Meeting was called to order at 6:00 P.M. by Mayor Sammons.

MAYOR’S OPENING STATEMENT

Mayor Sammons stated our thoughts are with Marty this evening regarding a family illness.

Joe Bonner moved that the April 24, 2023 minutes be accepted. Bill Deters seconded the motion. Motion carried 100%.

TREASURER’S REPORT

In Marta’s absence, Dave Moorman read the Treasurer’s report. Please send any 2024 budget expenses to Dave or Marty by June 1, 2023. We will have a budget meeting immediately prior to our June 26th council meeting at 5:30pm.

The Treasurer’s Report is available at the Village office.

PAY THE BILLS

Fran Romweber made a motion to pay the bills. Bill Deters seconded the motion. Motion carried 100%.

MAINTENANCE SUPERVISOR’S REPORT

The maintenance crew has been working at the riverfront park property cutting down trees and cleaning up debris. They placed a “NO TRESPASSING” sign on the property. Placed planters in garage to ready them for flower placement. Flowers were planted; planters and banners were installed. Cut the hill area at WHH tomb. Grass cutting and edging are in full swing on all Village property. The new employees, Michael Dirr and Jeff Wickman, are excellent workers and learning quickly what needs to be done. Mayor Sammons asked Nate to begin working on placing a first layer of rock with dividers and drain tiles at the landslide location. We will need to rent equipment to dig into the hill for this project. The second step is to set up a trough so water can dispense into the basin below. Mayor Sammons asked Nate about the culvert project at St. Annes and US 50. Nate is waiting on a quote from Cliff Construction as they were waiting for confirmation from JMA Consultants regarding the correct pipe size to use underground.

MAINTENANCE SUPERVISOR’S REPORT, Continued,

Mayor Sammons asked Nate about placing concrete at the St. Annes guardrail location. He also asked Bev Bolser to follow-up with Jen Aultman, Ohio History Connection, regarding the steps at Congress Green Cemetery.

Joe Bonner talked about how he is in charge of all sidewalks within the Village and the complaints we’ve had about the sidewalk condition located at 20 Taylor Avenue. There’s always mud and water on that portion of the sidewalk. Mayor Sammons asked Marilyn to contact Mike Rahall, Cleves Administrator, regarding Cleves Water Works not responding to Nates phone calls on this subject.

DEPUTY CLERK’S REPORT

Marilyn reported she submitted the Hamilton County Revitalization Grant application on May 5, 2023. We should be notified of the grant recipients in June. Our next Riverfront Park Development meeting is Saturday, June 24 at 10:00am. We held a meeting with Hamilton County regarding their request for a Model Zoning Code for all participating jurisdictions. We will continue to move forward until we can present it to council for approval. Our next Wellness Committee meeting is Friday, June 16, 2023 at 9:30am. I confirmed with Nicole Key, our rep, that the paperwork we submitted for the three grants totaling $33,750 for North Bend’s pickleball court is sufficient for all future progress reports. Mayor Sammons asked Marilyn to inquire as to when grant payments will be received.

The new Rumpke Waste and Recycling Agreement extension ends December 31, 2023. Scott stated North Bend needs to request bids for the new contract. Safety Day in North Bend may be coordinated with Miami Township this year. We have confirmed Tuesday, July 11 at 1:00pm for North Bend’s annual training and walk-thru with Hamilton County Storm Water District and our maintenance department. We received our permit in 2021 and it’s valid until 2026, however, the annual walk-thru is required. Bev Bolser asked Marilyn to check with the library regarding our conversation with them about available property on St. Annes for a new library.

POLICE REPORT

Sgt. Carney reported there were 26 calls for service for the month of April. There was one criminal report and one auto accident. There were no cases assigned to detectives. There were 18 non-billable calls. Mayor Sammons asked Sgt. Carney to monitor our playground as well as the Harbor Drive property. North Bend will install a padlocked gate behind the MSD plant to prevent unwanted dumping. The police and fire department will have a set of keys to the gate.

FIRE REPORT

Lt. Bonert reported there were two fire details and nine EMS runs for the month of April. They are now carrying magnesium sulfate and cyanide kits on their EMS runs. Magnesium sulfate prevents seizures and cyanide kits combat poisoning. Mayor Sammons asked Lt. Bonert about a controlled burn at the new property as new driftwood and debris are accumulating. He said we should contact Scott Dunigan regarding instructions for an open burn permit. Lt. Bonert also stated they are working on hydrants; Nate stated some residents have had issues with running water. Mayor Sammons asked him to advise us when they will be working on hydrants in the future. Mayor Sammons also asked Lt. Bonert if they check rental units for smoke alarms, extinguishers and emergency lighting. Lt. Bonert said they check these items in the common area for apartment buildings, however, they do not enter personal residences.

Finance - Mr. Moorman

Dave Moorman announced that he will be running again for his council seat in November. He stated he’s enjoyed his time on council and likes North Bend’s future endeavors.

Please submit 2024 capital expenditures to Marta or Dave by June 1, 2023.

Light, Water and Sewer - Mrs. Romweber

Fran Romweber made a motion to declare Resolution 2023-09 an emergency and to dispense with the requirement that this resolution be read on three separate days and be adopted upon its first reading. Bev Bolser seconded the motion. Motion carried 100%.

Fran Romweber made a motion to adopt Resolution 2023-09 Approving the Update of the Solid Waste Management Plan of the Hamilton County Solid Waste Management District. Bev Bolser seconded the motion. Motion carried 100%.

