Meeting was called to order at 7:00 P.M. by Mayor Sammons.

MAYOR’S OPENING STATEMENT
Mayor Sammons said a few words about Memorial Day and thanked veterans for their service. He also read two letters written by President Lincoln, one of which was to a mother of five sons who lost their lives in the war.
Mayor Sammons also talked about Dr. Robert E. Hamilton, a North Bend resident and Vietnam veteran who was inducted into the Military Hall of Fame in Columbus, Ohio. He was awarded fifty air medals along with many other accolades.

Shirley Smith moved that the April 25, 2016 Minutes be accepted. Ron Nunnery seconded the motion. Motion carried 100%.

There was a discussion regarding the road repairs at Eagles Cliff in Aston Oaks. Ron Hartoin would like JMA to be involved to get it resolved.

DEPUTY CLERK’S REPORT

POLICE REPORT
Sgt. Raker reported that no cases were assigned to detectives for investigation for the month of April. One assigned case was closed by detectives. One criminal report was issued at 154 Miami Avenue for possession of a hypedermic needle.
There was $10,000 in stolen property recovered by detectives during April.

Finance - Mr. Moorman
Dave Moorman gave a comprehensive slide presentation on North Bend’s road maintenance and it’s financing. It is his finding that, assuming the current level of Road Maintenance Reserve funding continues, North Bend would not need to place a road levy on the November- 2016 ballot. Tim Boll talked about a fire hydrant on Congress Green and its location in regards to resident’s homes. Chief Ober did not attend the meeting tonight and we need his input regarding relocating the hydrant or is the present location of the hydrant good for Miami Township fire trucks to gain access if needed.

Ron Nunnery stated there is a resident on Three Rivers Parkway that has two inoperable cars remaining on their property after a notice was sent to them. A citation will have to be issued.

Beautification – Fran Romweber
The Beautification Committee meeting was Saturday, May 7. We are in the process of receiving bids for lighting, adult exercise equipment and stonework for our shelter pillars for our playground grant of $30,000. We will also add signage to the park. On June 14, Fran will attend a Hamilton County Public Health, "We Thrive" meeting. On June 17th, Kim Chelf our HCPH representative will hold a meeting here regarding our pathway change tools.
Our volunteers planted flowers on May 7th. The colors of flowers in our hanging basket will look great through fall. A U.S. banner was stolen from Brower Road. We will replace that banner along with ordering 8 additional Christmas banners.
COUNCIL’S OLD BUSINESS
Fran mentioned the Three Rivers School Ready Fest on Thursday, August 4 from 4:00pm – 7:00pm on school premises. If anyone would like to donate their time to man our booth, we would appreciate it. All are welcome.

Mayor Sammons read a letter from ODOT to North Bend stating they will be repaving eight miles of Three Rivers Parkway in 2018; one mile of which is in North Bend. Mayor Sammons talked about our Riverfront Project and how this will tie in with that project.

TREASURER’S REPORT
May 31, 2016
To Council Members for Your Information and Review
I having been working for the last 5 weeks on learning the Village’s accounting software, the tax budget and reconciling February through April bank statements. While keeping May current. Expense and revenue has been received and entered, but account balances may change due to appropriate account posting corrections. I have spent numerous hours online learning the UAN software, but required training has not been completed. Thanks to Cindy Oser, Miami Township Fiscal Officer, for coming to the office twice to assist me. As of this date, we have not received our 2016 property tax revenue. I will contact Hamilton County next week for status.
We wrote one purchase order this month which I will be asking council to approve with three signatures at the this meeting:
$200.00 for local mileage for the Deputy Clerk.

MAINTENANCE REPORT May 31, 2016 Rick Schultz
Beautification Committee planted flowers in planters and maintenance has placed them throughout the Village along with the post and banners. Picked up hanging baskets and put them in place. Maintenance crew also planted flowers in beds throughout the Village.
Mowing and trimming in full swing.
Line painting started in Village.
Completed retaining wall along Post Road.
- Moved drain line for future catch basin in concrete driveway.
Bids for driveway upgrade? 2016 budget, $6,500.
Paving on Summit Road to begin mid-June.
New garage doors approved in 2016 budget will be installed June 13 and 14.
Discussion regarding road repairs at Eagles Cliff in Aston Oaks.
We were able to install an instant water heater that will save North Bend $300 to $400 per year.
DEPUTY CLERK’S REPORT May 31, 2016 Marilyn Kramer
Veteran’s Memorial Paver Program - We will be accepting orders for customized 4" x 8" pavers to be placed at our Veteran’s Memorial Walkway. The cost is $25.00 per paver. Total of three lines per paver with 13 letters per line (including commas, periods and spaces).
Three Rivers School Ready Fest is Thursday, August 4, 2016 on school premises from 4:00-7:00. Please attend or donate an hour at North Bend’s booth to promote a drug free community.
Congressman Steve Chabot came here for his Neighborhood Office Hour. Several residents attended a one-on-one with Congressman Chabot. Thank you to Fran and Dave for attending. Donuts and coffee were enjoyed by everyone.
Our spring cleanup and tire recycling program was very successful.
Our old copier, printers and computers will be recycled with Rumpke next month. There is a $75.00 transportation fee and a .25 per pound cost.
North Bend’s Wellness Committee will be meeting Friday, June 17th from 9:00am – 11:00am. Kim Chelf, our We Thrive representative, will conduct the revised Change Tool program.
We will be getting estimates for the five sidewalk lights for the playground, cost of stonework on the shelter pillars and four pieces of adult exercise equipment. This will be paid for with our $30,000 block grant from Hamilton County.
Ron Nunnery and I will be meeting in June regarding the three-year Rental permits.
Bev Meyers has asked again for volunteers to man President William Henry Harrison’s Tomb on July 4 and Labor Day weekends. You would handing out bottles of water and welcoming visitors our Village. Please let me know if you are able to participate.
