MAYOR’S OPENING STATEMENT
Mayor Sammons reminded everyone of the election and encouraged all eligible residents to vote.
MINUTES
Dave Moorman moved that the September 29, 2014 Minutes be accepted. Ron Nunnery seconded the motion. Motion carried 100%.
TREASURER’S REPORT
The Treasurer’s Report is available at the Village office.
PAY THE BILLS
Bill Welch made motion to pay the bills. Fran Romweber seconded the motion. Motion carried 100%.
MAINTENANCE SUPERVISOR’S REPORT
The Maintenance Report is available at the Village office.
Bill Welch complimented Rick Schultz on his proactive work.
POLICE REPORT
Sgt. Mike Steers reported that for the month of September, there were four (4) cases
assigned and three (3) cases closed. There were thirty-seven (37) calls for service.
Sgt. Steers noted political solicitors are exempt from local solicitation laws and ordinances.

Finance - Mr. Welch
The Finance Committee meeting will be this Wednesday, October 29th at 6:00p.m.
in Council Hall.
Light, Water and Sewer - Ms. Smith
Rick Schultz, Dan Schoster and Shirley Smith met concerning the work needed on St. Annes. A report will be forthcoming.
There was a short discussion on the condition and needs of St. Annes and the guardrail issue on US 50 between Symmes and St. Annes.

Police & Fire – Mr. Nunnery
On Saturday, October 11th, the Miami Township Fire Department brought their equipment
to North Bend’s Presidential Community Park to interact with local children in recognition
of Fire Safety Month. This will become an annual event as attendance was very good.
Planning & Zoning - Mrs. Romweber
There will be a Planning Commission meeting on Monday, November 3 at 6:00p.m. in Council Hall regarding the building of a parking lot and other construction at the old Taylor High School site. There was a discussion of the cost of a Conditional Use permit. The listed cost is $500.00 plus $100.00 for each acre being developed in the Conditional Use permit.
It was decided to have Fran advise St. Joseph’s Church to discontinue any construction until this issue is resolved.
Law & Ordinance - Mr. Moorman
Dave Moorman received a complaint from a resident stating that Red Plum, a company which has numerous mailings delivered to your door, is violating the solicitation ordinance. Dave believes the solicitation ordinance covers only face-to-face solicitation. Dave will check with Red Plum to see if residents can opt out.
Mayor Sammons observed a resident dumping a product, which looked like raw sewage, onto US 50. There was a discussion about how to handle this situation. Shirley Smith will contact the Health Department.

Beautification – Fran Romweber
The Beautification Committee members met on October 18. Our 2015 Budget and Three-Year Plan will be submitted to the Finance Committee at the Wednesday meeting.
Fran reviewed the Christmas decorations planned for US 50 and the Brower Road overpass.
Fran also reviewed the plans for the hanging flower baskets throughout the Village in 2015.
COUNCIL’S OLD BUSINESS

LAW DIRECTOR’S OLD BUSINESS
There has been no action on the Hillgrove property.
The Aston Oaks Drive repairs have been delayed until 2015.
Ron Nunnery made motion to accept Resolution 2014-21 Appointing Dave Moorman as Property Maintenance Code Enforcer and Residential Rental Unit Inspector. Bill Welch seconded the motion. There was no discussion. Motion carried 100%.
Miami Township requests that North Bend renew their contract for the salt loader use. Jim Reichert will review and rewrite the contract, if necessary.
There was a discussion regarding sidewalk repairs on Three Rivers Parkway. A few residents are not responding to our requests and they will be issued letters to fix the sidewalks by November 30, 2014.
There was a discussion about three, ongoing property owner fines that have been placed on their upcoming tax bills. There was a discussion regarding entering a residence for inspection and it was stated that North Bend does not administer this.
MAYOR’S OLD BUSINESS
Bill Welch made motion to accept Resolution 2014-22 Authorizing Expenditure for Road Salt. Ron Nunnery seconded the motion. There was no discussion. Motion carried 100%.
COUNCIL’S NEW BUSINESS
Ron Nunnery stated that as he was not in favor of the January 1, 2014 pay raise, he felt it would not be right to keep it. He has taken the pay raise money and purchased a gift card to cover the "Breakfast with Santa" event and presented it to the Mayor.

