Meeting was called to order at 7:00 P.M. by Mayor Sammons.

MAYOR’S OPENING STATEMENT

For Memorial Day remembrance, Mayor Sammons read President Lincoln’s Gettysburg Address and his letter to Mrs. Bixby, who lost five sons in the Civil War. Mayor Sammons thanked all active military and veterans for their service to our country.

MINUTES

Joe Bonner moved that the April 25, 2022 minutes be accepted. Bill Deters seconded the motion. Motion carried 100%.

Joe Bonner moved that the May 10, 2022 Special meeting minutes be accepted. Bill Deters seconded the motion. Motion carried 100%.

TREASURER’S REPORT

The Treasurer’s Report is available at the Village office.

Dave Moorman stated that all recommendations made by the auditor have been completed.

The 2023 Tax Budget Hearing will be published prior to our June council meeting.

PAY THE BILLS

Bill Deters made a motion to pay the bills. Bev Bolser seconded the motion. Motion carried 100%.

MAINTENANCE SUPERVISOR’S REPORT

Rick Schultz is back with North Bend as a seasonal employee. Planters are in place and flower baskets are hanging in North Bend. Maintenance is keeping up with mowing and spraying. Yard waste spring cleanup has ended and tire recycling is now underway until May 27th. The Tello’s Tree Service removed the tree at the corner of Symmes and US50. Maintenance will place our US flags for Memorial Day. The mower safety light is in, but we are waiting on one part to arrive. Maintenance will coordinate with Strawser regarding ONYX on St. Annes, Aston Oaks Drive and Turnberry which will begin June 6, 2022. The paint sprayer needs to be repaired.

MAINTENANCE SUPERVISOR’S REPORT, Cont’d.

Husac Paving’s bid for Sunset Avenue repair is $34,072.50 and to mill and pave from the repair area to the top of the street is $17,400.00. Rick would like to update the large Christmas tree at the Point for the cost of $600.00. Rick would like approval to contract out the concrete pad that the salt/storage carport will be placed at a cost of $5,000.00 Dave Moorman made a motion to approve the $5,000 cost for installation of a concrete pad for the storage area, which was already included in the 2022 Appropriations Budget. Joe Bonner seconded the motion. Motion carried 100%.

DEPUTY CLERK’S REPORT

Marilyn reported that Miami Township held a fire inspection on May 2, 2022. We needed a “Boiler Room” sign ….we ordered and posted the sign and we passed the inspection. Marilyn emailed Resolution 2022-16 to ODOT. North Bend’s We Thrive meeting is Friday, June 10, 2022 at 9:30am if anyone would like to attend. We submitted a Planning Grant application to Hamilton County and unfortunately were not awarded this grant for Sunset Avenue. Keep Cincinnati Beautiful cannot supply a dumpster for our tire recycling event, however, they asked that we collect the tires and they will send a pickup for them. The Primary Election on May 2, 2022 went very well and there will be another election day on August 2nd.

POLICE REPORT

Sgt. Carney reported there were 45 calls for service for the month of April; (139 YTD). There were five criminal cases and one auto accident. Three cases were assigned to detectives for investigation.

GUESTS

Mr. Steve Strack, President and Mr. Kurt Mechley, Secretary of the KIO Ski Club attended to advise council that the KIO Ski Club leases the Harbor Drive/Brower Road property from the Village of Cleves for summer camping and they wanted an update on North Bend’s request to purchase the 13.41 acres from the Village of Cleves. Mayor Sammons advised them North Bend applied for a grant through Hamilton County for acquisition of the property along with an application for grant monies through Congressman Chabot’s office for over $4MIL for acquisition of the property along with commencement of the park project. Mr. Mechley asked if we would consider renting a portion of the land to them in the future and Mayor Sammons stated that if we are awarded grant monies for this project, it would encompass all the acreage.

Mr. Strack stated there are permanent docks on the riverfront and how would that work with the purchase of the property. Mayor Sammons stated he thought those docks would be a part of the purchase of the property since they were permanent. Mayor Sammons gave his email if they had any additional questions.

Dave Moorman made several observations concerning the Federal Grant application:

- The Federal Grant information provided to Council, contained cost estimates supplied in 2017 by MKSK but excluded their contingency estimate.

