Meeting was called to order at 6:00 P.M. by Mayor Sammons.

MAYOR’S OPENING STATEMENT

Mayor Sammons stated that Tuesday, November 7, 2017 is Election Day. We have four open council seats up for election. There are a few state issues on the ballot also.

MINUTES

Shirley Smith moved that the September 25, 2017 minutes be accepted. Ron Nunnery seconded the motion. Motion carried 100%.

TREASURER’S REPORT

The Treasurer’s Report is available at the Village office.

Marty attended the Fiscal Officer training in Dayton this month. Marty opened the Star of Ohio account. There will be a Budget meeting at 5:45pm on November 20th, immediately prior to our Council meeting.

PAY THE BILLS

Fran Romweber made motion to pay the bills. Shirley Smith seconded the motion. Motion carried 100%.

MAINTENANCE SUPERVISOR’S REPORT

The Maintenance Supervisor’s Report is available at the Village office.

Rick stated he will begin hanging Christmas decorations on Monday, November 27. The Village of Cleves maintenance will assist North Bend and we will assist Cleves with their decorations.

The doors for the maintenance department have arrived. We are waiting on the installer.

POLICE REPORT

Lt. Andy Guy is reporting for Sgt. Raker as he is recuperating from surgery. There were forty (40) calls for the month of September. One case was assigned to detectives for investigation and no cases were closed. There were six (6) citations and three (3) auto accidents.

Mayor Sammons stated a property owner contacted him stating they have a video recording of drug activity at 154 Miami Avenue. He also asked Lt. Guy clarify squatter’s rights as they relate to occupant claims and police processes and procedures. The police verify with owners of occupants’ permission to live there.

FIRE REPORT

Chief Ober reported there were six (6) calls and one (1) fire detail for the month of September. There were three overdoses at one location, 6 Washington. Two of the people were residents and one was a guest.

The fall fire hydrant checks have been completed for North Bend.

Chief Ober will conduct CPR and First Aid demonstrations on Saturday, November 18th at 10:00 am in North Bend’s Council Hall. This demonstration is not for certification.

THREE RIVERS SCHOOL

Superintendent Craig Hockenberry reported their administration spent six months developing their core values. Two students are running for State. The drama department is showing “The Wizard of Oz”. The second quarter began last week and the grading system for Ohio is changing again. Three Rivers Schools did not grade well in fifth grade Math, Preparing for College Success, and Gap Closing (closing the gap between the highest achieving students and the lowest achieving students). Fran Romweber stated the teachers and administration at Three Rivers Schools are excellent. Being a past school administrator, she stated there’s a process in understanding the format of the PSAT and offered her assistance to Superintendent Hockenberry to help plan a curriculum to understand this format.

Dave Moorman reported that he met with representatives from Rumpke and Best Way waste companies to receive bids for waste collection beginning in 2019. Miami Township Trustees have been advised that we are looking into separating from their waste collection contract. He stated we have ample time if we bid out by September, 2018.

The Finance Committee meeting is at 5:45pm on November 20th, immediately prior to our Council meeting at 6:30pm.

Beautification – Fran Romweber

The Beautification Committee meeting minutes are attached for your review. Fran attended an Interact for Health luncheon at Music Hall on October 10th and subsequently wrote a thank you letter to them.

The landscaping at St. Annes and US 50 will be completed in 2018.

LAW DIRECTOR NEW BUSINESS

Recently, we received requests from Cincinnati Bell, Duke Energy and Verizon for Village right-of-way permitting. Hamilton County issues permits through their engineer. Mayor Sammons stated the Village should have a permitting process for this purpose. Ron Hartoin, Street Commissioner and Rick Schultz would be involved in this process and our Deputy Clerk, Marilyn Kramer would issue the permit. Scott will work on an Ordinance.

