Meeting was called to order at 7:00 P.M. by Mayor Sammons.
Members Present: Mayor: Mr. Sammons Law Director: Mr. Sollmann Fiscal Officer: Ms. Fryman, excused Councilpersons: Mr. Hartoin, Mrs. Romweber, Mr. Nunnery, Mr. Moorman, by phone, Ms. Smith, excused, Mr. Boll MAYOR’S OPENING STATEMENT Mayor Sammons met with representatives from OKI. They distribute all federal funding for walking and bicycling paths in the tristate region. In 2012 they funded $660,000; in 2016, $193,000,000. Mayor Sammons and Steve Johns of Hamilton County Planning will organize a meeting with OKI, ODOT, Mayor Danny Stacy of Cleves and Trustee, Paul Beck of Miami Township. Mayor Sammons also met with Bev Meyers and Tom Ratermann. They want to be involved in the planning of the Interpretive Center which is part of the Riverfront Project. They also asked if North Bend Council Hall could house some of the historical items from the museum. MINUTES Ron Nunnery moved that the September 26, 2016 Minutes be accepted. Tim Boll seconded the motion. Motion carried 100%. TREASURER’S REPORT The Treasurer’s Report is available at the Village office. The Finance Committee meeting approving budget requests is scheduled for Monday, November 21, at 6:00pm. PAY THE BILLS Ron Nunnery made motion to pay the bills. Fran Romweber seconded the motion. Motion carried 100%. MAINTENANCE SUPERVISOR’S REPORT The Maintenance Supervisor’s Report is available at the Village office. Ron Hartoin read Rick’s report as Rick is on vacation. Minutes, October 17, 2016 DEPUTY CLERK’S REPORT The Deputy Clerk’s Report is available at the Village office. POLICE REPORT Sgt. Raker reported, at this time, there were no calls for the month of September, however, reports will be coming in soon. Two cases were assigned to detectives; none have been closed. There were two criminal reports; a purse was stolen and possession of a drug syringe. Sgt. Raker talked about people sleeping in our park shelter, playing basketball after hours and charging their phones at the shelter outlets. Marilyn advised Dave Trimpe to place a cover with a lock over the outlets. Fran Romweber feels we should remove the basketball rim for six months, reassess the issue in the spring and possibly replace the rim. Marilyn will advise Dave Trimpe to remove the basketball rim this week. GUESTS Sheryl Ross, resident of Edinburgh Place, reported they would like to have seven (7) poles decorated with North Bend’s flowering hanging baskets. The Edinburgh Villas Homeowners Association will pay, in advance, for the cost of the planters, flowers, water, labor and fertilizer. Dave Moorman suggested getting an agreement signed between the Village of North Bend and the Edinburgh Homeowners Association and verify they have liability insurance in case of injury to one of our workers. Dave also questioned about how other private condo associations will be handled should they want to join in and would this be too much work for our maintenance department? Mayor Sammons stated Edinburgh Place was the first to request this from North Bend and will be the test case for this service, before other condo associations could be added in the future. Fran will be the liaison between Edinburgh Place and North Bend.

Mayor Sammons stated 464 Three Rivers Parkway is zoned residential and asked Fran to monitor that property. Minutes, October 17, 2016 Law & Ordinance - Mr. Nunnery Ron Nunnery signed all of the rental property permits (except four) and they will be mailed out this week. Ron attended the APA-OKI Conference in Indianapolis along with Clete Benken of MKSK and Stacey Todd with Hamilton County Planning to share with the audience how North Bend utilized Hamilton County’s CDBG funds for the planning of the Riverfront Project. Hamilton County would like to see future funding used in a more transformative way.
Beautification – Fran Romweber The Beautification Committee is asking for a $9,000 budget for 2017. In addition to that request, the committee would like to request $3,000 to landscape and beautify the corners at St. Annes and Three Rivers Parkway. We would need a Permissive Use Agreement from the owners of that property to proceed.

MAYOR AND COUNCIL ANNOUNCEMENTS, COMMENTS North Bend will celebrate Halloween on Monday, October 31 from 6:00pm – 8:00pm. Mayor Sammons and his wife, Lisa, will hand out candy at the Municipal Building. Our Finance Committee meeting is scheduled for Monday, November 21 at 6:00 p.m. Our Council meeting will immediately follow at 7:00pm. MAYOR’S FINAL COMMENTS No Report ADJOURNMENT: Ron Hartoin made motion to adjourn the meeting. Ron Nunnery seconded the motion. Motion carried 100%. Meeting was adjourned at 7:50 p.m.

TREASURER’S REPORT October 17, 2016 To Council Members for Your Information and Review Please send me and the Finance Committee 2017 expense requests. Mr. Moorman will schedule a committee meeting to discuss and create the 2017 budget to present to Council for approval at the November meeting. Two purchase orders were written this month – Blanket certificate for Professional and Technical Services, $1,000.00; Fifth Third Bank, $554.28, for travel and transportation costs for Mayor’s conference. Distributed to council members this month are the following reports: · Monthly Cash Flow Analysis: Showing money in/money out and the check book balance · Payment and charge Register Report: Includes all checks & automatic payments taken directly from our checkbook since last Council Meeting · Receipts Register Report: Includes all sources of revenue taken in by the Village since last Council Meeting · Revenue Status Report: Shows the year-to-date status of each revenue account as of date of this Council Meeting · Fund Status Report: Shows amount left in each fund as of date of this Council Meeting and the current checking account balance · Beautification Fund report: Year to date expenses and balance of fund · Mayor’s Discretionary Fund report: Year to date expenses and balance of fund

MAINTENANCE SUPERVISOR’S REPORT October 17, 2016 Rick Schultz
Keeping up with grass cutting all month. Concentrating on Christmas decorations – all light bulbs have been checked and replaced if burned out. Christmas decorations will be hung and lit the Monday after Thanksgiving.
DEPUTY CLERK’S REPORT October 17, 2016 Marilyn Kramer
INEOS Meeting will be held in Council Hall next Thursday, October 27th from 5:00pm – 6:00pm. Halloween Night will be celebrated on Monday, October 31 from 6:00pm – 8:00pm. Mayor Sammons will be handing out candy to our little residents. Ron Nunnery and I met and all residential rental property permits will be distributed this week. We have completed all requirements for We Thrive in 2016. The Annual Recognition Event is Thursday, December 1 from 5:30pm – 7:30pm Our Salt Loader Agreement and the Use of the Salt Dome Agreement with Miami Township are due. (Rick usually calls Consolidated to confirm verbal agreement on their salt donation for the present year.) We had complaints regarding a few people spending the night in our park shelter using the outlet to charge their phones. I called Hamilton County police, they patrolled the area and have spoken with them.
