Meeting was called to order at 7:00 P.M. by Mayor Sammons.

MAYOR’S OPENING STATEMENT
Mayor Sammons reviewed the Riverfront Project and the recent committee meeting, which includes members of the Village of Cleves Council and Miami Township. The next meeting will be held on October 13 at 6:00pm in North Bend’s Council Hall. (See the attached meeting notes)
MINUTES
Ron Nunnery moved that the August 31, 2015 Minutes be accepted. Dave Moorman seconded the motion. Motion carried 100%.
TREASURER’S REPORT
Dave Moorman made motion to adopt Resolution 2015-21 Accepting the Amounts and Rates as Determined by the Budget Commission and Authorizing the Necessary Tax Levies and Certifying Them to the County Auditor. Ron Nunnery seconded the motion. Motion carried 100%.
Dave Moorman reviewed the 2016 Appropriations Budget process. He asked for a final meeting prior to the October 19th council meeting at 6:00p.m. Council approved.
PAY THE BILLS
Fran Romweber made motion to pay the bills. Tim Boll seconded the motion. Motion carried 100%.
MAINTENANCE SUPERVISOR’S REPORT
The Maintenance Supervisor’s Report is available at the Village office.
Rick reviewed the details of the attached bid of $2,920 for the gate and fencing for the barn area. There was a discussion and council agreed. Fran Romweber made motion to adopt Resolution 2015-23 Authorizing Expenditure for Installation of Gated Fence and Completion of Improvements in the Area Surrounding Maintenance Barn. Shirley Smith seconded the motion. Motion carried 100%.

MAINTENANCE SUPERVISOR’S REPORT, CONT’D
Rick Schultz talked about how semi-truck traffic is using Taylor and Symmes to get to US 50. Ron Nunnery suggested sending letters to the tanker truck businesses on Brower Road asking them to advise drivers not to use Washington, Taylor or Symmes Roads. Ron will prepare the letters and have Marilyn Kramer mail them.
Dave Trimpe will be hired as a part-time employee.
Rick Schultz has been talking to a contract street sweeper who would charge $325.00 to clean US 50 and $270.00 for lower North Bend streets, as a one-time service.
POLICE REPORT
Sgt. Raker reported there were 64 calls for the month of August. Three cases were assigned to detectives.
Mayor Sammons talked about the billboards along U.S. 50 asking for help from the public in turning in drug dealers and he encouraged the public to respond to 352-dope phone line or call the Mayor.
GUESTS
Ms. Kim Chelf, our representative from We Thrive, with Hamilton County Public Health, reviewed the "We Thrive" program which began in 2011. She explained the different pathways within the We Thrive Initiative to promote community health.
Shirley Smith made motion to adopt Resolution 2015-22 We Thrive Initiative. Fran Romweber seconded the motion. Motion carried 100%.
FIRE REPORT
No Report. Chief Ober was on a fire run during our council meeting.
THREE RIVERS SCHOOL DISTRICT
Superintendent, Mr. Craig Hockenberry, stated the Three Rivers School website has been updated and there is a new phone app available. You can sign up with Lisa Whitely at lwhiteley@trlsd.org. Homecoming is this Friday with a free cookout at the Cleves American Legion, prior to the game.
The Three Rivers School District Board meeting will be held in North Bend’s Council Hall on Tuesday, October 27 at 5:30pm as part of their transparency tour. All residents are welcome to attend.

Shirley Smith reported that we will be adding four names to our Veteran’s Memorial. They are: Lesa Fields-Hamilton, David James Villani, Freeman Beck, Jr. and Frederick E. Devoll. The cost of the new plaque is approximately $350.00 to $900.00, depending on how large we want the plaque to accommodate veteran names for future postings. Council concurred with the plaque purchase. Shirley Smith will ask Cleves, Mayor Stacy for an update on the St. Anne’s water line project.

Resolution 2015-20 Authorizing Expenditure for a Representative/Employee of JMA Consultants Inc., to Oversee Completion of Street Construction Projects Involving a Portion of St. Andrews Drive and the Entirety of Eagles Cliff Drive was signed and passed at the last council meeting.

OPEN TO THE FLOOR
Mr. Don Bloom, an Aston Oaks resident, talked about a tree on his property which has a large limb overhanging Stratford. He has already cut two limbs in response to this issue he heard about on the previous council meeting video. Mr. Bloom stated there are many branches which are far more dangerous overhanging streets in North Bend. Council has no intention of cutting down the tree in question.

Our next Council meeting is Monday, October 19th at 7:00pm.
Light Up North Bend night is scheduled for Friday, November 20th, 6:00pm – 7:00pm at our new Presidential Community Park. All are welcome.
Marilyn Kramer updated Council on the Constellation mailing which went out today. This mailing is North Bend’s gas aggregation opt-out information.
Congratulations to Deputy Clerk, Marilyn Kramer on the birth of her twin granddaughters.
Congratulations to Mayor Sammons on the marriage of his son.

TREASURER’S REPORT
September 28, 2015
To Council Members for Your Information and Review
This past month we received approval from Hamilton County of our 2016 Tax budget. This is their official way of telling us what we are authorized to spend in the coming year. On your copy I have highlighted the total revenue expected and the expenditures that we expect to make in 2016. In addition we are also authorized to spend any of our reserves. Mr. Moorman, our finance chairman, will be asking your adoption of a resolution approving the tax rates as given to us by Hamilton County. This is an annual occurrence as part of the Tax Budget process. He will also be asking for your participation in a 2016 Appropriations budget meeting where we will begin the process of how to spend our revenue in 2016.
We received our second half tax property tax revenue. Note on your copy on the first page under the column labeled SPA (special assesments account) the amount of $6400. This is from the lien placed on the property owner on Lakeview several years ago.
Also on that distribution sheet note our EMS.Fire levy proceeds of $37,489 which is passed on directly to Miami Township.
Two purchases orders were written this month, one for the Ems levy proceeds to Miami Township and one for $400 to cover training expenses. We will start to draw on this next month as I attend State mandated Fiscal Officer’s training.

- Maintenance storage building now has new siding and roof along with gutters and downspouts. Electric has also been updated.
- Fence and Gates - $2,920.
- Crack Filling is completed : Symmes, Taylor, E. Harrison, Miami and Washington
- Repair was made on catch basin at Aston Oaks and Stratford.
