Meeting was called to order at 7:00 P.M. by Mayor Sammons.

MAYOR’S OPENING STATEMENT

Mayor Sammons wishes everyone a happy and safe Thanksgiving. He asked that we remember those in the military who cannot be with their loved ones this Thanksgiving.

MINUTES

Dave Moorman moved that the October 21, 2019 minutes be accepted. Ron Hartoin seconded the motion. Motion carried 100%.

TREASURER’S REPORT

The Treasurer’s Report is available at the Village office.

PAY THE BILLS

Fran Romweber made a motion to pay the bills. Shirley Smith seconded the motion. Motion carried 100%.

POLICE REPORT

Lt. Boeing reported there were 33 calls for service for the month of October, 2019. That’s a total of 314 for the year. There were fifteen traffic stops and two auto accidents.

The Miami Township Drug Take Back Event on October 26th was a success. They filled eight boxes of unused medication for proper disposal.

Lt. Boeing asked everyone to remove valuables from their cars and keep their cars locked. They have seen an increase in thefts in autos that are left unlocked.

THREE RIVERS SCHOOL

No Report.

Dave Moorman mentioned he read that in the 2020-2021 school year, Taylor High School grade 7-12 students will be eligible for the Ohio, Educational Choice Scholarship (EdChoice) Program. The EdChoice Program provides students from underperforming public schools the opportunity to attend participating private schools. Mayor Sammons asked Marilyn to contact Superintendent Hockenberry to attend our December meeting.

COMMITTEES:

Finance - Mr. Moorman

Dave Moorman made a motion to adopt Ordinance 2019-02 Annual Appropriation Ordinance for Fiscal Year 2020. Shirley Smith seconded the motion. Motion carried 100%.

Dave stated he, Mayor Sammons and Marta will meet with the auditor this Monday, December 2, 2019 at 8:00am. Other council members are invited to attend.

Dave also mentioned he was in the office and noticed that Marilyn’s computer was operating with a very slow response time. Fuller Computers will send estimates for ways to increase her computer’s response time.

Planning & Zoning - Mrs. Romweber

Fran gave a summary of Hamilton County’s Shared Services Summit which she attended on November 22nd at the Cintas Center. She spoke about how North Bend participates with Hamilton County in the Planning and Zoning departments. They showed pictures of our Riverfront Development and the demolition of a building in North Bend.

Law & Ordinance - Mr. Bonner

Joe Bonner sent out a letter regarding inoperable motor vehicles located on the tenant’s rented property this month.

Beautification – Fran Romweber

Fran thanked Rick for all of his hard work on the holiday decorations.

COUNCIL’S NEW BUSINESS

Joe Bonner was asked about parking issues on St. Andrews and Turnberry by a resident. There is work being done in this area and the contractor and workers are parking on both sides of the street and it’s causing driving issues. After a discussion, Mayor Sammons stated we should speak with the contractor first to advise him of the problem and ask that his workers park on one side of the street. Joe Bonner will speak with him.

LAW DIRECTOR NEW BUSINESS

Scott Sollmann congratulated Doug, Fran and Dave for being re-elected. He suggested the Oath of Office Swearing In ceremony take place at our December 16th meeting rather than on January 1, 2020. All members agreed.

MAYOR AND COUNCIL ANNOUNCEMENTS, COMMENTS

Our next council meeting is Monday, December 16th at 7:00pm.

Breakfast with Santa is scheduled for Saturday, December 14, 2019 from 10:00am – 11:30am.

Mayor Sammons stated he and his wife are unable to host a Christmas party this year and asked for toy donations or gift cards to Target, so he and Lisa can purchase toys for our Breakfast with Santa event.

At 7:53pm, Fran Romweber made a motion to go in to Executive Session in accordance with Ohio Revised Code 122.21 (G) (1) to discuss the employment and compensation of public employees. Bill Deters seconded the motion. Roll call was taken and motion carried 100%.

At 8:27pm, Shirley Smith made a motion to adjourn Executive Session and resume the regular meeting. Ron Hartoin seconded the motion. Motion carried 100%.

TREASURER’S REPORT

November 25, 2019



To Council Members for Your Information and Review



This month was consumed with 2020 budget, working with the State Auditor and normal monthly activities.



Mr. Moorman scheduled a Finance Committee prior to this meeting to review and make recommendations for the 2020 budget. And will request adoption of the proposed Ordinance.



We issued 2 purchase orders this month to Duke Energy for $1,000 for electric charges and a blanket purchase order for $290.00 for telephone charges.



Distributed to council members this month are the following reports:

· Monthly Cash Flow Analysis:

Showing money in/money out and the check book balance

· Payment and charge Register Report:

Includes all checks & automatic payments taken directly from our checkbook since last Council Meeting

· Receipts Register Report:

Includes all sources of revenue taken in by the Village since last Council Meeting

· Revenue Status Report:

Shows the year-to-date status of each revenue account as of date of this Council Meeting

· Fund Status Report:

Shows amount left in each fund as of date of this Council Meeting and the current checking account balance

· Year to Date Beautification Accounting Report

· Mayor’s Discretionary Fund Report

· Credit Card Report

MAINTENANCE SUPERVISOR’S REPORT November 25, 2019 Rick Schultz



- Hung new brackets for wreaths and flags (old one’s were rusty and some broken)



- Worked on Christmas Decorations

Trees in place

Lights on trees

Today and tomorrow hanging the rest of wreaths & snow flakes





- Dump truck repair – Tailgate latch welded and hydraulic fluid topped off





- Dump Salt Spreader hydraulic motor leaking (will replace next week $201.11)





- Snow call out 11/11. Hit overpass and hills as needed (used about 1 ton of salt)





- Changed banners over for holiday season.





- New post and box installed on Three Rivers Pkwy., which was hit by auto (no insurance).





DEPUTY CLERK’S REPORT November 25, 2019 Marilyn Kramer





- We received the signed Salt Loader Agreement from Miami Township.





- We received the original, signed contract from Hamilton County Regional Planning Commission for Zoning Compliance Services for 2020.





- North Bend was awarded the grant from Hamilton County Recycling and Solid Waste District in the amount of $7,766.38. This will purchase a leaf blower and vacuum as we hold a leaf recycling event every fall. We will hold our yard waste clean-up at this time as well.





- The We Thrive Wellness Committee meeting was November 15th. Some of the topics discussed were: 1) North Bend’s CPR/First Aid Event; 2) Cleanup Day collaboration scheduled for Saturday, April 25, 2020; 3) We selected our meeting dates for 2020; 4) We Thrive’s Recognition Event is Dec. 3rd. Both Fran and Rick have been nominated. The minutes are attached.







- The Records Retention meeting was October 21, 2019 and we are currently working on a retention schedule that will be approved by the Ohio History Connection and the Auditor. The minutes are attached for your review.





- The INEOS meeting is Thursday, December 12th at Three Rivers Taylor High School.



- North Bend’s “Breakfast with Santa” is Saturday, December 14th from 10:00am – 11:30am.
