Meeting was called to order at 6:00 P.M. by Mayor Sammons.

MAYOR’S OPENING STATEMENT

Mayor Sammons stated the election is next week. He spoke about Issue 1 and how, if passed, parental rights will be taken away with life changing events.

Joe Bonner moved that the September 25, 2023 minutes be accepted. Mark Weadick seconded the motion. Motion carried 100%.

TREASURER’S REPORT

Marty asked all departments to have their budget in to her or Dave by November 3, 2023. We will hold our Budget meeting on November 20, 2023 at 5:15pm.

The Treasurer’s Report is available at the Village office.

PAY THE BILLS

Fran Romweber made a motion to pay the bills. Bev Bolser seconded the motion. Motion carried 100%.

MAINTENANCE SUPERVISOR’S REPORT

In Nate’s absence, Rick Schultz reported our leaf recycling program started mid-October. Landscaping and the light were installed at Harbor Drive. Maintenance is cleaning debris from the riverfront property and will need a control burn permit and a dumpster. Rick asked for approval for a dumpster at the cost of $475.00. Dave Moorman made a motion to approve ordering a dumpster in the amount of $475.00 for removing debris from the riverfront property. Using the dumpster as an example, Dave further stated that, where permitted by grant terms, grant funds would be applied to Riverfront Park expenses incurred by the Village. Fran Romweber seconded the dumpster motion. Motion carried 100%.

MAINTENANCE SUPERVISOR’S REPORT, Continued

Rick stated grass cutting is over and he has contacted Consolidated Barge for salt donation. Nate is concerned about not being able to complete all projects through the winter months with a smaller crew. Rick said the Christmas ornaments are installed but will not be lit. Bill Schultz suggested we let Three Rivers School students paint our flower boxes that will be decorated as “gift” boxes in winter.

DEPUTY CLERK’S REPORT

Marilyn stated she submitted the updated mini-grant to Hamilton County for the Riverfront Park project on October 27, 2023 for a walking trail. We will meet with Ryan McEwan regarding North Bend’s Emergency Operations Plan on November 1, 2023. We held our We Thrive Wellness Committee meeting on October 18th. We will be assigned a new representative as Nicole Key has left Hamilton County. Our recognition dinner with We Thrive is December 7th. Halloween is scheduled for October 31 from 6:00pm – 8:00pm. Election Day is November 7th. Breakfast with Santa is December 9, 2023 at 10:00am.

Marilyn stated North Bend is in need of a new bulletin board. Our current bulletin board is rusting on the outside and the interior is deteriorating. She attached an estimate for $1,870.00 to be included in the budget for 2024. Marilyn also mentioned that Ann Schultz, who cleans council hall, our offices and bathroom for $250.00 annually, does an excellent job and wanted to let council know much we appreciate her. Marilyn stated that Bev Bolser suggested we have a pamphlet for new council members with information about their position. Fox Hills would like to purchase hanging baskets for their private drive in Aston Oaks. They will advise Marilyn as soon as they decide on the number of baskets.

POLICE REPORT

Sgt. Carney reported there were 29 calls for service for the month of September. One case was assigned to detectives for investigation. There was one criminal report and one auto accident. Mayor Sammons talked about the police contract talks and how North Bend is willing to pay the amount we receive from our Safety Tax Levy. Hamilton County Sheriff’s Office would like to coordinate the west side townships and villages into one contract.

GUESTS

Mr. Timothy Vollrath, candidate for Miami Township Trustee, attended our meeting to introduce himself to the community. He’s been a Miami Township resident since 1977. He entered the military in 1987 and is an E6-Tech. He’s a father of five children and two grandchildren. He coaches several sports teams, cub scout leader and Commander of the American Legion. Joe Bonner and Mayor Sammons asked him why is he running and what are the biggest issues in Miami Township. Mr. Vollrath stated safety is his biggest issue and hiring a new Fire Chief. He’s always available and not afraid to give his opinion. Mayor Sammons said North Bend would like to partner with Miami Township as they want to have an amphitheater and our Riverfront Park is the perfect location for this. Fran Romweber stated she would like to see Miami Township and North Bend come together twice a year to coordinate projects.

Mr. Rob Schrimpf, candidate for Miami Township Trustee, was also invited to attend our council meeting. He did not attend.

FIRE REPORT

Lt. King stated there were no fire runs and 9 EMS details for the month of September. Cincinnati State donated drinking water to MTFD. All hoses have been tested in September. There were thirteen final inspections on fire hydrants and three in North Bend remain out of service. There are two listed on Cliff Road and one on W. Harrison. Lt. King stated Cleves Water Works is responsible for repairing/replacing inoperable fire hydrants. Mayor Sammons will contact Mike Rahall, Administrator of Cleves, to have them repair the hydrants. There are a total of twenty-eight hydrants out of service for Miami Township and Bev Bolser asked if that was number was high. Lt. King stated there’s a total of 900 fire hydrants. Lt. King also stated there is an interim Fire Chief; they will appoint a permanent Fire Chief soon.

THREE RIVERS SCHOOL

Ms. Megan Rippa stated their winter season has begun at the school. The volleyball team won the CHL. The last time they won was 1993. TRS will hold their annual Veterans Day Ceremony. The Disney play is November 10,11,12. Ms. Rippa stated they are looking at their budget since the power plant is leaving and the COVID money expires in 2024.

