Joe Bonner moved that the February 24, 2025 minutes be accepted. Bill Deters seconded the motion. Motion carried 100%. (5-0)

Joe Bonner moved that the March 11, 2025 Special Meeting minutes be accepted. Bill Deters seconded the motion. Motion carried 100%. (5-0)

TREASURER’S REPORT

Bill Deters made a motion to declare Ordinance 2025-03 an emergency and to dispense with the requirement that this ordinance be read on three separate days and be adopted upon its first reading. Joe Bonner seconded the motion. Motion carried 100%. (5-0)

Bill Deters made a motion to adopt Ordinance 2025-03 Third Amendment to the Annual Appropriations for 2025 Fiscal Year. Joe Bonner seconded the motion. Motion carried 100%. (5-0)

MAINTENANCE SUPERVISOR’S REPORT

Nate talked about how kids damaged the lids of our playground trash cans. He was able to reshape the lids and secure them to the trash cans. A large truck broke down at the corner of Taylor and Miami Avenues; Nate helped them with this issue. Nate stated he can save the village money by doing some of the preventive maintenance on the tractor and zero-turn mower. Nate also removed fallen trees on Brower Road, Miami Avenue and Turnberry Drive. Fran spoke about the graffiti around the village and overpass.

DEPUTY CLERK’S REPORT

Marilyn reported that there is a larger America 250-OH group of communities that are meeting regularly and we have become part of that group. We will be advised if we are awarded the America 250 $5,000 grant on April 15th. The 2024 CRA report was filed on March 3rd. Our We Thrive meeting is April 2nd. There is a Community Engagement Session regarding the new library on April 3rd. Our former mayor and councilwoman, Shirley Smith, passed away in March and her daughter would like to place a bench at our playground in her honor. I attended the CAP meeting in March and INEOS will be finishing up current projects through early 2027. Superintendent Ault advised everyone that he is retiring in July, 2025 and Mr. Tim Sies is the new Superintendent of Three Rivers School. We filed a claim with Allstate Insurance Company regarding a car accident on Route 50 that destroyed our banner poll and accessories. We have a contract for Edinburgh Place Condominiums for their hanging flower baskets for the 2025 season.

POLICE REPORT

Sgt. Carney stated there were 37 calls for service for the month of February. There was one criminal report and no auto accidents. Mayor Sammons stated we now have a contract confirmed with the Hamilton County Sheriff’s Department through 2029.

GUESTS

Dr. Rebecca Wingo, Director of Public History, University of Cincinnati, spoke about the proposed "Wyandot Removal Trail" Ohio Historical Marker at the William Henry Harrison Riverfront Park. Dr. Wingo spoke about the Wyandot Nation, giving their history and their remarkable relationship with President William Henry Harrison. Mark Weadick made a motion for Mayor Sammons to sign the Owner Permission letter. Fran Romweber seconded the motion. Motion carried 100%. (5-0) Mark Weadick made a motion for Mayor Sammons to sign the Maintenance Commitment letter. Fran Romweber seconded the motion. Motion carried 100% (5-0). Mayor Sammons read and signed the Owner Permission letter and the Maintenance Commitment letter.

FIRE REPORT

Noone from Miami Township Fire Department attended our meeting. Bill Deters read the report. There were 13 EMS runs and no Fire details for the month of February.

THREE RIVERS SCHOOL

Dr. Ault was unable to attend because of a family emergency.

Joe Bonner made a motion to declare Resolution 2025-12 an emergency and to dispense with the requirement that this resolution be read on three separate days and be adopted upon its first reading. Bill Deters seconded the motion. Motion carried 100%. (5-0)

Joe Bonner made a motion to adopt Resolution 2025-12 Authorizing the Mayor to Execute a Contract on Behalf of the Village of North Bend with the Edinburgh Place Condominium Unit Owners Association. Bill Deters seconded the motion. Motion carried 100%. (5-0)

Joe talked about repairing Turnberry Drive. He stated the quote he received from Tischbein is twice as much as the quote from Julius Howe Company regarding the water drainage issue. Joe and Nate thought it would be best to have a thicker underlayer of the asphalt and forgo the French drain water repair; they thought adding additional asphalt would manage the water issue.

Joe stated we have received another complaint on Lakeview Drive. He stated this catch basin/water issue is located on a private drive and North Bend is not responsible for that portion of the road. Mayor Sammons asked Nate to get a quote to repair this issue on Lakeview Drive.

Joe and Nate met with ODOT regarding road repair issues on US 50. They stated North Bend is responsible for repairing all portions of US 50, however, ODOT agreed to repair the portion of US 50 at Shady Lane as this area was an issue prior to the new guidelines being implemented.

