MAYOR’S OPENING STATEMENT
Mayor Sammons recognized the sacrifices made by current and past servicemen and women. Mayor Sammons then read President Abraham Lincoln’s 2nd inaugural speech.

MINUTES:
Mr. Welch moved that the April 30, 2012 Minutes be accepted. Mr. Hartoin seconded the motion. Motion carried 100%.

TREASURER’S REPORT:
Mr. Boll made motion to pay the bills. Mr. Nunnery seconded the motion. Motion carried 100%.

MAINTENANCE SUPERVISOR’S REPORT:
Mr. Manning reported new locks were put on all doors.
The bushes were trimmed in front of the building and brush was cut on US 50.
The department cut grass around the building, Cliff Road, Shady Lane and from corporation line to corporation line on US 50.
The drains were worked on at Symmes Avenue and the ditches weed eated on US 50. The roof on the maintenance building was cleaned off and concrete companies were called and asked for bids. Called Haag Ford and met with a gentleman from that company. Met and spoke with a detective.
Repaired potholes in the Village and replaced a Dead End sign on Harrison Avenue.

Picked up 3 tons of rock to repair a hole in Cliff Avenue and all streets in the Village were cleaned.
Received a call about a downed tree on Brower Road, it was immediately removed.

POLICE REPORT
Sgt. Daugherty reported there were no investigations in April.
Mr. Hartoin observed on Saturday, May 19 at 4:30 P.M. 2 officers at 154 Miami and one sheriff’s vehicle was still there at 5:30 P.M. that same evening. Sgt. Daugherty will get a copy of the report.

GUESTS:
None

FIRE REPORT:
Chief Ober reported there were 4 Fire Details with no issues and 13 EMS runs in the Village. The Department is checking all fire hydrants and the repairs are the responsibility of Cleves Water Works.
Chief Ober stated that the sirens will now go off only at a tornado WARNING and that these sirens operate individually. Regarding the placement of sirens – all sirens need to be on public property. The siren at St. Joe’s Church will be decommissioned when the school moves.

THREE RIVERS SCHOOL DISTRICT:
Mayor Sammons reported there was a review of the Field of Dreams at the CAP meeting and 2.5 million dollars are needed. If the field is not ready when the new school opens, the team may be playing all games away.

COMMITTEES:
Finance
Mr. Welch reviewed the scheduled meeting with Ms. Cindy Oser, Miami Township Fiscal Officer.

Light, Water and Sewer
Mr. Nunnery reported the Cleves H20 line project was completed way ahead of schedule and that they are now working on punch list items. Mr. Nunnery will be following up.

Maintenance
Mr. Hartoin reported we have 2 bids so far for the repair of the sidewalk at St. Annes in the range of $2000 - $4000 and we are currently waiting for a third bid.
Mr. Hartoin asked for approval to buy a John Deere Walk behind mower. Mayor Sammons looked at a used one at John Deere but the maintenance department requests a hydrostatic model. Mayor will get bids for a 36" model in the price range of $3000 - $6000.
Mr. Reichert will prepare a Resolution for mower not to exceed $6000. Mr. Hartoin moved the purchase of a mower not to exceed $6000. Mrs. Romweber seconded the motion. Motion carried 100%.
The bids for the 1999 dump truck (the ad was listed in the Enquirer) will be opened at the June 25, 2012 meeting.

Regarding the council hall remodel, Hamilton County is close to approving the plans and council may need to meet at the Miami Township Administration building if demolition and construction interferes with meeting schedules.

Police & Fire
Mr. Boll reported the Neighborhood Watch group is currently on hold and urged residents to watch the board and check the website for meeting information.

Planning & Zoning
Mrs. Romweber met with Mr. Dick Weber about current citations and she reported she gave Mr. Weber a copy of the current code.

Law & Ordinance
Mr. Moorman stated Mr. Dick Weber’s first day on the job will be May 22, 2012. He will be in the office on the 1st Tuesday of each month starting in June (12 month contract).
Mayor Sammons met with Mr. Weber to confirm his access to the building etc and procedures.
Mayor Sammons will be meeting with Mr. Weber on May 22nd, 2012.

Beautification
Mrs. Romweber states the Minutes of the Beautification committee’s meeting on Saturday May 19, 2012 have been published.
Mrs. Romweber requested $1000 for additional Christmas decorations. Mrs. Romweber made the motion. Mr. Hartoin seconded the motion. Motion carried 100%. The monies would be for landscaping, installation and electricity for operation. There was discussion about the future and need for beautification. In addition to two more Christmas decorations the monies granted to that Committee will be used for landscaping the Harrison sign on US 50.

COUNCIL OLD BUSINESS:
None

LAW DIRECTOR OLD BUSINESS:
Mr. Welch made motion to accept Resolution No. 2012-13 Resolution Authorizing the Mayor to sign an agreement for Sharing in the Rental Expense for Equipment needed for Conveyance of road Salt into village Road Treatment Trucks with the maximum amount of $1050. Mr. Boll seconded the motion. Motion carried 100%.
Mr. Welch made motion to accept Resolution No. 2012-14 Resolution Authorizing the Adoption of an Alternative Method of Apportioning the Local Government Fund. Mr. Moorman seconded the motion. Motion carried 100%.
The Mayor asked for comments on the proposed light installation at St. Annes and then reviewed the Special meeting.
Former Clerk Ms. Sheryl Ross is in favor of the light and said it is needed for further development and will bring in employment.
Former Mayor Ms. Shirley Smith is in favor also and also is in favor of a light at Miami Avenue and US 50. Mayor Sammons praised the openness and public meetings for this issue for its transparencies. Mr. Hartoin seconded what the Mayor said and appreciated the public input.

Mr. Welch recognized Mrs. Romweber’s efforts in this matter and Mrs. Romweber explained her feelings. She said her constituents are saying they do not want to be rushed into this decision saying there is not enough information forthcoming from the center owner. There was a 5-6 page petition.
Mr. Boll said all know there was a center there when they bought and built and we need this to develop the center and the Village.
Mr. Nunnery said they were not really voting on a light or not, just a request. The State will make that decision. Mr. Welch stated they would be voting to facilitate or not this to happen.
Mayor Sammons said this vote is needed for the light application to be submitted.
Mr. Boll made motion to accept Resolution No. 2012-15 Resolution authorizing the Village Engineer to prepare a LTIP grant for widening US50 and traffic Light Installation at St. Annes.
Mr. Nunnery seconded the motion. Motion failed 4-2, Mr. Welch Nay, Mrs. Romweber nay, Mr. Hartoin nay, Mr. Moorman nay.
There was discussion of ODOT’s denying responsibility for the water on US 50. The village Engineer suggests stop gap measures to prevent this.
Mr. Hartoin suggested a solution as installed at Hillside and Dart Avenue and this would also help the sidewalk coverage of mud etc.
Mr. Moorman asked about grants to fix this, LTIP and SCIP grants were suggested. Mr. Hartoin said he will discuss this with Dan Schoster.

MAYOR’S NEW BUSINESS REPORT:
Mayor Sammons reported that the Harrison/Symmes Museum would be open this coming Memorial Weekend Saturday and Sunday 10:00 A.M. – 2:00 P.M. and Monday until the parade.
Mayor discussed the Asian Longhorn Beetle. There is a brochure on the Ohio Department of Natural Resources Website if anyone needs more information.
Mayor Sammons reported that the Hamilton County Recycling Program for computer and tv disposal is in Evendale. There is more information on the Village website.
Monday May 28, 2012 will be the 91st Memorial Day Parade in Cleves. The parade starts at 9:30 A.M.