MAYOR’S NEW BUSINESS/ REPORT
The Village of North Bend received a grant in the amount of $4,000.00 from Interact for Health to be used for our playground. It will be used for a new security camera system for the playground area as Council wished. There is a bid for approximately $4,100.00 for the security system upgrade. Mayor Sammons recommends going ahead with this and Council agreed.

MAYOR AND COUNCIL ANNOUNCEMENTS, COMMENTS
Halloween is Friday, October 31st from 6:00p.m. – 8:00p.m. at the gazebo in the park area. Mayor Sammons and his wife, Lisa, will pass out candy to residents.
"Light Up North Bend" is being planned for Friday, November 21 at 7:00p.m. at the Hillgrove property. Mayor Sammons requests Taylor High School Alumni Chorus to sing at this event. Ed Sullivan will follow-up with them.
"Breakfast with Santa" is scheduled for Saturday, December 13, 2014 from 10:00am - 12:00p.m. Mayor Sammons asked for donations from residents to be dropped off at the Village office.
Bill Welch brought up the suggestion that Senator Eric Kearney put forth, wanting to change the name of the Norwood Lateral to be named after President Barack Obama. Bill rejects that suggestion and recommends naming the Lateral after Carl Lindner for his numerous contributions to Cincinnati.
Ron Nunnery recognized Taylor High School’s football team making the playoffs.

Mayor Sammons toured the U. S. Capitol Building recently and recommends the tour to everyone. Contact your Congressman for tickets.

To Council Members for Your Information and Review
I attended yearly Fiscal Officer’s training last week. The Ohio revised code requires 6 hours of continuing education each year.
We received our check for the 2nd half property tax holdbacks in the amount of $24,006.
We also received a premium rebate check from the Bureau of Worker’s Comp for $1055. This is due to better than expected results in the statewide workers comp program.
We have been working on the 2015 Approriations budget and will have a finance committee meeting on Wednesday, Oct29th at 6pm in the council hall.
We wrote three purchase orders this month:
- $75000 for the MRF portion of the Shady Lane project
- $45,360 for the 1st payment of the Village portion of the Shady Lane project (8% has been held back pending JMA final inspection) Village portion is being paid from the general fund per Council’s request.
- $600 for travel and transportation to cover milage expense for Marilyn and myself (only spent about $240 so far)

Includes all checks & automatic payments taken directly from our checkbook since last Council Meeting

APPOINTING A PROPERTY MAINTENANCE CODE
ENFORCER AND RESIDENTIAL RENTAL UNIT INSPECTOR
WHEREAS, the Council for the Village has determined that it is necessary and in the best interest of the health and safety of the Village to continue the position of a Property Maintenance Code Enforcer and Residential Rental U nit Inspector; and
WHEREAS, Council member Dave Moorman has been serving as Property Maintenance Doe Enforcer and Residential Rental Unit Inspector since May of this year; and
WHEREAS, Council is satisfied that Dave Moorman is capable of performing such services and is willing to continue;
NOW, THEREFORE, BE IT RESOLVED by the Council of the Village of North Bend, Hamilton County, Ohio _____ members concurring:
That Council member Dave Moorman is hereby appointed as the Village Property Maintenance Code Enforcer and Residential Rental Unit Inspector for the remainder of 2014 and for the year 2015. The Village Maintenance Supervisor and the Village Deputy Clerk shall continue to assist Mr. Moorman in the performance of his duties.

RESOLUTION 2014-22
Resolution Authorizing Expenditure for road salt
WHEREAS, the Council of the Village of North Bend, Ohio, has determined that the Village is in need of road salt for the 2014-2015 winter season; and
WHEREAS, the maintenance committee has recommended the purchase of 200 tons of road salt; and
WHEREAS, the Council has thoroughly reviewed the proposed cost and need for the salt.
NOW, THEREFORE, BE IT RESOLVED by the Council of the Village of North Bend, Ohio 6 members concurring:
That the amount of no more than $27,000.00 is hereby authorized for the purchase of the needed amount of road salt for the 2014-2015 winter season.