Joe looked at the sidewalk issue at 20 Taylor Avenue and he will condemn that portion of the sidewalk. Nate will get an estimate to correct this issue.

Police & Fire – Mr. Deters

Bill Deters made a motion to declare Resolution 2025-11 an emergency and to dispense with the requirement that this resolution be read on three separate days and be adopted upon its first reading. Fran Romweber seconded the motion. Motion carried 100%. (5-0)

Bill Deters made a motion to adopt Resolution 2025-11 Authorizing Mayor to Execute Fire and EMS Contract with Miami Township, Hamilton County, Ohio Effective 1/1/2025 through 12/31/2029. Joe Bonner seconded the motion. Motion carried 100%. (5-0)

Planning & Zoning - Mrs. Bolser

Bev advised all council members to review the Model Zoning Code prior to the Model Zoning Code Hearing on April 28, 2025 at 6:00pm, (during our council meeting). Please send any changes to Bev by April 25, 2025. Bryan Snyder (Hamilton County Planning & Development) will also be in attendance on April 28, 2025.

Law & Ordinance - Mr. Weadick

Mark asked Nate to get an estimate to correct the mud and water sidewalk issues at 20 Taylor Avenue and we will present this to the owner. The new owner of 108 Symmes Avenue stopped in the office to let us know of the purchase contract with the previous owners.

Beautification – Mrs. Romweber

Fran spoke about America 250-OH. Liz Rosenacker joined our team; Fran, Liz and Marilyn participated in the meeting on March 31. We are planning a project involving the history students of Three Rivers School and Congress Green Cemetery.

Fran talked about the Colonial Dames Heritage Award. The Heritage Award check will be mailed before April 30 and will finance the carillon at the WHH Park. Mayor Sammons and Fran will attend the Colonial Dames’ annual luncheon on May 8 to receive the award.

Scott stated we should expect to hear about the formation of our 501(c)(3) within the next two months.

MAYOR’S NEW BUSINESS/ REPORT

Mayor Sammons advised council companies that want or need to do business in the village pay a permit fee. He asked council if we could place those permit fees in the CIC account as a way to show our dedication to the WHH Riverfront Park. Please think about this option and we can discuss at our April 28th council meeting.

OPEN TO THE FLOOR

Ron Nunnery, 32 Taylor Avenue, North Bend, asked about the Glen Eagles Development on St. Annes. Has the developer responded to the possibility of neighbors purchasing the property? Mayor Sammons stated he has not heard from the developer.

He also asked about what was being done about the mud/water issue on the sidewalk at 20 Taylor Avenue. He asked that something be done to correct the issue as it presents a problem to residents. Ron Nunnery also talked about the issues at 108 Symmes Avenue.

Mr. Weadick stated Scott Sollmann will draft a letter to the owner of 20 Taylor Avenue addressing the sidewalk issue. Mark stated there’s a new owner of 108 Symmes and he advised us he’s planning to renovate the property. The property is currently going through Probate Court, however, the closing for the property will take place soon after the probate process.

MAYOR AND COUNCIL ANNOUNCEMENTS, COMMENTS

Our next council meeting is Monday, April 28, 2025 at 6:00pm.

The Model Zoning Code Hearing is Monday, April 28, 2025 at 6:00pm during our council meeting.

MAYOR’S FINAL COMMENTS

Mayor Sammons spoke about the 2mil Fire and EMS Services levy we have placed on the May 6, 2025 ballot. The 2mil levy will raise $103,000 needed for FIRE/EMS services provided by Miami Township. Mayor Sammons reached out to Green Township and Whitewater Township for a comparison quote and both townships refused to give us a quote.

Mayor Sammons stated he believes Green Township has a 12mil levy in place and Delhi Township has a 15mil levy for Fire/EMS services. Miami Township residents benefit from TIFF monies which lowers costs.

Dave Moorman will attend the Aston Oaks Homeowners Association meeting and present the facts of the levy to residents in attendance.

We will be advised April 15th if we have received the $5,000 grant.



The 2024 CRA report was filed March 3, 2025. The due date was March 31, 2025.


Our We Thrive meeting will be held Wednesday, April 2, 2025 at 1:00pm in North Bend’s council hall.




Carrie Bernard, Manager of the Miami Township Library advised us that there will be a Community Engagement Session Thursday, April 3rd, 5:00p-6:30pm to learn more about the new library. They will feature a presentation followed by a discussion. See attached.

CAP meeting was March 10th. INEOS will be at that location finishing up current projects until the beginning of 2027. Superintendent Ault advised everyone that he is retiring as of July, 2025. His replacement is Mr. Tim Sies, former Superintendent of Clermont NE.
