Members Present: Mayor: Mr. Sammons Law Director: Mr. Sollmann Fiscal Officer: Ms. Fryman Councilpersons: Mr. Moorman (excused), Mr. Deters ( by phone), Mr. Bonner, Mrs. Romweber, Mrs. Bolser, Mr. Morgan MAYOR’S OPENING STATEMENT Mayor Sammons had no opening statement. MINUTES Joe Bonner moved that the September 26, 2022 minutes be accepted. Bev Bolser seconded the motion. Motion carried 100%. Joe Bonner moved that the October 11, 2022 Special meeting minutes be accepted. Bev Bolser seconded the motion. Motion carried 100%. TREASURER’S REPORT Please give your budget request to Fiscal Officer Marta Fryman or Councilman Dave Moorman by November 8, 2022. North Bend’s Budget meeting will be held Monday, November 21, 2022 at 6:15pm. Joe Bonner made a motion to adopt Resolution 2022-27 Amending the 2022 Tax Budget & Appropriations for Second Time. Bev Bolser seconded the motion. Motion carried 100%. Mayor Sammons stated we have received the $400,000 funding from Hamilton County’s Community Revitalization grant. Law Director Sollmann will schedule the closing with the Village of Cleves next week on November 1 or November 4, 2022. Mayor Sammons stated we did not receive the federal grant for 4 MIL for the Riverfront Development project. However, he is still talking with Joe Abner, Congressman Chabot’s office, regarding other possibilities. Mayor Sammons stated the KIO Ski Club decided they will not be renting the land from North Bend until our project is underway. This will allow North Bend to pursue and begin the development of our project immediately. Minutes, October 27, 2022 PAY THE BILLS Fran Romweber made a motion to pay the bills. Bev Bolser seconded the motion. Motion carried 100%. MAINTENANCE SUPERVISOR’S REPORT Nate Redding reported that all of the planters and hanging baskets are down and the dumpster is filled. A new dumpster is coming within 1-3 days. One dead deer was hauled away. Latches on the dump truck have been welded. The broken bearing on the leaf recycling equipment has been repaired. The truck bed is ordered and should be available in ten weeks. Maintenance has been checking all of the Christmas lights and brackets, as well as the banners. Mayor Sammons asked about if the receptacles have been placed on the Duke poles. Marilyn Kramer advised council that Duke is checking on this and should be able to install them by end of November. Mayor Sammons said to order two additional snowflakes to add to the wreaths which will be placed on these poles on River road. Max Morgan asked about the quote of replacing the sidewalk and curbing along River Road. Nate stated in 2017, the cost was approximately $72,000. He has not received an updated cost quote as of yet. DEPUTY CLERK’S REPORT Marilyn Kramer reported that Safety Day was a huge success. Approximately 15-20 families attended this year. Miami Township’s Fire department gave away bike helmets, fireman hats and more. Councilmen Max Morgan and his family and Dave Moorman attended as well. North Edge Steel advised me they should have our detailed site plans for the two steel buildings by early next week. Election Day is Tuesday, November 8th, 2022 from 6:30am-7:30pm. I attended the FEMA Ohio Floodplain meeting on October 20th. North Bend and one other jurisdiction attended this meeting. We discussed the Riverfront Development project and the moderator will contact Mayor Sammons for more details. Our Records Retention meeting was today and we discussed preserving the historical record’s books from the 1800’s. Marilyn will also begin to remove the older files that are not needed. Our new front door was installed by JB Sales and they did an excellent job. Hamilton County will provide our Planning Agreement for our November meeting. POLICE REPORT There were 34 calls for service for the month of September. There were 16 non-billable reports. There were no auto accidents and 1 criminal report. Mayor Sammons stated he received a call from Mayor Mear of Addyston and she asked if North Bend would be interested in sharing Addyston’s police department. Mayor Sammons advised her that North Bend is very satisfied with Hamilton County’s Police department. GUESTS Mr. Gage Bradford, Hamilton County Resource, discussed the updated Hamilton County Solid Waste Management Plan for 2024-2038. A resolution will need to be presented to council in January, 2023. Mr. Bradford reported that Hamilton County received 1 Mil in grants to focus on recycling and composting efforts. Hamilton County has a 365 day sheriff task force to regulate dumping. People dump tires, mattresses, trash and more. Their business recycling budget increased from $145,000 to $245,000. The EPA mandates they update their recycling efforts by state. Hamilton County is hoping all 48 communities will approve and ratify their plan in January, 2023. Minutes, October 27, 2022 GUESTS, Continued Mr. Bradford gave some examples of grants: Silverton received a $10,000 grant for composting. They purchased composting items and distributed them to residents. Colerain contracted with the company, “Go Zero” to help with composting efforts in their community. Hamilton County has a 4-month summer internship on composting if anyone is interested. FIRE REPORT In Chief Lacey’s absence, Mayor Sammons read his report. For the month of September, 