MAYOR’S OPENING STATEMENT
Mayor Sammons read the Gettysburg Address.

MINUTES:
Mr. moved that the February 27, 2012 Minutes be accepted. Mr. seconded the motion. Motion carried 100%.

TREASURER’S REPORT:
Mr. Hartoin made motion to pay the bills. Mrs. Romweber seconded the motion. Motion carried 100%.

MAINTENANCE SUPERVISOR’S REPORT:
Mr. King reported the Department has been busy cutting grass, mulching and edging around the building and at the park.
Weed killer was sprayed in both large ditches by US50 and the grass cut. Weed killer was also sprayed around the guard rails on Cliff Road and Shady Lane.
A huge tree was uprooted and blocked Cliff Road. The road was closed for 24 hours for removal and cleanup.
The salt box was removed from the pick up truck
The flags were put on for Election Day.
Pot holes were patched on Harrison Avenue and the curb was cleaned from the Day Care on US 50 and St. Annes.

The annual Spring clean up is set for April 9 thru April 22. There will be a dumpster available but no hazardous materials will be accepted.
Mr. King was asked to try to remove the Harrison Tomb sign which was damaged. The sign will be repaired if possible or replaced.

GUESTS:
Ms. Kari Kuh introduced Kyle Wolfe who will speak later.

Mr. Howard Seaver (American Legion and Kiwanis Club) introduced the two Taylor High School students who were selected to attend Buckeye Boys’ State program. Braden Sullivan and David Webb then took part in a question and answer session between Council and themselves.

Mr. Seaver thanked the Mayor and Council.

Mr. Dave Moorman introduced Kyle Wolfe who is working on the Village website. Council is partnering with Taylor to involve students in the workings of the Village.

Mr. Moorman reviewed the project and Kyle gave a presentation on the next improved website update which is expected to be complete by May 1, 2012 with ongoing monthly updates. Mr. Moorman said the minutes would be on the website or possibly the meeting DVD. Mayor Sammons would prefer the DVD but if not would like the minutes posted. A multitude of items were suggested to be posted.

Mr. Tisch and Mr. Means gave a presentation on the proposed traffic signal at St. Annes and US 50. Mr. Reid from Bayer, Becker also participated. Mr. Reid, a traffic engineer, gave a proposal for a traffic light at St. Annes. They were requesting a letter of approval from the Village of North Bend. Mr. Reid said the traffic count is very close to warranting a light. Mr. Tisch discussed the placing of the light would greatly increase the possibility of obtaining tenants. Mr. Means stated UDF would have been interested if there was a traffic light previously. Pros and cons were discussed.

Mayor Sammons explained under the proposal there would be no cost to the village other than light maintenance. The Village must make the application thru JMA.
There will be a public meeting in April for public comment. Mr. Tisch said they would be in for 50% escrow which would make the chances of obtaining the light better.

Mrs. Romweber made some requests of Mr. Tisch regarding a verbal guarantee for a beautiful and well maintained development. They stated there can be no guarantees as properties are all for sale but they did promise an upscale development and council was reminded they have final approval over who goes into the centre.

POLICE REPORT:
Sgt. Daugherty reported there were 5 cases given to the detectives. There was no property recovered in February.
Mayor Sammons reviewed Taylor Avenue break ins. Mayor Sammons reported there were some heirlooms stolen and he asked Sgt. Daugherty look into it.

There is a Neighborhood Watch meeting scheduled for April 26, 2012 at 7:00 P.M. in Taylor High School Library.

FIRE REPORT:
Chief Ober reported there were 10 EMS runs and 2 fire runs in the Village in February.
Chief Ober reported their annual Fire Chiefs golf outing is scheduled for September 7. This is a memorial in honor of fallen fire fighters from this area. Fifty per cent will go to Shriner’s Burns Institute and fifty per cent will go back to the Chiefs.
They are currently accepting gifts for auction or cash donations.

THREE RIVERS SCHOOL DISTRICT:
Council will email Ms. Kuh with ideas for student groups available for community clean up. Mrs. Romweber has been meeting with Assistant Principal Ms. Duebber about student involvement with the Beautification of North Bend Committee.

Light, Water and Sewer
No Report

Maintenance
Mr. Hartoin reported the building applications for the permits for the council renovation had been applied for.
Mr. Hartoin asked council for permission to put the old dump truck up for bid. Law Director Mr. Reichert will investigate the procedures.
Mr. Hartoin has a meeting with a geo technical engineer regarding the water running across US50.
Police & Fire
Mr. Boll announced there would be a Neighborhood Watch meeting on April 26 at 7:00 P.M. to be held at Taylor High School Library.

Planning & Zoning
Mrs. Romweber reported she had attended meetings about sustainability and shared notes with Council.

Law & Ordinance
Mr. Moorman reported the committee met on March 12 regarding Village ordinances regarding rental policies. Mr. Reichert is drafting Ordinances for council’s consideration. Mr. Moorman said Cleves and Addyston already have codes in place.
Mr. Moorman said there are 24 registered rental properties with 80 units in North Bend.

Beautification
Mrs. Romweber stated the committee has an $875 budget. Mrs. Romweber reported that 6 new large Christmas snowflakes have been ordered. Mrs. Romweber would like to order 4 lighted wreaths at a cost of $1000. Mrs. Romweber made motion to purchase the wreaths for $1000. Mr. Hartoin seconded the motion. Motion carried 100%.

COUNCIL OLD BUSINESS:

LAW DIRECTOR OLD BUSINESS:
Mr. Reichert reported Mr. Addison is negotiating a settlement with North Bend.

MAYOR’S OLD BUSINESS:

COUNCIL NEW BUSINESS:
No new business

LAW DIRECTOR NEW BUSINESS:
Mayor Sammons reviewed the situation of the Sheriff’s Department budget being cut and there was discussion on the new contract. Mr. Hartoin made the motion to accept the new contract. Mr. Boll seconded the motion. Motion carried 100%.
Mrs. Romweber asked for permission to place a plaque on a tree at Sunset and St. Annes in memory of the Boggs family. Mrs. Romweber made the motion to spend $250 on the plaque. Mr. Boll seconded the motion. Motion carried 100%.
Mrs. Romweber reported she is working on the Property Code Violations letters.
Mr. Reichert said he needs Council’s authorization to file legal action in Hamilton county Municipal Court for court order to owners to correct the violations or to prevent occupancy and use of the premises until compliance.

MAYOR’S NEW BUSINESS REPORT:
Mayor Sammons reviewed an e-mail from Commissioner Hartmann announcing a "Shred Day) on April 21 2012 from 9:00 – 2:00 P.M. at U.C. Blue Ash College.
