Meeting was called to order at 7:00 P.M. by Mayor Sammons.

MAYOR’S OPENING STATEMENT

Mayor Sammons stated that North Bend will celebrate Halloween on Thursday, October 31st between the hours of 6:00pm – 8:00pm. He asked that all drivers watch out for the children.

MINUTES

Joe Bonner moved that the September 30, 2019 minutes be accepted. Shirley Smith seconded the motion. Motion carried 100%.

TREASURER’S REPORT

The Treasurer’s Report is available at the Village office.

Marty stated that she has received the 2020 Budget Request from the Beautification Committee.

Marty reported the two-year audit has been completed, however, she does not have the report as of yet. Dave Moorman stated he would like the auditor to meet with the Finance Committee to discuss the audit findings, fees and recommendations. The Hinkle Notes findings caused the Village to incur an additional audit fee.

Shirley Smith made a motion to pay the bills. Joe Bonner seconded the motion. Motion carried 100%.

POLICE REPORT

Lt. Keith Boeing reported there were 31 calls for service for the month of September. There was one criminal case and one non-criminal case. There were two auto accidents.

Lt. Boeing mentioned Miami Township will host a drug take-back event on Saturday, October 26 from 9:00am – 2:00pm. This event is for disposal of unused medication.

GUESTS

Mr. Randy Chenault is with Congressman Steve Chabot’s office and spoke about their outreach program. Their topics include: Social Security, Department of Veterans, IRS, Passports and FEMA.

Mayor Sammons asked about Congressman Chabot having one of his town hall meetings here in North Bend. He also spoke about how Congressman Chabot was in favor of the Riverfront Development project. Mayor Sammons asked Mr. Chenault to speak with Joe Abner for other possible avenues we may take to begin this project; possibly with the Department of Interior.

Fran Romweber compiled a file of paperwork regarding the removal of trees at President William Henry Harrison’s tomb site. The line of trees at the tomb blocks the view of the monument from US 50 and other areas of North Bend. She would like some assistance from Congressman Chabot on this project.

FIRE REPORT

Chief Ober reported there were two Fire details for the month of September. There was one auto accident and one of a dog recue over a cliff. There were 14 EMS runs and none of them were drug related. Chief Ober stated he will have the report that Mayor Sammons requested last month regarding drug related calls from 2016-2017 in comparison to 2018-2019.

Mayor Sammons thanked Chief Ober for coming early this evening to attend North Bend’s Question and Answer meeting regarding tax levy questions from our residents.

Ron Hartoin asked Chief Ober that if a person having a diabetic reaction and his symptoms are the same as a drug related incident, how is that addressed when EMS personnel tend to the patient? Chief Ober stated that there is no adverse reaction to receiving NARCAN if you are not overdosing from drugs.

Finance - Mr. Moorman

Dave Moorman requested a Budget meeting on November 25 at 6:15pm, immediately prior to our council meeting. All 2020 budget requests are due and council will vote on them at this Budget meeting.

Dave also requested council go in to Executive Session immediately following the council meeting to discuss employee wages.

Maintenance - Mr. Hartoin

Ron Hartoin made a motion to declare Resolution 2019-24 an emergency and to dispense with the requirement that this Resolution be read on three separate days and be adopted upon its first reading. Fran Romweber seconded the motion. Motion carried 100%.

Ron Hartoin made a motion to adopt Resolution 2019-24 Authorizing the Village of North Bend to Execute a Contract for Harrison Avenue Improvements and Declaring the Official Intent and Reasonable Expectation of the Village of North Bend on Behalf of the State of Ohio to Reimburse its Street Fund for the Harrison Avenue Improvements Project, Project No. CT12W/CT13W with the Proceeds of Tax Exempt Debt of the State of Ohio. Shirley Smith seconded the motion. Motion carried 100%.

Ron Hartoin made a motion to adopt Resolution 2019-25 Authorizing Mayor to Execute Joint Agreement Between Miami Township, Hamilton County and the Village of North Bend for the Use of a Salt and Rubber-Tire Loader at the Miami Township Dome. Shirley Smith seconded the motion. Motion carried 100%.

