Meeting was called to order at 7:04 P.M. by Mayor Sammons.

MAYOR’S OPENING STATEMENT
Mayor Sammons recently saw a movie, "Heaven is for Real". The movie is about a painter, Akane Krummarick, who had a "heaven" experience as a child and is now a well-respected painter and author of poetry. The Mayor highly recommends this movie.
MINUTES
Bill Welch moved that the August 25, 2014 Minutes be accepted. Ron Hartoin seconded the motion. Motion carried 100%.
TREASURER’S REPORT
The Treasurer’s documents are available at the Village office.
PAY THE BILLS
Fran Romweber made motion to pay the bills. Shirley Smith seconded the motion. Motion carried 100%.
MAINTENANCE SUPERVISOR’S REPORT
The Maintenance Supervisor’s report is available at the Village office.
Ron Hartoin stated he can get 50-60 tons of salt at $135.00 per ton delivered. Rick will get additional bids. Council agreed to let Rick negotiate and order a total of 200 tons, (including the Consolidated donation).
Rick has received a bid on an upgrade for the security cameras. Mayor Sammons will share with Council and discuss these options at the October Council meeting.

POLICE REPORT
Sgt. Steers reported there were 37 calls for the month of August. Three were assigned cases and one was closed. Sgt. Steers highlighted some of the cases. The Sheriff’s office suffered a loss of an officer, Mr. Nick Hoevel, due to a medical emergency.
Mayor Sammons noted there have been some problems at the playground and asked Sgt. Steers to keep an eye out. Sgt. Steers will assign an evening shift officer to canvas the area to prevent people sleeping in the park.
GUESTS
Mr. Satolli Glassmeyer of Scenic Road Rally’s gave a presentation proposing making a video with the intention of promoting some sixty (60) historic sites in Miami Township. The cost would be approximately $625.00. A brochure from his company is available at the Village office.
Ms. Jamie Buchko of JB Enterprises made a proposal available at the Village office, to create an enhanced digital presence for North Bend. She gave a presentation around the possibilities and there was a discussion of how North Bend might use it.
FIRE REPORT
Chief Ober reported there were five (5) fire runs and ten (10) EMS runs for the month of August. Fall water hydrant checks start in October. Cleves Water Works will upgrade the water line on St. Annes probably in 2015 from an 8" to a 12" line.
The Fire Department received a grant from Marathon and the Sheriff’s Department for a boat equipped with a pump for firefighting. Chief Ober would like to bring the equipment and possibly the Smoke Trailer on Saturday, October 11 for Fire Prevention Week.
There was a discussion about the CAP group which is a group representing facilities along Brower Road. Mayor Sammons reported this is a very proactive group.
THREE RIVERS SCHOOL DISTRICT
Kate Fenton, a representative for the Three Rivers Local School District, reviewed upcoming events. Please see the Three Rivers website for details.
Dr. Bohannon, Three Rivers Local School District’s Superintendent is retiring soon and a search for her replacement is being undertaken and public input is being sought. Please see their website for details.
Mayor Sammons suggested a contest to have pictures of our two presidents done by Three Rivers School students to be hung in Council Hall. Council agreed and the Mayor will follow-up. Cash prizes or scholarships will be awarded to the winners.

Finance - Mr. Welch
Bill Welch made motion to accept Resolution 2014-20 Accepting the Amounts and Rates as Determined by the Budget Commission and Authorizing the Necessary Tax Levies and Certifying them to the County Auditor. Ron Hartoin seconded the motion. Motion carried 100%.
Bill said we need to begin to work on the Appropriation Budget by having budget suggestions sent to Bill Welch or Ed Sullivan.

Law & Ordinance - Mr. Moorman
Dave Moorman reviewed the situation around the resignation of Dick Weber. Dave estimates between 8-10 hours per month is needed to replace Dick Weber’s duties.
For the month of August, there were three (3) property maintenance violations, mostly grass cutting. Dave suggested fining repeat offenders as the ordinance provides.
Three (3) properties (6 units) still have not complied with the Residential Rental Permit Ordinance.
Dave Moorman recommends continuing using Rick Schultz, Marilyn Kramer and himself to administer the program.
Bill Welch questioned a property on Three Rivers Parkway. From the Property Maintenance Report, they are in violation of the Animals Ordinance, "more than four adult animals". Dave stated that a Violation Notice had been sent and the Mayor has been in contact and is following up with the owners.
Beautification – Fran Romweber
The Beautification Committee met on September 27th and a copy of those Minutes is available at the Village office.
Our next meeting will be held on Saturday, October 18th at 9:30am to discuss the 2015 budget.
Mayor Sammons reviewed the proposed work on Harrison Avenue. That work was rejected at last month’s meeting, but upon further discussion it was decided to adopt that Resolution and proceed with the work.

MAYOR’S NEW BUSINESS/ REPORT
Mayor Sammons reviewed the approval form and the events leading up to the need for it for the Aston Oaks Home Owners Association Architectural Review Board. Council approved the form.
Public Hearing dates for the Block Grant applications are listed as September 27 and October 11
at 11:00am in Council Hall. Any resident having a project they would like to be considered should attend the meeting on October 11 at 11:00am.
Hamilton County’s Hazardous Waste Drop Off is October 4, 8:00am – 2:00p. It is required that you register to get the location of the drop off in Norwood and participate. Please go to:

RESOLUTION ACCEPTING THE AMOUNTS AND RATES AS DETERMINED BY THE BUDGET
COMMISSION & AUTHORIZING THE NECESSARY TAX LEVIES AND CERTIFYING THEM
TO THE COUNTY AUDITOR

The Council of the Village of North Bend, Hamilton County, Ohio met in regular session on the 29th day of September, 2014, at the office of North Bend Administration Building, 21 Taylor Avenue with the following members present: Mayor Doug Sammons, Fiscal Officer Ed Sullivan, Mr. Ron Nunnery, Ms. Shirley Smith, Mrs. Fran Romweber, Mr. Bill Welch, Mr. Dave Moorman and Mr. Ron Hortoin.
______________________________ moved the adoption of the following Resolution:
WHEREAS, This Council in accordance with the provisions of law has previously adopted a Tax Budget for the next succeeding fiscal year commencing January 1, 2015; and
WHEREAS, The Budget Commission of Hamilton County, Ohio, has certified its action thereon to this Council together with an estimate by the County Auditor of the rate of each tax necessary to be levied by this Council and what part thereof is without, and what part within the ten-mill limitation; therefore be it
RESOLVED, by the Council of the Village of North Bend, Hamilton County, Ohio that the amounts and rates, as determined by the Budget Commission in its certification, be and the same are hereby accepted; and be it further
RESOLVED, that there be and is hereby levied on the tax duplicate of said Village the rate of each tax necessary to be levied within and without the ten mill limitation as follows:
AS SHOWN ON THE ATTACHMENT INCORPORATED AS EXHIBIT and be it further
RESOLVED, that the Clerk of this Council be, and is hereby directed to certify a copy of this Resolution to the County Auditor of Hamilton County.