COMMITTEES:

Finance - Mr. Moorman

Dave Moorman stated we received a bid from Rumpke on October 20, 2023 for residential waste and recycling in North Bend for the period January 1, 2024 – December 31, 2027. Best Way did not submit a bid for review. Rumpke is proposing for 2024, $15.25 per month for waste pickup and $5.00 per month for recycling pickup with a maximum annual increase of 5%. In 2023, their cost was $14.75 for waste and $4.75 for recycling resulting in a 3.4% and 5.3% increase respectively.

Dave stated if a resident doesn’t pay their waste pickup company, North Bend will try to secure payment under ordinance stipulations. Dave with speak with Dean Ferrier regarding this issue. Mark Weadick stated Dean Ferrier, Rumpke, will work with North Bend regarding individual instances.

Light, Water and Sewer - Mrs. Romweber

Maintenance - Mr. Bonner

Joe Bonner made a motion to declare Resolution 2023-16 an emergency and to dispense with the requirement that this resolution be read on three separate days and be adopted upon its first reading. Fran Romweber seconded the motion. Motion carried 100%.

Joe Bonner made a motion to adopt Resolution 2023-16 Authorizing Mayor to Execute Joint Agreement between Miami Township and North Bend for Use of Salt and Rubber-Tire Loader at Miami Township Dome. Bev Bolser seconded the motion. Motion carried 100%.

Police & Fire – Mr. Deters

Bill Deters stated Mayor Sammons summed up the most recent information earlier in the Police Report section, regarding Hamilton County Sheriff’s Office wanting to coordinate the westside townships and villages into one contract.

Planning & Zoning - Mrs. Bolser

We met with the Hamilton County Model Zoning Code committee and are moving forward. Hamilton County is comparing our Zoning Code with theirs and making recommendations as we move forward. They would like to create a Model Zoning Code for all jurisdictions. Bev will present the final recommendations to council for their approval when completed.

Mayor Sammons mentioned John Niehaus gave him plans for Derbyshire development. He forwarded them to Jennifer Vatter for review. Bev Bolser was unaware of this recent development.

Law & Ordinance - Mr. Weadick

Mark mentioned the sidewalk issue at 20 Taylor Avenue. November 15th, 2023 is the deadline with a cost of $650.00 to the owner. Our next We Thrive meeting is January 31, 2024 and we will be collaborating with Miami Township at that meeting. We hope to share Safety Day with Miami Township and address the issue of fall prevention with the Fire Department.

Beautification – Mrs. Romweber

Fran stated what a nice compliment it was to hear that Fox Hills is considering placing hanging flower baskets in their area. Fran thanked our maintenance crew for the sign and wall installed on Harbor Drive. She also mentioned the unsightly soot located on the Dollar General building and would like to address this issue.

LAW DIRECTOR’S OLD BUSINESS

Scott gave the check in the amount of $8,645.27 from Philadelphia Indemnity Insurance Company to Marilyn. This is a reimbursement for Capital Electric costs in replacing the traffic light and pole that was destroyed because of an auto accident. Mayor Sammons thanked Scott for handling this issue.

COUNCIL’S NEW BUSINESS

Dave Moorman had a letter from the AOPOA, the tone of which portrayed the Village as uncooperative related to the wall on St. Annes, St. Annes street lighting and more. The Village of North Bend was solely responsible for both St. Annes wall repair and additional street lighting.

LAW DIRECTOR’S NEW BUSINESS

There was a discussion about how a government cannot apply to become a 501 (c)(3). However, the Village could decide to create a Community Improvement Corporation (“CIC”). This is a requirement for the Fifth Third Foundations grant process. Mayor Sammons and Scott will look into this more closely.

TREASURER’S REPORT

Preparation of 2024’s budget has begun. Please get Mayor Sammons, Dave Moorman or myself budget requests by November 3. Approval of the following year’s budget is in November per past practice. Mr. Moorman requests Council to hold the appropriations budget meeting on November 20 at 5:15 prior to the regular meeting.



I completed my annual required training at the Village Fiscal Officer’s training in Miamisburg, OH on October 19.



We issued 2 purchase orders this month – PO#28-2023, Deere & Company, $5,663.97, W36R Walk behind mower and BC#22-2023, Maintenance Operating Supplies and materials, $10,000.00.

Includes all checks & automatic payments taken directly from our checkbook since last Council Meeting

DEPUTY CLERK’S REPORT October 30, 2023 Marilyn Kramer

We submitted an updated $35,000 mini-grant to Hamilton County for the Riverfront Park on October 27th. This is for a walking trail to be implemented by July, 2024.


We have a meeting with Ryan McEwan regarding North Bend’s Emergency Operations Plan (EOP) with Hamilton County on Wednesday, November 1, 2023 at 9:30am in council hall.




We held our We Thrive Wellness Committee meeting on Wednesday, October 18th. Our previous representative, Nicole Key, took another job and Ms. Catherine Lusky attended our meeting. We will be assigned a new representative soon. Notes of that meeting are attached.




We are in need of a new bulletin board. The outside is rusting and the inside is falling apart. I’ve attached a quote from United Visual Products for a bulletin board like the one we currently have.


Halloween is scheduled for tomorrow, Tuesday, October 31, 2023 between 6:00-8:00pm





Tuesday, November 7th, 2023 is Election Day. I’ll meet poll workers to give them access. The polls open at 6:30am and close at 7:30pm.


Breakfast With Santa is scheduled on Saturday, December 9th, 2023 at 10:00-11:30am.
