Meeting was called to order at 6:00 P.M. by Mayor Sammons.

MAYOR’S OPENING STATEMENT
Mayor Sammons stated the Village of Cleves will hold their annual Memorial Day Parade on Monday, May 27th on Miami Avenue.
MINUTES
Fran Romweber moved that the April 29, 2024 minutes be accepted. Mark Weadick seconded the motion. Motion carried 100%.
TREASURER’S REPORT
There was a discussion of using the remaining ARPA funds for the William Henry Harrison Riverfront Park. Marta Fryman stated $3,800 is the remaining amount of the $53,000 ARPA funds which has not been allocated. Fran Romweber made a motion that the remainder ARPA funds be used for the William Henry Harrison Riverfront Park. Bill Deters seconded the motion. Motion carried 100%.
Dave Moorman, excused, emailed council his recommendation of saving 10% of every grant received for unexpected expenses. Mayor Sammons stated that may not be possible as most grant stipulations require all grant funding to be utilized for that specific project.
Marta Fryman stated we will have a Budget meeting at 5:30pm, immediately prior to our council meeting on June 24, 2024.

Bill Deters made a motion to pay the bills. Bev Bolser seconded the motion. Motion carried 100%.

MAINTENANCE SUPERVISOR’S REPORT
Nate reported the limestone has been placed for the mini trail at the Riverfront Park. It may be completed by June 8th when students from Three Rivers School volunteer their time. Nate said they can help clean up the area for summer if the mini trail is completed. Nate stated they hired one seasonal employee and he’s a good worker. Mayor Sammons stated a guardrail may not be required on Harbor Drive. Nate said he has received several compliments on their work at the park. Marilyn will contact Liz Rosenacker to confirm tours of the President William Henry Harrison Tomb and Congress Green Cemetery for the Colonial Dames visiting our park on June 7 and the Ohio River Challenge canoeists visiting on June 6, 2024.
DEPUTY CLERK’S REPORT
Marilyn Kramer reported that the Board of Elections visited North Bend’s council hall on May 3, 2024 to verify that we are ADA compliant for voting purposes. North Bend is 100% ADA compliant. The Fire and EMS levy will be on the November, 2024 ballot. Marilyn contacted Jim Brett for preliminary information. Our next We Thrive meeting is Thursday, May 30, 2024 at 1:00pm in North Bend’s council hall. We will have a Food Distribution Event on June 27th from 1:00pm – 3:00pm at TRAM’s location, 112 S. Miami Avenue in Cleves. Smoke detectors and bicycles will be given away along with fresh produce and vegetables. North Bend’s Safety Day will be shared with Miami Township on August 10th at Miami Township’s Administration Building.
North Bend held our annual Spring Cleanup Event and Tire Recycling Event. We will report our recycling numbers to Hamilton County Resource. We will host canoeists from the Ohio River Challenge on June 6th and the Colonial Dames on June 7th at our Riverfront Park. (Hosting the ORC canoeists was cancelled at a later date due to a scheduling error on their part).
POLICE REPORT
Sgt. Carney reported there were 30 calls for service for the month of April. There were two criminal reports and two cases were assigned to detectives for investigation. There were 20 non-billable calls for service and two auto accidents. Fran Romweber stated she has received several complaints from residents about parking in the curve area on Turnberry Drive and wanted to ask Sgt. Carney if there have been any problems. The owners of 20 Turnberry may be operating a business out of their home and this may be contributing to the parking problem. Scott Sollmann will have a resolution ready for discussion at the June council meeting regarding adding no parking signs on both sides of the street. Mayor Sammons will speak with the home owner regarding these issues.

FIRE REPORT
Lt. King reported there were seven EMS details and no fire runs. Mayor Sammons asked Lt. King to ask Chief Schumann and Administrator, Jim Brett to attend our June 24, 2024 council meeting to discuss North Bend’s levy millage. Lt. King stated Miami Township is having several open houses to discuss the 3mil levy Miami Township is placing on their ballot. The cost of keeping personnel with salary and medical expenses rising is why the millage has increased. Chief Schumann would like to see dedicated EMS and Fire Departments.
THREE RIVERS SCHOOL
There was no report from Three Rivers School as their graduation was today, May 20th.

Light, Water and Sewer - Mrs. Romweber
Fran Romweber reported that one sewer lid was damaged on Miami Avenue and the cost of a new one is $210.00. Nate stated that John, maintenance supervisor with Cleves, was able to give North Bend a sewer lid as they have extras.

Police & Fire – Mr. Deters
Bill Deters passed out information that he received from Jim Brett, Administrator, Miami Township that confirms they are asking each village within Miami Township for a 2mil Fire and EMS levy to be placed on the November ballot. Scott stated we need to certify the renewal and the additional 2mil tax levy. Marta Fryman stated she needs a resolution for certification with the auditor. Scott will prepare a resolution for the June council meeting. Bill stated we need to further discuss the millage with Miami Township.
Planning & Zoning - Mrs. Bolser
Bev Bolser stated Mr. Tom Mendel reached out to her about the Derbyshire development on St. Annes. The residents on St. Annes have hired CIVIL Solutions, the engineering company who designed the wall on Columbia Parkway. They will present their findings to council regarding the hillside in question.
Law & Ordinance - Mr. Weadick
Mark Weadick stated he contacted the tenant at 29 Ridge. They have paid their bill with Rumpke and the trash has been picked up. They have not formally responded to the Civil Citation.
Beautification – Mrs. Romweber
Fran stated the flowers and the park look beautiful and thanked our maintenance staff.
COUNCIL’S OLD BUSINESS
There was a discussion of forming a Community Improvement Corporation for the William Henry Harrison Riverfront Park. Mayor Sammons stated that Joe Bonner and Dave Moorman, who were not present at the council meeting, are in full support of the CIC. Mark Weadick asked if we have real opportunities for funding if we form a CIC. Mayor Sammons answered that Fifth Third Bank manages several foundations whom only donate to a 501 C (3). He also mentioned TQL and Duke Energy among others.
Mayor Sammons stated there’s village owned property he would like to have developed. The federal government is non-responsive with any monies. After discussion, Scott Sollmann stated he would give full power to the CIC, then limit guidelines if needed, after it’s formed. There’s no statutory requirement to bond the directors. Bill Deters made a motion to adopt Resolution 2024-08 Authorizing the Formation of a Community Improvement Corporation. Mark Weadick seconded the motion. Motion carried 100%. LAW DIRECTOR’S OLD BUSINESS
Scott Sollmann thanked Terry Endres for responding quickly regarding the auto accident on Three Rivers Parkway that destroyed North Bend’s flower box. Scott gave the reimbursement check in the amount of $876.00 to Marilyn Kramer.

LAW DIRECTOR’S NEW BUSINESS
Fran Romweber made a motion to declare Resolution 2024-11 an emergency and to dispense with the requirement that this resolution be read on three separate days and be adopted upon its first reading. Bill Deters seconded the motion. Motion carried 100%.
Fran Romweber made a motion to adopt Resolution 2024-11 Authorizing the Mayor to Execute a Contract on Behalf of the Village of North Bend with the Edinburgh Place Condominium Unit Owners Association. Bill Deters seconded the motion. Motion carried 100%.
