Meeting was called to order at 7:00 P.M. by Mayor Sammons.

MAYOR’S OPENING STATEMENT
Mayor Sammons had no opening statement.
MINUTES
Fran Romweber moved that the February 28, 2022 minutes be accepted. Max Morgan seconded the motion. Motion carried 100%.
TREASURER’S REPORT
The first Annual Report is due April, 2022. We received the first half real estate taxes. We made the first payment for Taylor Avenue repavement.
The Treasurer’s Report is available at the Village office.
PAY THE BILLS
Bill Deters made a motion to pay the bills. Fran Romweber seconded the motion. Motion carried 100%.
MAINTENANCE SUPERVISOR’S REPORT
Steve reported they have been trimming back honeysuckle and tree limbs on Brower Road. They are in the process of cleaning the picnic tables and the exercise equipment at Presidential Park. The gazebo has been pressure washed as well. The two doors from Lowe’s were to be installed on March 24th. The records room door was installed, however, the front office door was damaged and returned. Steve met with Tristan VandeRyt of Ryt’s Landscaping regarding cutting and trimming the grass this season on U.S. 50 at north Miami and west to the overpass. Ryt’s Landscaping has taken over for Brennan Landscaping and has bid to cut and trim this property for $125 each week. This is an increase of $25.00. Dave Moorman stated we budgeted an annual amount of $5,040 for this project. He asked Steve to meet with Ryt’s Landscaping to propose this amount. Steve met with and signed paperwork with Northedge Steel regarding the installation of the pole barn located on Post Street. He expects construction to begin in April or May, 2022.

DEPUTY CLERK’S REPORT
Marilyn reported the paperwork for the Board of Elections is completed for the May 3rd, 2022 primary. I’m confirming dates for our tire recycling event with Keep Cincinnati Beautiful. We received $988.61 from the PEP grant. I’ll purchase the safety items discussed last month for our maintenance department. Our next
production at school. TRS students participate and compete in a business group. They are rated and this year are going to Nationals. TRS has a Financial Literacy elective class. It teaches students how to maintain a checkbook, mortgage and understand tax forms. In 2024, this class will be mandatory by the Ohio Department of Education. Max Morgan asked if TRS has Junior Achievement. Dr. Ault stated it’s a wonderful program, however, he doesn’t believe they participate in that program.
Dr. Ault stated they are keeping the lines of communication open with VISTRA and the future of the power plant. It is running at 90% efficiency. Mayor Sammons stated Duke will be constructing a sub-station in Cleves.

Light, Water & Sewer – Fran Romweber
Fran stated she is still working on the water issue on Sunset Avenue. Mayor Sammons stated Mike Rahall, Administrator of Cleves stated their engineer, JMA, stated the landslide issue caused the water main issue. Mayor Sammons stated JMA may not be aware of the history of this issue and it may be a conflict since JMA represents Cleves and North Bend. Fran and Doug did speak with Mr. Beck, Hamilton County Engineer to see what might be available to help resolve the issue.
Maintenance - Mr. Bonner
Joe and Steve visited the US50 landslide location and thought digging a trench, using corrugated pipe along with placing cement blocks to hold it might be a temporary fix. Mayor Sammons mentioned we may need to hire an outside company for this project as we do not have the equipment required for this job. Dave Moorman suggested we confirm who owns the property and whose responsibility is it to remediate the problem. Mayor Sammons asked Marilyn to contact JMA to verify the owner of the property and who they believe may be responsible.
Police & Fire – Mr. Deters
Bill and Mayor Sammons will attend a meeting with the Hamilton County Sheriff’s Department regarding the police contract on April 5th. Bill will report back to council.
Planning & Zoning – Ms. Bolser
Bev stated there was a Board of Zoning Appeals hearing on March 1, 2022 regarding property on Washington Avenue. The Board approved the variance. Bev also stated the annual CRA Report will be completed and filed this Wednesday, March 30, 2022.
Law & Ordinance - Mr. Morgan
Regarding the fallen tree on St. Annes, Max is talking with Drew Macke, Aston Oaks Golf Course, to remove the remaining portion of the tree from the property. Max also sent a certified letter to the owner of the property with the broken concrete slab on St. Annes. We should hear from them soon. Max also met with our We Thrive representative, Nicole Key, and stated we are moving forward with North Bend’s assessment and pathways.
Beautification – Fran Romweber
Fran stated renovations will begin soon on the President William Henry Harrison Memorial site. The Harrison-Symmes memorial Foundation and the Village of North Bend petitioned for monies for the repairs to the memorial. Fran asked Marilyn to check on when these renovations will begin. Bev Bolser stated the stone walkway at Congress Green cemetery is all grown over and asked if they could address this issue.
Regarding the river view update, Fran has written letters to Mr. Hunter, Mr. Keffer and Mr. Fowler of Genesee & Wyoming Railroad to ask permission and assist with the cost of felling trees by Consolidated Terminal. Fran is actively asking for grants for this project.
Mayor Sammons stated Mr. Joe Abner, Congressman Chabot’s office, contacted him and asked about any projects we may want to submit for federal monies. Mayor Sammons is submitting the Riverfront Development Plan.

Regarding the Employee Manual review, Scott will receive all corrections or suggestions from council over the next month and a discussion of the changes will be our topic at our April 25th council meeting.

COUNCIL’S NEW BUSINESS
Dave Moorman stated Rumpke will hold a meeting on Wednesday, April 6 at 9:00am at the Whitewater Township Community Center. They will be increasing their production of 100 tons of waste per day to 1,500 tons per day. The League of Women Voters and We Thrive are among those organizations opposing Rumpke’s expansion of the Bond Road site.
LAW DIRECTOR’S NEW BUSINESS
Joe Bonner made a motion to declare Resolution 2022-11 an emergency and to dispense with the requirement that this resolution be read on three separate days and be adopted upon its first reading. Bill Deters seconded the motion. Motion carried 100%.
Joe Bonner made a motion to adopt Resolution 2022-11 Approving Participation in Region #2 Governance Structure under the OneOhio Memorandum of Understanding. Fran Romweber seconded the motion. Motion carried 100%.
Fran Romweber made a motion to declare Resolution 2022-12 an emergency and to dispense with the requirement that this resolution be read on three separate days and be adopted upon its first reading. Joe Bonner seconded the motion. Motion carried 100%.
Joe Bonner made a motion to adopt Resolution 2022-12 Authorizing the Mayor to Execute a Contract on Behalf of the Village of North Bend Agreeing to Updated Terms and Modifications of the Intergovernmental Contract Required to Remain a Member in the Public Entities Pool of Ohio. Fran Romweber seconded the motion. Motion carried 100%.

Scott Sollmann requested council go in to Executive Session to discuss employment and compensation of public employees and public officials.
At 8:38pm, Joe Bonner moved that council go into Executive Session in accordance with Ohio Revised Code 121.22(G) (1) to discuss employment and compensation of public employees and public officials. Bill Deters seconded the motion. Motion carried 100%.
Councilpersons and Law Director Sollmann participated in Executive Session until it concluded.
At 8:45pm, Fran Romweber made a motion to adjourn Executive Session and resume the regular meeting. Bill Deters seconded the motion. Motion carried 100%.
