Meeting was called to order at 7:00 P.M. by Vice Mayor Ron Hartoin.

MAYOR’S OPENING STATEMENT

Vice Mayor Hartoin commended the Village staff on their dedication to the North Bend community. He also commended Village Council on how well they work together for the good of the Village.

MINUTES

Joe Bonner moved that the April 26, 2021 minutes be accepted. Shirley Smith seconded the motion. Motion carried 100%.

TREASURER’S REPORT

Dave Moorman stated that the Records Retention Committee submitted the Village Schedule to the Ohio History Connection and it was approved. There was no further discussion.

Fran Romweber made a motion to adopt Resolution 2021-16 Adopting Village of North Bend Records Retention Manual. Joe Bonner seconded the motion. Motion carried 100%.

Dave Moorman gave a presentation on requesting the Hamilton County Auditor to certify the dollar amount for 5.0 mill replacement versus a renewal levy. After a discussion, Council decided to submit both requests to the auditor.

Ron Hartoin made a motion to adopt Resolution 2021-18 Requesting the Hamilton County Auditor Certify Dollar Amount for 5.0 Mill Levy. (As a Renewal Levy). Dave Moorman seconded the motion. Roll Call Vote: Fran Romweber-Aye, Dave Moorman-Aye, Ron Hartoin-Aye, Joe Bonner-Aye, Bill Deters-Aye, Shirley Smith-Aye.

Ron Hartoin made a motion to adopt Resolution 2021-19 Requesting the Hamilton County Auditor Certify Dollar Amount for 5.0 Mill Levy. (As a Replacement Levy). Dave Moorman seconded the motion. Roll Call Vote: Fran Romweber-Aye, Dave Moorman-Aye, Ron Hartoin-Aye, Joe Bonner-Aye, Bill Deters-Aye, Shirley Smith-Aye.

Joe Bonner made a motion to pay the bills. Bill Deters seconded the motion. Motion carried 100%.

MAINTENANCE SUPERVISOR’S REPORT

The maintenance staff is continuing to cut back honeysuckle. The flowers and planters were in place last week; they will finish planting this week. They finished cleaning the concrete surface and picnic tables at the park. Someone defaced the tables and play equipment with graffiti. Because of the security cameras, Rick knows the persons responsible and is handling it.

DEPUTY CLERK’S REPORT

Marilyn stated that she and Marty have been copying and scanning all the information requested by the auditor. The Hamilton County Mobile Vaccine Van was in North Bend on May 17th between 10:00am – 12:00pm. They vaccinated six residents. Our Spring Clean-Up event ended May 10th and our Tire Recycling Event ended May 24th.

POLICE REPORT

Sgt. Schlasinger reported there were 53 calls for service for the month of April. This included one criminal report and one non-criminal report. There were no auto accidents and no stolen property was recovered.

GUESTS

Mr. Ralph Veppert, Army Reserve Ambassador in Ohio for Chief of Army Reserve. Mr. Veppert gave a presentation on the US Army Reserve. Their mission is to provide combat-ready units and soldiers to the Army and the Joint Force across the full spectrum of conflict.

FIRE REPORT

No Report.

THREE RIVERS SCHOOL

Superintendent Mark Ault reported the last day of school is May 27, 2021. There are 170 seniors graduating. Graduation will take place at the CINTAS Center and this allows each graduate eight family members to attend the ceremony. Three Rivers School performed a play at Music Hall. Their softball team won the league championship. Their summer programs have 1,100 educational slots and they have all been filled. The 2021-2022 school year will begin August 9, 2021 for staff to report and August 11, 2021 for students.

Ron stated we are still in the process of hiring for the Maintenance Supervisor’s position.

Police & Fire – Mr. Deters

Regarding our police contract, Bill has spoken with Capt. Butler. Capt. Butler stated that he has done some additional work that Hamilton County Sheriff’s Office requested, however, Bill has not heard back from Capt. Butler.

Planning & Zoning - Mrs. Romweber

Law & Ordinance - Mr. Bonner

Joe stated we received a complaint from a resident on Washington Avenue regarding neighbors leaving their garbage cans at the curb all week. He asked council to discuss this issue and had Scott Sollmann draw up a resolution regarding some guidelines. Ron Hartoin read the first reading for Resolution 2021-17 Establishing Guidelines for Garbage/Waste Collection and Trash Cart/Garbage Can Placement in the Village of North Bend.

Joe reported there was a complaint regarding the debris and waste material in the backyard of a residence on Washington Avenue. He sent a Violation Notice to the owner of the property.

Beautification – Fran Romweber

Fran thanked Rick for preparing the flower boxes for the planting of flowers event on May 15th.

COUNCIL’S OLD BUSINESS

LAW DIRECTOR’S OLD BUSINESS

Scott reported that for our June 28th council meeting, North Bend Council had to resume the original in-person attendance by council member as was required prior to the Coronavirus outbreak as legislative exception allowing virtual participation for Village Council meetings expired July 1, 2021.

Per Treasurer’s Report, the 2022 Tax Budget Hearing will be published prior to next month’s council meeting. The Tax Budget Hearing for 2022 will be held on June 28th, 2021 at 6:45 pm.

TREASURER'S REPORT May 24, 2021


To Council Members for Your Information and Review

The Tax Budget is due by July 20, 2021. Please send me any large or capital expenditures expected or being considered for 2022. The budget will be prepared and the required Public Hearing will be advertised as a special meeting just prior to the June meeting.



We received notice from the Hamilton County Auditor our 5 Mill current expenses General Fund levy is due for renewal in November.



Auditor of the State of Ohio is continuing our 2019-20 audit.



We issued 2 purchase order this month: #22-2021, Public Entities Pool of Ohio,

$10,853.00, for our 2021 liability insurance premium; and #23-2021, Fifth Third Bank,

$717.83, for advertisement of the Maintenance Supervisor position.

MAINTENANCE SUPERVISOR’S REPORT May 24, 2021 Rick Schultz







- Finished cleaning concrete surface and picnic tables. (Just in time for someone to deface the tables and play equipment with graffiti) We do know the person responsible and will deal with her.





- Continued cutting back honeysuckle.

- Hamilton County Public Health Mobile Vaccine Van came to North Bend on Monday, May 17th between 10:00am – 12:00pm. They vaccinated six residents.







- North Bend’s Yard Waste Recycling event was from April 26 – May 10, 2021. This event gives our residents the opportunity to clean up their property and recycle at the same time.





- North Bend’s Tire Recycling event was from May 14th – May 24th. These recycling events add to North Bend’s overall recycling numbers at the end of the year when our report is given to Hamilton County.
