aggregation. Light, Water and Sewer - Mrs. Romweber No Report. Maintenance - Mr. Bonner No Report. Police & Fire – Mr. Deters Bill Deters and Dave Moorman reported on police contract numbers received from the Hamilton County Sheriff’s Office. They are asking for $75K in 2024, $78K in 2025, $96K in 2026 in a contractual agreement; and proposing $101K in 2027, $121K in 2028, and $127K in 2029. North Bend would pay 8.4% of new cruisers, maintenance and fuel of police cars. Hamilton County would have the right to increase those projected amounts. Bev suggested that the contract include an annual cap in additional charges to the Village for additional police expenses. Council agreed and Scott will draft language for review. Planning & Zoning - Mrs. Bolser Bev stated she would like to see a "No Thru Trucks Over 2 Tons" sign on Cliff Road after receiving complaints from residents. There are construction and concrete companies using Cliff Road and the road is deteriorating. Joe Bonner will discuss this with Nate Redding. Scott stated he will prepare a resolution for our July council meeting. Law & Ordinance - Mr. Weadick (by phone) Mark spoke about several complaints that are in the process of being handled. Beautification – Mrs. Romweber Fran stated she hosted the Colonial Dames on June 7th, 2024 for breakfast and lunch. They toured our WHH Riverfront Park and then Liz Rosenacker opened the President William Henry Harrison tomb site for them to tour. At the tomb, Fran had Verdin Clocks give a presentation of the sound of a carillon, which is an item of interest for our Riverfront Park. Within one week the Colonial Dames awarded the WHH Riverfront Park the Ohio Heritage Award and the grant monies that will be determined at a later date. COUNCIL’S OLD BUSINESS Dave Moorman read the first reading of Ordinance 2024-02 Authorizing the Placing of "NO PARKING" Signs in the Curve of Turnberry Drive in the Village of North Bend.

As advertised prior to this Council meeting, Council reviewed the 2025 Tax Budget. Council needs to approve the Resolution adopting the 2025 Tax Budget as prepared by Mr. Sollman. It will be submitted to the Hamilton County Auditor by July 20, 2024.
The Fire/EMS levy needs to be renewed in 2025. I request Council approve resolution to request the Auditor to certify funds as required by the Hamilton County Board of Elections.
We issued 4 purchase orders this month: #18-2024, Ohio Treasurer Josh Mandel, $5,775.50, for OPWC debt service loan payments; #19-2024, Bobcat Enterprises, $12,832.98, for Bobcat repairs; and #20-2024, Julius C. Howe Asphalt & Sealing Co., $17,963.00, for St. Annes road repair; #21-2024, Miami Township Trustees, $190,000.00, for 2024 Fire/EMS levy proceeds.