· It is understood that while Phase 1 includes many elements: Site Clearing, Earthworks, Landscaping, etc., only work fully funded by the Grant would be

GUESTS, Continued,



- Is it reasonable, as the questionnaire asked, “is sponsor prepared to implement Phase 1 immediately and have it completed by December 31, 2023”.

- The Grant submission asked a question, but the Village did not answer “does the sponsor have the financial ability to provide for the required cost share?”

· The Riverfront project was proposed as “fully funded” by Federal, State, County and Private funding.

· Mr. Moorman does not want Village of North Bend taxpayers to assume any responsibility to co-fund this development project.

FIRE REPORT

Chief Lacey reported there was one fire run and 11 EMS details for the month of April. Miami Township firemen had 55 hours of training including rope rescue. They train with the Lawrenceburg Fire Department which enables them to use their “fire house” for training. The new station will have an open house soon. They now have a drone in use. Chief Lacey stated when one fire department is called to a fire, the surrounding department cover for them.

North Bend did not receive Chief Lacey’s fire report for distribution to council members.

THREE RIVERS SCHOOL

Superintendent Ault reported they had 158 seniors graduate on May 15th at the CINTAS Center. They were awarded 1.5 M in scholarship money. The Three Rivers School band will participate in the Memorial Day Parade. Their baseball team is still playing and doing very well. TRS will have three sessions of summer learning. Superintendent Ault opted to participate in the State Assessment and the results will be coming soon. Dave Moorman stated that other schools opted out of taking the state tests during COVID. They did a student survey asking if they liked the staff and the curriculum and asked questions like….does the teacher show you respect and is the homework meaningful.

TRS hired a new Treasurer/CFO, Ms. Teri Riesenberg. She will start her new position in August, 2022. Students will report to school on August 17th; teachers will report August 15, 2022. There are two teacher positions and five bus driver positions available.

Dave showed a video of how ONYX road treatment is applied. He explained that ONYX is being applied to the Aston Oaks roads and they are not old enough to apply for SCIP grants as are the roads in the Village proper.

Joe Bonner made a motion to declare Resolution 2022-17 an emergency and to dispense with the requirement that this resolution be read on three separate days and be adopted upon its first reading. Dave Moorman seconded the motion. Motion carried 100%.

Joe Bonner made a motion to adopt Resolution 2022-17 Authorizing the Mayor to Execute a Contract on Behalf of the Village of North Bend with the Edinburgh Place Condominium Unit Owners Association. Dave Moorman seconded the motion. Motion carried 100%.

Joe Bonner made a motion to declare Resolution 2022-18 an emergency and to dispense with the requirement that this resolution be read on three separate days and be adopted upon its first reading. Bill Deters seconded the motion. Motion carried 100%.

Joe Bonner made a motion to adopt Resolution 2022-18 Authorizing the Mayor to Execute an Agreement between ODOT and the Village of North Bend for the Removal and Control of Snow and Ice. Bill Deters seconded the motion. Motion carried 100%.

Joe Bonner made a motion to declare Resolution 2022-19 an emergency and to dispense with the requirement that this resolution be read on three separate days and be adopted upon its first reading. Bill Deters seconded the motion. Motion carried 100%.

Joe Bonner made a motion to adopt Resolution 2022-19 Authorizing the Hiring of Part-Time Employee and Pay Increases to Maintenance Workers. Bill Deters seconded the motion. Motion carried 100%.

Joe reported Strawser Construction will begin ONYX road treatment on June 6, 2022, weather permitting.

Police & Fire – Mr. Deters

Regarding the police contract, Bill thought North Bend should send an email/letter to Hamilton County Sheriff’s Department stating North Bend will pay them what monies we collect through our public services tax levy until a comprehensive agreement is reached among all five jurisdictions on the west side of Cincinnati.

Law & Ordinance - Mr. Morgan

Max asked Scott about the status of obtaining a form letter from Scott to the North Bend Postmaster regarding them releasing post office box numbers to North Bend when we have official business with the home owner.

Scott stated it was permissible to tape the official letter to the door of the home owner.

