Meeting was called to order at 7:00 P.M. by Mayor Sammons.

MAYOR’S OPENING STATEMENT
Mayor Sammons reviewed the Buckeye Boys State events attended by two boys from Taylor High School. They both wrote letters to Council. Mayor Sammons read the letter from Luke Roberto thanking Council for their support and gave an insight to his week. The Buckeye Boys State exposes these young men to the workings of government.
MINUTES
Bill Welch moved that the August 26th Minutes be accepted. Fran Romweber seconded the motion. Motion carried 100%.
TREASURER’S REPORT
The Treasurer’s Report is attached.
Ron Hartoin made motion to pay the bills. Ron Nunnery seconded the motion. Motion carried 100%.
MAINTENANCE SUPERVISOR’S REPORT
See Attached Report
Council approved Rick Schultz to contract with Ed Cain. Mr. Reichert will notify the owner that he will be responsible to pay Mr. Cain directly and notify Rick when to proceed.
Council approved the spending of $1,275.00 for fencing/gate around the storage barn.
Fran Romweber questioned about the grass along US 50 in front of the shopping center. Dick Weber will be asked to pursue why the mowing has stopped.
Rick thanked Council for their support in his first year at North Bend.

POLICE REPORT
Sgt. Daugherty stated there were 57 calls in August, 0 OVI’s and 9 cases were assigned to detectives. One (1) has been closed. Mayor Sammons asked for clarification of the cases that are turned over (assigned) to detectives. Sgt. Daugherty stated that "major" cases are assigned. The Mayor asked about cases in other villages and townships so they can be compared to North Bend issues. Sgt. Daugherty stated there is extensive networking among local police. The Mayor would like to have other local calls reported to North Bend also.
On October 26th, the Miami Township Center will hold a "drug take back" program from 10:00am – 2:00p.m. for residents to turn in prescription drugs.
GUESTS
Mr. Tom Nare of Sequoia Construction is currently building a home on St. Andrews. Mr. Nare explained why he should not be responsible for damage to the village streets when all of his loads are legal. He also feels the road was not constructed properly. There was a discussion between Mr. Nare and several members of Council about whether he should be responsible. There was a disagreement between council members as to whether he should be held responsible. Council will consider this and get back to Mr. Nare.
Mr. Bob Polewski is running for Miami Township Trustee.
Mr. Paul Beck is running for Miami Township Trustee.
Carrie Vale, Manager of the Miami Township Library in Cleves gave a short presentation on the Library’s services.
Mr. Bob Bracken is a candidate for the Three Rivers School Board.
The four guest speakers above gave a short talk about their candidacy and of their support for the library levy.
FIRE REPORT
Chief Ober reported there were 8 EMS details and 1 fire detail for the month of August. We are finishing the fall hydrant checks. The fire inspections for 2013 for businesses are completed.
THREE RIVERS SCHOOL DISTRICT
Mr. Welch attended the high school auction and all went well. Mayor Sammons stated that Taylor High School is scheduled to be demolished by the end of 2013.

Mr. Welch made motion for Resolution 2013-25 Establishing the Turnberry/St. Annes Capital Project Fund. Fran Romweber seconded the motion. Motion carried 100%.
Mayor Sammons reviewed the status of Turnberry/St. Annes and the need to rehab it. He also reviewed that other streets will be needing work in the future. Mr. Welch distributed a spreadsheet to Council forecasting these future needs.

Mr. Moorman made the second reading of the grass and weeds ordinance.
Beautification – Fran Romweber
The We Thrive Grant is now $4,500.00. North Bend expects to receive this money soon.
North Bend is applying for the Interact for Health grant.
Fran Romweber reviewed the We Thrive grant procedures and the We Thrive plans for a playground/park next to Council Hall.

LAW DIRECTOR OLD BUSINESS
Fran Romweber motioned to accept Resolution 2013-26 Establishing the We Thrive Committee and Bill Welch seconded the motion. Motion carried 100%.
Fran Romweber motioned to accept Resolutions 2013-27 Authorizing the We Thrive Committee to Proceed with Preliminary Plans for Construction of a Play Area and Ron Nunnery seconded the motion. Motion carried 100%.
Fran Romweber motioned to accept Resolution 2013-28 Establishing the Beautification Committee and Ron Hartoin seconded the motion. Motion carried 100%.
MAYOR’S OLD BUSINESS
North Bend’s Halloween, Trick or Treat hours for Thursday, October 31st are from 6:00-8:00p.m.
Light Up North Bend Night is scheduled for Friday, November 22nd from 6:00p.m.-8:00p.m. at the corner of US 50 and Miami.
Breakfast with Santa is scheduled for Saturday, December 14th from 10:00am – 12:00p.m.

MAYOR’S NEW BUSINESS REPORT
Mayor Sammons asked the public to volunteer for helping our neighbors and household maintenance and repair work. Please call the Village office.
A new house that is being built on St. Annes has brought to light a drainage issue. JMA has determined that the responsibility is North Bend’s and they are investigating with an initial cost of $6,400.00. Fran Romweber motioned to accept Resolution 2013-29 Authorizing Expenditure for Preliminary Engineering Work for St. Annes Storm Sewer and Ron Hartoin seconded the motion. Motion carried 100%. Jim Reichert will prepare and mail Resolution 2013-29.

Paul Beck recommended Fran Romweber contact Jennifer Vatter about a grant for a playground as Miami Township did.
