Joe Bonner moved that the October 30, 2023 minutes be accepted. Bill Deters seconded the motion. Motion carried 100%.
TREASURER’S REPORT
The Treasurer’s Report is available at the Village office.

Fran Romweber made a motion to pay the bills. Bev Bolser seconded the motion. Motion carried 100%.
MAINTENANCE SUPERVISOR’S REPORT
Nate stated they are continuing leaf recycling through the end of November. All Christmas decorations have been installed. The William Henry Harrison sign at the Riverfront Park is decorated for Christmas. Mayor Sammons and Fran Romweber commented on how beautiful the park and sign look and thanked Nate and his crew for everything they have accomplished.
DEPUTY CLERK’S REPORT
Marilyn said she and Skip worked on the State Capital Budget grant for the Riverfront Park. North Bend hosted Hamilton County’s Town Planning Day on November 17th; this event is headed by Steve Johns, Hamilton County Planning. Students from Miami University and University of Cincinnati along with local professionals worked on the planning of our Riverfront Park project. Mayor Sammons, Dave Moorman and I met with Ryan McEwan, Hamilton County, regarding North Bend’s Operations Hazard Plan.

DEPUTY CLERK’S REPORT, Continued
We received a nice compliment from Park Hills regarding our Christmas decorations. Breakfast with Santa is December 9, 10am-11:30am. Marilyn thanked Kim Day and the Miami Township Trustees and the Village of Cleves for their support letters regarding our Riverfront Park. The Hamilton County Planning contract will be ready for adoption at our December council meeting.
POLICE REPORT
Lt. McElroy reported there were 26 calls for service for the month of October. No cases were assigned to detectives. There was one criminal report and two auto accidents.
GUESTS
Darlene West, Daughters of the American Revolution, spoke about Wreaths Across America and thanked North Bend for their support last year. They delivered over 1,400 wreaths to veteran’s graves at Maple Grove Cemetery last year. They also serve Congress Green and Zion cemeteries. Darlene stated she will attend our December meeting as they are offering a discount of wreaths where if you purchase two wreaths, you receive three free of charge. Darlene also presented a Proclamation to North Bend. Dave Moorman made a motion for Mayor Sammons to sign the Proclamation in recognition of Wreaths Across America. Fran Romweber seconded the motion. Motion carried 100%.
John Niehaus, developer of Derbyshire, attended tonight’s meeting to advise council of his engineer’s plans of the development. Several residents also attended. There was a discussion of the plans and concerns of the residents. Mayor Sammons advised all participants that Hamilton County would notify residents within 500’ of the development of a hearing and our planning board would hear all concerns at that time and make a decision. The mayor offered that the Village of North Bend was willing to host a meeting among residents, Mr. Niehaus, JMA representatives, and members of the Village Planning & Zoning Committee as needed to further discuss the development.
FIRE REPORT
There was no one from Miami Township’s Fire Department present. Mayor Sammons stated there was one fire run and two EMS details for the month of October. There are three fire hydrants in North Bend that are inoperable and at the last council meeting, Miami Township stated it’s Cleves Water Works’ responsibility to correct this issue. The fire department stated they are able to tap in to the adjacent fire hydrant (400’ distance) in case of a fire emergency.
THREE RIVERS SCHOOL
Superintendent Ault stated this Thanksgiving students are giving back to the community. They have a "shoes for souls", a "jackets" drive along with a food drive at school. Students will be off for two weeks starting December 20th. All athletic teams are moving forward; swimming, bowling, wrestling and band concert. Dr. Ault wished everyone a wonderful Thanksgiving.

Dave gave a report on the proposed 2024 budget items and reviewed the Appropriations Budget meeting earlier today. Dave Moorman made a motion to adopt Ordinance 2023-01 Adopting the Annual Appropriations Ordinance for Fiscal Year 2024. Bill Deters seconded the motion. Motion carried 100%.

At our October 30th council meeting, council discussed Rumpke’s bid for waste collection and recycling. Dave Moorman made a motion to accept Rumpke’s bid for waste collection and recycling and approving Mayor Sammons to sign the contract. The agreement is for the period Jan-2024 through Dec-2027. Rumpke rates, billed quarterly and effective Jan 1, 2024 are: $5.25/month Waste and $5.00/month Recycling. Bill Deters seconded the motion. Motion carried 100%.
Dave stated that Rich Surace, Energy Alliances, reported North Bend should continue with the natural gas contract that we have currently, as the "Blend & Extend" offer did not yield significant rate reductions. Energy Alliances is recommending this for all communities.

COUNCIL’S OLD BUSINESS
Fran Romweber spoke about having a formal observance regarding the Swearing In ceremony of new council members and the mayor position. Council decided to have the Swearing In ceremony on January 1, 2024 at 10:00am in council hall by our Law Director, Scott Sollmann.
Joe Bonner stated he spoke with Mr. Larry Frey, president of the AOPOA, regarding the letter sent out to AOPOA residents about the lack of support from the Village of North Bend. Mr. Frey stated he did not intend for that letter to be negative in any way. He fully supports North Bend.

COUNCIL’S NEW BUSINESS
There was a discussion of naming our new park the William Henry Harrison Riverfront Park. Fran Romweber made a motion to formally name the park, William Henry Harrison Riverfront Park. Bev Bolser seconded the motion. Motion carried 100%.
Every five years, jurisdictions discuss and adopt Hamilton County’s Multi-Hazard Mitigation Plan. Fran Romweber made a motion to declare Resolution 2023-18 an emergency and to dispense with the requirement that this resolution be read on three separate days and be adopted upon its first reading. Bill Deters seconded the motion. Motion carried 100%.

Mark Weadick seconded the motion. Motion carried 100%.

Breakfast with Santa is December 9, 2023 from 10:00am – 11:30am. Mayor Sammons is asking for donations of toys or gift cards. He and his wife will shop for toys for this wonderful event.

Mayor Sammons commented on how disappointed he was on the outcome of Issue 1.

Mr. Moorman scheduled a special meeting prior to this meeting to review and make recommendations for the 2024 budget. And, will request adoption of the proposed ordinance.
We issued 4 purchase order this month: #29-2023, Deere & Company, $7,600.17, Gator TX; #30-2023, Duke Energy, $650.00, Electric charges for municipal buildings; #31-2023, Duke Energy, $650.00, electric charges for street lights; and BC#23-2023, $1,200.00, for Professional and Technical Services.

DEPUTY CLERK’S REPORT November 20, 2023 Marilyn Kramer
I worked with Skip Holmes on the State Capital Budget grant for the Riverfront Park. Skip hand delivered and emailed the grant paperwork to their office on November 16th. Our meeting was held on November 18th.
North Bend hosted Hamilton County’s World Town Planning Day on November 17th. This was headed by Steve Johns, Assistant Director of Hamilton County Planning. College students from Miami University and University of Cincinnati along with local professionals worked on the planning of our Riverfront Park Project. This was an exercise for students that may be interested in this field.
Doug, Dave, and I met with Ryan McEwan with Hamilton County regarding North Bend’s Operational Hazard Plan. We will work on this project in 2024.
We’ve already received a compliment from Park Hills, Kentucky, regarding our beautiful Christmas decorations and they wanted to know names of our vendors.
Breakfast with Santa is Saturday, December 9th from 10:00am – 11:30am.
Our December council meeting is Monday, December 18th at 6:00pm.