Planning & Zoning - Mrs. Romweber

Fran Romweber made a motion to declare Resolution 2019-23 an emergency and to dispense with the requirement that this Resolution be read on three separate days and be adopted upon its first reading. Shirley Smith seconded the motion. Motion carried 100%.

Fran Romweber made a motion to adopt Resolution 2019-23 Authorizing the Mayor to Execute Contract with the Hamilton County Regional Planning Commission for Zoning Compliance Services Effective 1/1/20 through 12/31/2020. Shirley Smith seconded the motion. Motion carried 100%.

Fran mentioned that Mr. and Mrs. Patel, owners of the BIERmarkt, were in India for one month and just now received our last letter asking them to remove the fence on North Bend’s property. Fran spoke with Mrs. Patel and she agreed to remove the fence by November 11, 2019.

Beautification – Fran Romweber

The Beautification Committee meeting was October 8th. Our 2020 Budget Request has been submitted to Dave Moorman and Marta Fryman.



Fran thanked Rick for the beautiful flowers and advised council to check the beautiful wreaths in the maintenance department that will be hung on the Brower Road overpass for the holidays.

nt at their location on Saturday, October 26 from 10:00am – 12:00pm.

Scott Sollmann stated that according to the Ohio Revised Code, a vote by any council member, participating at the council meeting by phone, cannot be counted. The council member must be at the meeting in person for his/her vote to count.

MAYOR’S FINAL COMMENTS

Mayor Sammons stated this will be his last session for the office of Mayor of North Bend. He is advising council and residents for future interest in the Mayor’s seat.

TREASURER’S REPORT

Preparation of 2020’s budget has begun. Please get Mayor Sammons, Dave Moorman or myself budget requests. Approval of the following year’s budget is in November per past practice.



I am still waiting to hear from the State Auditor regarding the final audit report.



We issued 3 purchase orders this month Miami Township Trustees, $55,000.00, for the police coverage contract through 2019; Board of County Commissioners, $3,000.00, for police dispatch fees through 2019; and Auditor of State, $984.00, for audit expenses.



Distributed to council members this month are the following reports:

· Monthly Cash Flow Analysis:

Showing money in/money out and the check book balance

· Payment and charge Register Report:

Includes all checks & automatic payments taken directly from our checkbook since last Council Meeting

· Receipts Register Report:

Includes all sources of revenue taken in by the Village since last Council Meeting

· Revenue Status Report:

Shows the year-to-date status of each revenue account as of date of this Council Meeting

· Fund Status Report: Shows amount left in each fund as of date of this Council

Meeting and the current checking account balance

· Year to Date Beautification Accounting Report – No report due to no expenses

· Mayor’s Discretionary Fund Report – No report due to no expenses

· Credit Card Expense Report

MAINTENANCE SUPERVISOR’S REPORT October 21, 2019 Rick Schultz


- Took down hanging baskets (all but 6) and brought back the ground planters.





- Repaired wash out area on Cliff Road with rip rap.





- Started cleaning out storm water manhole area on E. Harrison for engineers.



- Started checking Christmas lights on snowflakes and wreaths.





- Started moving snow equipment into place and checking operation.



DEPUTY CLERK’S REPORT October 21, 2019 Marilyn Kramer





- Last month Dave Moorman asked for a list of the HMAG (Hazard Mitigation Assistance Grant) application funding awards. Please see the attached.



- I attended the Hamilton County Planning and Development Commission meeting on October 9th.

This meeting is to outline the county’s needs, goals and programs for housing, economic and community development for their 5-year consolidation plan for 2020-2024. They wanted our input as to what’s important to our communities. They primarily discussed public housing and how to have landlords take better care of their properties. I advised them North Bend’s goal is to increase economic and community development and would like to see grants awarded to smaller communities.





- Election Day is Tuesday, November 5th, 2019. The polls open at 6:30am.





- At the previous INEOS meeting, the committee voted to hold quarterly meetings rather than bi-monthly meetings. As a result, we are not having a meeting this Thursday in North Bend. The next INEOS meeting is Thursday, December 12th at Three Rivers School.





- Our Records Retentions meeting was held today; I’ll email the minutes to council this week.

- The Hamilton County Commission Cooperation Agreement automatically renews for the next three years beginning February 2020 -2023.