Beautification – Fran Romweber

Fran sent a letter to Genesee & Wyoming RR asking them for financial assistance in the removal of trees and honey suckle on their property to open the view of the President William Henry Harrison Memorial site. We have already collected $2,500 of the $5,000 cost and are asking them for the remaining $2,500 to complete the project.

There was a discussion of North Bend’s Employee Handbook. Scott will update the Employee Handbook with the revisions discussed. Bev Bolser stated that after the council meeting, she will review the Employee Handbook to make sure her submitted changes were included in the version that Mr. Sollmann reviewed with council.

LAW DIRECTOR’S OLD BUSINESS, Continued

Bev Bolser made a motion when a new employee is hired, we need to have him/her sign paperwork stating they have received a copy of the handbook and keep that document in their personnel file. Max Morgan seconded the motion. Motion carried 100%. On May 24th following the council meeting, Bev Bolser sent an email to Mr. Sollmann showing her changes that had been missing from the version reviewed during the council meeting.

TREASURER’S REPORT

May 23, 2022



To Council Members for Your Information and Review



The Tax Budget is due by July 20, 2022. Please send me any large or capital expenditures expected or being considered for 2023. The budget will be prepared and the required Public Hearing will be advertised as a special meeting just prior to the June meeting. The tax budget submitted in July is used by the Hamilton Co. Auditor’s office to certify available 2023 appropriations funds. The 2023 annual budget is created and approved the end of the year.



I’ve submitted renewal for SAM.gov (System for Award Management). Registration is required to received ARPA funds.



We issued 5 purchase orders this month: #17-2022, Fuller Computer Solutions, $1,550.97, laptop for Mayor; #18-2022, Hamilton Co. Regional Planning, $5,000.00, CDBG 2022 loan payment; #19-2022, Ohio Treasurer Josh Mandel, $1,386.90, Taylor Ave street project loan payment; #20-2022, Public Entities Pool of Ohio, $11,529.00, 2022-23 annual insurance premium; and #20-2022, $2,400.00, Tellos Trees Service, tree removal.

MAINTENANCE SUPERVISOR’S REPORT May 23, 2022 Rick Schultz



- Planters are in place and baskets are hanging in North Bend for 2022.



- We still have some in-ground flowers to plant and trees along US50 at Consolidated.



- Trying to keep up with mowing and spraying but weather is a factor.



- Yard waste recycling dumpster was removed today.



- Tire recycling is underway until May 27th.







- Mower safety light is in, but waiting on one part to arrive.



- We will coordinate with Strawser to patch asphalt on St. Annes and Aston Oaks Drive before they put down the ONYX. – Also, do we want to grind off old strips and turn lane arrows and reapply after ONYX at Aston Oaks and Shady Lane?





- I need approval to contract out the concrete pad that the salt/storage carport will be placed. ($5,000 for 40’ x 17’ 3” pad). I had a verbal price of $8,000.00.



- Sunset Avenue repair $34,072.50 from Husac Paving.







- Mill and pave from repair area on Sunset to top of the street $17,400.00.





- Christmas tree $600.00





DEPUTY CLERK’S REPORT May 23, 2022 Marilyn Kramer





- Miami Township Fire Inspection was held on May 2, 2022. The Administration Building passed on the first visit. The maintenance department needed a “boiler room” sign on the door. That has been done and Miami Township passed us on May 10, 2022.



- I emailed the signed Resolution 2022-16 Village Providing Consent to LPA-ODOT – Let Project Agreement to ODOT for their records.





- The Residential Recycling Incentive (RRI) Program diverted 36 tons of metal, glass, plastic, paper and yard trimmings in 2021. On average, each household in North Bend diverted 318 pounds in 2021.





- North Bend’s next Wellness (We Thrive) Committee meeting is Friday, June 10, 2022 at 9:30am.





- The Hamilton County Planning Mini Grant for Sunset Avenue was submitted on Friday, May 13, 2022. Unfortunately, we were not awarded the grant at this time.





- Keep Cincinnati Beautiful cannot send a dumpster for tire recycling. They asked that we collect and stack the tires and they will pick them up on May 27th, 2022. Please drop them off in the maintenance driveway at 21 Taylor Avenue.





- The Primary Election went very well on May 2, 2022. There will be another election on August 2nd, 2022 for candidates that did not make it on the May 2nd ballot.
