Meeting was called to order at 7:00 P.M. by Mayor Sammons.

MAYOR’S OPENING STATEMENT

Mayor Sammons stated he is thankful that businesses are now opening amid the Coronavirus pandemic. He reported that North Bend has no positive cases of COVID-19.

MINUTES

Fran Romweber moved that the April 27, 2020 minutes be accepted. Bill Deters seconded the motion. Motion carried 100%.

TREASURER’S REPORT

The Treasurer’s Report is available at the Village office.

PAY THE BILLS

Ron Hartoin made a motion to pay the bills. Shirley Smith seconded the motion. Motion carried 100%.

POLICE REPORT

Sgt. Raker has been assigned to North Bend once again and Mayor Sammons welcomed him back. Sgt. Raker reported there were 24 calls for service for the month of April. There were no criminal reports. There were two auto accidents investigated. During this period, the Sheriff’s Office was still under COVID-19 operating procedures and response was limited to priority details.

FIRE REPORT

Chief Ober reported there were 5 EMS runs and one fire detail for the month of April. The fire detail was an open burn which is not permissible in the Village. The fire department is still doing drive-by parades upon request. Open bids for the new firehouse will open July 1, 2020 and they should break ground in September, 2020. Chief Ober mentioned that three out of 16,000 residents in Miami Township tested positive for COVID-19. The Community Center project is underway. The design for the roundabout located at Shady Lane and Bridgetown Road is confirmed so that project will be moving forward.

Fran Romweber requested a report showing drug overdose numbers from 2016 – present in North Bend. Chief Ober reported these numbers with regards to our EMS disbursing NARCAN; 2016-36; 2017-45; 2018-27; 2019-19, and 2020-3 to-date.

Finance - Mr. Moorman

Dave Moorman gave a handout and discussed the 2019 Ohio State Audit Finding Status. He reported we are making good progress with the State’s requests. Please see the handout.

Police & Fire – Mr. Deters

Bill Deters updated council with information regarding our police contract with the Hamilton County Sheriff’s Office. We are talking with Miami Township and the Village of Cleves regarding all three jurisdictions, with a 60/30/10 or 56/33/11 percent of costs. The Village of Addyston is not interested in joining at this time. We should know more by the end of the week.

Law & Ordinance - Mr. Bonner

Joe Bonner has not had any high grass issues this season.

Beautification – Fran Romweber

Fran Romweber spoke about the grant we received from the Marge and Charles J. Schott Foundation for the felling of trees obscuring the view of President William Henry Harrison’s monument site. She stated there may be issues with the Ohio History Connection, however, we will meet with them and determine if the larger trees on their property can be removed without the cost of an archeologist, as well as removing the large trees on North Bend’s property.

COUNCIL’S OLD BUSINESS

Dave Moorman discussed our Public Safety Levy with a slide presentation. He stated North Bend needs a permanent source of funding for police costs rather than those costs coming out of our general fund and we must have an educated campaign. He stated North Bend has an average of 395 runs per year. Ron Hartoin is in agreement, but thought the timing is unfavorable. Bill Deters stated no community pays for police thru their general fund. Mayor Sammons is in agreement of the levy in the amount of 2MIL. It was decided that we will discuss this further at the June 29th meeting when we have more details.

Dave also spoke about the maintenance supervisor’s position transition. Rick Schultz will be retiring July, 2021. He’s recommending North Bend employ one full-time supervisor, one part-time employee and one seasonal employee. Dave discussed hiring the new employee while Rick is still employed so he can mentor him first hand. We may also have to take in to consideration health care options for the new, full-time employee.

TREASURER’S REPORT

To Council Members for Your Information and Review



The Tax Budget is due by July 20, 2020. Please send me and Dave Moorman any large or capital expenditures expected or being considered for 2021. The budget will be prepared and advertised as a special meeting just prior to the June 29 meeting.



On your desk are a millage calculation spreadsheet for discussion and updated audit compliance spreadsheets per Mr. Moorman’s request.

We issued 3 purchase orders for Brennan Landscaping, $3,500.00, for trimming/cutting US 50, Public Entities Pool of Ohio, $9,564.00, for our 2020 liability insurance premium, and Hamilton Co. Regional Planning Commission, $5,000.00, for our 2020 grant installment payment.



Distributed to council members this month are the following reports:

Showing money in/money out and the check book balance

· Payment and charge Register Report:

Includes all checks & automatic payments taken directly from our checkbook since last Council Meeting

· Receipts Register Report:

· Fund Status Report: Shows amount left in each fund as of date of this Council

MAINTENANCE SUPERVISOR’S REPORT May 18, 2020 Rick Schultz





- Harrison Avenue project is 99% finished. The punch list is attached of items to be completed. JMA will sign off on these when finished.



- New watering system for hanging baskets is complete. The baskets will start to go up tomorrow. We started distributing the ground planters today and will finish tomorrow.





- Mulching is completed.





- Water issue on Taylor is fixed ---Pipe is already in place.





Deputy Clerk’s Report May 18, 2020 Marilyn Kramer







- Our We Thrive Wellness Committee meeting will be Friday, June 12 at 9:30am. (This may be a virtual meeting)





- Our tire dumpster event is scheduled for June 5 – June 15th. The dumpster will be located in the maintenance department’s driveway. This event is for TIRES only.

We will have a yard waste recycling event in the fall.





- We’ve had another complaint regarding loud motorcycles on Washington, Symmes and Taylor Avenues. The same person also complained of loud noise from large trucks passing through the village. I’m asking that we place signage stating, “NO THRU TRUCKS” on Brower so tickets can be written as the company is not complying with our directives.





- I’d like to establish a meeting date of July 27th at 6:15pm for the Records Retention Committee. Over the next two months, I’ll get together with Scott and other members to try to establish the pertinent titles that apply for North Bend to present at the meeting. I’d also like make a decision about fire proofing the records room.





- I’ve asked Chief Ober to give available dates in September/October for North Bend’s CPR/First Aid Safety day for North Bend residents.