MAYOR’S NEW BUSINESS/ REPORT

Miami Township sent North Bend their Joint Agreement for the Use of the Salt and Rubber Tire Loader at the Miami Township Salt Dome. Ron Nunnery made motion to give Mayor Sammons authority to sign the agreement. Fran Romweber seconded the motion. Motion carried 100%.

Mayor Sammons reported that we received a request to pass a tethering ordinance in North Bend. Marilyn Kramer will send that email to council for discussion.

Our next Council meeting will be Monday, November 20th at 6:30pm because of the Thanksgiving holiday. The Finance Committee meeting will be at 5:45pm.

Our December Council meeting will be Monday, December 18th at 7:00pm because of the Christmas holiday.

TREASURER’S REPORT

October 30, 2017



To Council Members for Your Information and Review



I attended Village Fiscal Officer training in Dayton on Tuesday, 10/17, received my certificate and completed 2017 required training through the Auditor of State.



The StarOhio account has been setup and funded with $300,000 per Council’s recommendation.



Please send me and the Finance Committee 2018 expense requests. Mr. Moorman will schedule a committee meeting to discuss and create the 2018 budget to present to Council for approval at the November meeting.

We issued 2 purchase orders this month to Miami Township for 2017 FIRE/EMS coverage, $79,861.51 and Marta Fryman, for mileage, $100.00.



Distributed to council members this month are the following reports:

· Monthly Cash Flow Analysis:

Showing money in/money out and the check book balance

· Payment and charge Register Report:

Includes all checks & automatic payments taken directly from our checkbook since last Council Meeting

· Receipts Register Report:

Includes all sources of revenue taken in by the Village since last Council Meeting

· Revenue Status Report:

Shows the year-to-date status of each revenue account as of date of this Council Meeting

· Fund Status Report: Shows amount left in each fund as of date of this Council

Meeting and the current checking account balance

· Year to Date Beautification Accounting Report

· Mayor’s Discretionary Fund Report – no expenses to report this month

MAINTENANCE SUPERVISOR’S REPORT October 30, 2017 Rick Schultz







- Zero turn mower repair – new front wheel repaired in-house, $200.00.



- Hanging baskets were taken down and stored.





- Cleared fallen trees and branches off Brower Road. We also cleaned gutters and catch basins.





- We put finishing touches on Christmas decorations and will begin hanging them the week of Thanksgiving.





- Repair was made to sprinkler system at the Point.





DEPUTY CLERK’S REPORT October 30, 2017 Marilyn Kramer





- Halloween in North Bend will be tomorrow, October 31st, between the hours of 6:00pm – 8:00pm.



- Our Beautification Committee meeting was held October 21, 2017. The minutes are attached for your review.



- The INEOS/PAG meeting was held in North Bend’s Council Hall on October 26, 2017.



- Election Day is Tuesday, November 7, 2017. Polls open between 6:30am - 7:30pm.

We have four (4) council seats open for voters.



- We haven’t heard from Hamilton County regarding the CEDAP grant.



- Software transferring Word to PDF cost $299.99 from Best Buy or $14.99 per month as a subscription directly thru Adobe…. this option would include all updates.



- As a result of our “We Thrive” meetings, they suggested North Bend have a maintenance plan for our Presidential Community Park for future maintenance supervisors. Rick advised me of his monthly checklist and it’s attached for your review.



- The 2017 “We Thrive” Community Recognition Event will be held Wednesday, December 13, 2017 from 5:30pm – 8:00pm at the Mayerson Jewish Community Center. The invitation and directions are attached. We need to RSVP by December 4, 2017.



- Scott is preparing the 2018 contract for Edinburgh’s hanging planters.



- We issued a public solicitation permit to a representative of Edward Jones.



- Thirteen ceremonial rifles were given to us in 1987 from the Department of the Army

and we don’t have a record as to where they are located. I have Hamilton County and the American Legion in Cleves checking on this for us.



- Because of the holidays, we’ve scheduled our November council meeting for Monday, November 20 at 7:00pm and December’s meeting for Monday, December 18 at 7:00pm.