Maintenance - Mr. Bonner

Bev Bolser made a motion to declare Resolution 2023-10 an emergency and to dispense with the requirement that this resolution be read on three separate days and be adopted upon its first reading. Mark Weadick seconded the motion. Motion carried 100%. Joe Bonner abstained.

Bev Bolser made a motion to adopt Resolution 2023-10 Authorizing the Mayor to Execute a Contract on Behalf of the Village of North Bend with the Edinburgh Place Condominium Unit Owners Association. Mark Weadick seconded the motion. Motion carried 100%. Joe Bonner abstained.

Planning & Zoning - Mrs. Bolser

Bev stated that all debris has been cleared from 346 Three Rivers Parkway. She also stated that the home renovation variance at 410 Three Rivers Parkway was approved at the May 15th hearing. Bev stated there will be a workday on June 2nd from 10-2:00pm at Congress Green Cemetery to clean tombstones and to remove grass over-growth from the flagstone pathway that circles the cemetery.

Law & Ordinance - Mr. Weadick

Mark reported there were three complaints this month. We wrote a letter regarding mud and water congregating on the sidewalk at 20 Taylor Avenue and a letter was written to the owner of 29 Ridge regarding garbage not being removed for over a month. The overgrown grass issue was resolved. Nate stated he has contacted Cleves Water Works regarding the water and mud issue on the sidewalk, thinking it may be a water leak, however, they have not returned his call. Mayor Sammons asked Marilyn to contact Mike Rahall, Cleves Administrator, on this issue.

Dave Moorman showed a picture of mowed grass being thrown into the street instead of being swept back into the grass area. Mayor Sammons asked Nate to take care of the issue.

Beautification – Mrs. Romweber

Fran thanked our maintenance crew for the beautiful flower planters, hanging baskets and summer banners.

Joe Bonner asked about the cleaning of the WHH tomb. Bev Bolser stated that we had a meeting with Jen Aultman from the Ohio History Connection. Jen shared that an RFP for the whole tomb rehab (including electric, re-pointing joints to fix water leakage, plus cleaning the tomb) will be issued by the end of May. By late June/early July, they expect to have a vendor selected and a contract completed and then all work to be completed before the cold weather hits.

LAW DIRECTOR’S OLD BUSINESS

Scott presented the Quit Claim Deed for two parcels Christopher Seaver, son of Howard Seaver, donated to the Village of North Bend. Mayor Sammons stated the owner of 154 Miami Avenue is considering selling the property and we now own the parcels at the corner of Miami Avenue and Summit. Mayor Sammons is hopeful a developer may want to pursue building and develop that area. Regarding vacating Sunset Avenue, village council would like to have more information as to the new company’s plans. Scott stated the company is not that far along yet.

MAYOR’S NEW BUSINESS/ REPORT

Mayor Sammons stated he just returned from Butler, Pennsylvania and noticed how they displayed veteran’s banners. He would like to begin that project in North Bend. This would apply to active military or veterans who may have been born or lived in North Bend. The family would supply the picture and information and North Bend would supply the banner. Fran will obtain information from Batesville, IN as they also display veteran banners. Mayor Sammons asked Marilyn to draft an announcement so residents of North Bend can respond.

MAYOR AND COUNCIL ANNOUNCEMENTS, COMMENTS

Our next council meeting is Monday, June 26, 2023 at 6:00pm. The 2024 Tax Budget meeting will be held immediately prior to our council meeting at 5:30pm.

Hamilton County FEMA Consultation Coordination Officer meeting is Tuesday, May 23, 2023 3:00-4:30pm. (This meeting should be attended by elected officials, community staff and officials, and community consultants).

Hamilton County Flood Map Information Open House meeting for the public is Tuesday, May 23, 2023, 5:30pm – 7:30pm.

MAYOR’S FINAL COMMENTS

Mayor Sammons spoke about the meeting he and Joe Bonner had with Clete Benken who was the original planner of the Riverfront Park Development project in 2016. Clete Benken now works for KZF Design in Hamilton, Ohio. Both Clete and Tim Short, another project manager with KZF Design who designed Smale Park in downtown Cincinnati, are excited to assist North Bend with our development plans of the park.

After their meeting, Clete and Tim stated the park may not require a flood wall. Like Smale Park, you may be able to gradually slope the property into the river. Clete will develop an Operating Plan to define roles of each committee member. He will provide an outline showing steps we have taken and what progress has been made. Clete also mentioned we should continue to work on the park property; when writing grant applications, most foundations and entities like to see that work has begun on a project.

Doug advised Clete he would like to have the Operating Plan to present to our committee members by our next Riverfront Park Development meeting which is June 24, 2023.

The Tax Budget is due by July 20, 2023. Please send me any large or capital expenditures expected or being considered for 2024. The budget will be prepared and the required Public Hearing will be advertised as a special meeting just prior to the June meeting. The tax budget submitted in July is used by the Hamilton Co. Auditor’s office to certify available 2024 appropriations funds. The 2024 annual budget is created and approved the end of the year.





We issued 1 purchase order this month: #19-2023, Capital Electric Line Builders, $9,603.14, US50 & Shady Lane light repair.

Hamilton County’s Revitalization Grant application for the Riverfront Development project was submitted on May 5, 2023. We should receive a decision in June.


Our next Riverfront Park Development meeting is Saturday, June 24, 2023 at 10:00am. I’ve attached the minutes of our May 13th meeting for your review.
