Meeting was called to order at 7:00 P.M. by Mayor Sammons.

MAYOR’S OPENING STATEMENT
Mayor Sammons discussed the status of the NCAA basketball tournament and local high school play offs.
MINUTES
Ron Nunnery moved that the February, 2015 Minutes be accepted. Bill Welch seconded the motion. Motion carried 100%.
TREASURER’S REPORT
The Treasurer’s Report is available at the Village office.
PAY THE BILLS
Bill Welch made motion to pay the bills. Fran Romweber seconded the motion. Motion carried 100%.
MAINTENANCE SUPERVISOR’S REPORT
The Maintenance Supervisor’s Report is available at the Village office.
Mayor Sammons reviewed the salt situation. We used 200 tons of salt in 2014. This year we purchased and used 100 tons. North Bend has an additional 100 tons of salt remaining at Consolidated for this year’s use.
Rick Schultz talked about the benefits of installing the 600 feet of curbing on the East Harrison Avenue project. The cost would be an additional $15,000. Council concurred and Scott Sollmann will prepare a resolution as offered by Ron Nunnery and seconded by Fran Romweber. Motion passed 100%.

MAINTENANCE SUPERVISOR’S REPORT, Cont’d.
Dave Moorman brought up the ongoing issue of water coming down the hill from Eagles Cliff and running over Shady Lane. Dave says a "swale" could have been constructed by the contractor who repaved Shady Lane. Rick Schultz will follow up.
Dave Moorman asked about the tree cleanup on St. Annes . Cleves Water Works will address this issue later in the meeting.
Bill Welch asked about the Spring Clean Up and Rumpke only accepting yard waste. Marilyn will follow up.
POLICE REPORT
Sgt. Steers reported that there were 22 calls in February. One case has been assigned to a detective. Ron Hartoin questioned activity at 154 Harrison last Saturday. Sgt. Steers will look into it.
Fran Romweber brought up concerns about adolescents’ behavior at the park after dark. The park will be closed at dusk and she asked for police presence.
Sgt. Steers is moving to a new position and Sgt. Steve Raker will replace him for North Bend. It was mentioned to call either 513-825-1500 or 825-2280 for non-emergency incidents. Always call 911 for emergencies.
GUESTS
Rusty, with Cleves Water Works introduced Mr. Dan Schaefer, an engineer with Brandstetter Carroll. He spoke about a proposed water works fee increase from $1.00 to $3.00 per month for each North Bend household. The fee would pay for the repair and replacement of fire hydrants in North Bend. Rusty reviewed the recent situation with the fire hydrants. Most of them cannot be repaired, 75% of them need to be replaced. Mr. Schaefer discussed the need for the new hydrants; a copy of his handout is attached. There was a discussion by Council about the proposal and various other water issues. Shirley Smith made a motion to support the increase as proposed. Ron Nunnery seconded the motion. Motion carried 100%. Mr. Sollmann will prepare the Resolution.
Rusty mentioned that the tree on St. Annes will be cleaned up this week.
FIRE REPORT
Chief Ober stated that there were 4 EMS runs and 2 Fire details for the month of February.

Beautification – Fran Romweber
The Beautification Committee meeting was held March 14.
There was a review of the meeting that was held at 6:00p.m. tonight regarding the park shelter. Bill Welch asked Ron Nunnery to share his thoughts. Ron Nunnery feels the shelter is going to disturb the recent improvements to the park and it doesn’t fit aesthetically. It could also be a magnet for negative activities. There was a discussion on when the park should close and it was determined it should close at dusk.
After the discussion, Fran Romweber made a motion to proceed with the shelter. Ron Hartoin seconded the motion. A vote on the Resolution to proceed with the shelter was taken and votes were recorded individually. Dave Moorman-yea, Ron Nunnery-nay, Bill Welch-yea, Fran Romweber-yea, Ron Hartoin-yea, Shirley Smith-nay. The Resolution passed 4-2.

Resolution 2015-08 – Authorizing Expenditure for Renovation of Village Administrative Office. Resolution was previously passed and has been prepared and delivered to the North Bend office.
Resolution 2015-09 – Authorizing Acquisition of 464 Three Rivers Parkway from Melissa Fox.
Resolution was previously passed and has been prepared and delivered to the North Bend office. This property will be razed.

MAYOR’S NEW BUSINESS/ REPORT
North Bend’s Spring Clean Up is scheduled for Friday, April 10 – Sunday, April 26, 2015. A dumpster will be placed behind the Municipal Building. We will only accept yard waste.
OPEN TO THE FLOOR
Jeanette Allender, a resident who lives next to Lakeview Drive, has an issue with a neighbor’s tree that she states may fall on her house. Dave Moorman said if the tree is a potential public risk, North Bend could do something, but as it’s on private property, it’s between the homeowners. She says the problem with the tree originates with the caving in of the street pavement around it. Ron Hartoin will investigate with Ms. Allender.
Mr. Nathan Redding, a resident who has fixed his sidewalk asked if other sidewalks in the Village are going to be repaired. Dave Moorman is following up with a number of residents and will continue to survey the Village sidewalks. Dave Moorman invited Mr. Redding to submit addresses and information on sidewalks that need repair.
MAYOR AND COUNCIL ANNOUNCEMENTS, COMMENTS
Dave Moorman asked about the discussion at last month’s Council meeting regarding the sign at Mr. Pessler’s new business. Dave Moorman stated the sign is in violation of several North Bend zoning codes. Fran Romweber will follow up.