2022, there were 3 Fire runs and 15 EMS details. Mayor Sammons advised Sgt. Carney to keep him updated on any drug abuse related incidents in North Bend. THREE RIVERS SCHOOL Ms. Megan Rivet, Three Rivers School, stated she oversees the curriculum and federal funding for Three Rivers School. The Pumpkin Chuck is November 5th and is sponsored by the Kiwanis Club. Their Veterans Day event is November 10th. November 11, 12 and 13, the play production of Mawana, Jr. will begin. TRS has food drives for TRAM and they’re having a coat drive also. Mayor Sammons stated North Bend donated $10,000 of the CARES ACT money to TRAM. Mayor Sammons stated he has signed up as a substitute teacher and will begin teaching 8th grade math tomorrow and a French class on Monday. Ms. Rivet stated girls’ soccer team shared the co-championship with Wyoming. TRS has two seniors that received the Rural and Small Town full ride scholarship. TRS has guidance counselors that help students apply for college scholarships. COMMITTEES: Finance - Mr. Moorman In Dave Moorman’s absence, Marta read his report. Please send in any budget items to Dave Moorman or Marta Fryman by November 8th, 2022. The two, new roadway street lights are scheduled for installation on St. Annes the week of October 31st. Light, Water and Sewer - Mrs. Romweber No Report. Maintenance - Mr. Bonner Joe Bonner discussed the budget for maintenance with Dave Moorman. Joe has not discovered who owns the wall on St. Annes that is in need of repairs. Bev Bolser asked about the landslide area. Rick will get quotes for the trough-like system soon. Police & Fire – Mr. Deters Bill Deters stated he will be attending a meeting regarding our police contract next week. Planning & Zoning - Mrs. Bolser Bev Bolser talked about the Papa Johns’ signage located back off the road and it may be temporary. She couldn’t find anything in our Zoning Code that would require them to remove the signage. Fran Romweber did not see a problem with that, however, it may be a good idea to write them a letter stating same. Minutes, October 27, 2022 Law & Ordinance - Mr. Morgan Max Morgan talked about the nuisance issue on Three Rivers Parkway. Mayor Sammons stated he and Sgt. Carney visited the property, took pictures and spoke with the employees about the issues. Scott has advised Mr. Tisch’s attorney of this issue and will send him a letter, certified mail, advising him officially of the rubbish, junk vehicles and that we will take action by placing a lien on the property for costs of removing such rubbish if they ignore the order. They are also moving dirt and chunks of blacktop have been located on the sidewalk. For the welfare of the village, Fran Romweber made an emergency motion to approve Resolution 2022-28 Declaring Nuisance and Ordering Abatement of Parcel 573-0006-0080-00. Bev Bolser seconded the motion. Motion carried 100%. Max Morgan also talked about the status of the Residential Rental application and permit program. There are 19 rental properties. Nine permits were issued in August and September. Seven owners did not respond to our letters. (One property was sold on 9/27, so I can mail a letter to the new owner). Three rental applications were returned. Beautification – Mrs. Romweber Fran Romweber stated the tree removal project near President William Henry Harrison’s burial site is complete. She would like to ask Tello’s Tree Removal Company to remove one larger branch blocking the view. Once Charles Hunter, Genesee & Wyoming Railroad, sends his donation of $2,500 - $4,000, we will have the monies in the account to pay for this service. Mayor Sammons would like to have the honeysuckle taken down on Brower Road. He also stated we will contact Tina Cole with TRS to begin the process of the students clearing the pathway at Congress Green Cemetery. COUNCIL’S OLD BUSINESS No Report. Please get Mayor Sammons, Dave Moorman or myself budget requests by November 8. Approval of the following year’s budget is in November per past practice. Mr. Moorman requests Council to hold the appropriations budget meeting on November 21 at 6:15 prior to the regular meeting. We received $400,000 from Hamilton County for the grant. We issued 3 purchase orders this month – PO#31-2022, Cleves Water Works, $500.00; PO#32-2022, Husac Excavating, $34,072.50, Sunset Ave. street project; and PO#33-2022, Duke Energy, $1,872.69, street lights Distributed to council members this month are the following reports: · Monthly Cash Flow Analysis: Showing money in/money out and the check book balance · Payment and charge Register Report: Includes all checks & automatic payments taken directly from our checkbook since last Council Meeting · Receipts Register Report: Includes all sources of revenue taken in by the Village since last Council Meeting · Revenue Status Report: Shows the year-to-date status of each revenue account as of date of this Council Meeting · Fund Status Report: Shows amount left in each fund as of date of this Council Meeting and the current checking account balance · Year to Date Beautification Accounting Report – No report due to no expenses · Mayor’s Discretionary Fund Report – No report due to no expenses · Credit Card Expense Report Copies of all the above reports are available for public viewing at the Village Office.
